Dear Ron Rasnic and Jesse Matsen September 17, 2010 Thank you for requesting a proposal from Vail Honeywagon to service the collection drop off centers, Introduction: For over 30 ears Vail Hone an has had a health years, Y9 y professional relationship with the Eagle County Landfill. We have grown together both literally and figuratively. This year our relationship has expanded to the recycling envirohment with the opening of the Eagle County MRF. The MRF has removed the logistical and economically ineffelcerif task of transportation of recyclables to market from Eagle County recycling operations. Both the County operation (via Waste ManagementlBF1 hauling to Grand Junction) and our operation have benefited from the MRF. Prior to the MRF, we concluded it was not prudent for Vail . Honeywagon to seek this contract because of the market fluctuations and transportation logistics. Vail Honeywagon is now ready to get involved with the drop off collection sites and further support of Eagle County RecyclinglIM Rates: Rolloff containers The "drop off" volume at public sites fluctuates day to day. As such, it has been our experience that a fixed schedule as illustrated in the RFP is not the most efficient or practical. The result will be either overfull or under -full containers. The spreadsheet below reflects haul frequency for the Vail location from January 2009 thru early November 2009. This site was closely monitored and service scheduled by 9111 Carlson. As you will notice, the frequency is close to weekly for the comingle and paper but not exactly, there are fluctuations. 40 • Ll 0 Exhibit B (cont'd) CARD8OAR0 HAULS C0"'N3' HAULS PAPE S ATE DATE T 2009 2009 2009 1 6 -Jan 2 -Jan 2 27 -Jan 6 -Jan 2 -Jan 3 17 -Feb. 12 -Jan 6 -Jan 4 19 -Feb 19Jan 12 -Jan 5 19 -Feb 26 -Jan 20 -Jan 6 9 -Mar 2 -Feb 26 -Jan 7 - 25 -Mar 9 -Feb 2 -Fab 8 23 -Apr 13 -Feb 9 -Feb 9 14 -Ma 20 -Feb 13 -Feb 1D 5 Jun 25 -Feb 20 -Feb 11 26 -Jun 2 -Mar 26 -Feb 12 22 -Jul 9 -Mar 4 -Mar 13 13 -Au 13 -Mar 13 -Mar 14 27 -Au 19 -Mar 19 -Mar 15 2 -Oct 26 -Mar 26 -Mar 16 19 -Oct 2 -Apr 2 -Apr 17 1 9 -Apr I 10 -Ar 181 15 -Apr 17-A r 21 -Apr 24-A r 2 27 -Apr 1 -Ma 1 -Ma 12 -May 12 -Ma 21 -Ma 21 -Ma 29 -Ma 1 -Jun 9 -Jun 25 8 -Jun 17 -Jun 26 16 -Jun 24 -Jun 27 22 -Jun 6 -Jul 28 30-JunM24-Aug 29 6 -Jul 30 14 -Jul 31 20 -Jut 32 28Jul 33 3 -Au 34 10-Au35 18 -Au 36 24 -Au 15 -Se 37 31 -Au 17 -Sep 38 9 -Se 24 -Se 39 15Se 5 -Oct 40 22 -Se 16 -Oct 41 1 -Oct 28 -Oct 42 9 -Oct 30 -Oct 43 19-0ct 8 -Nov 44 30 -Oct Exhibit B (cont'd) Exhibit B (cont'd) . Haul Rate: $190.00 per container A. No additlonal fuel surcharges or environmental charges B. Same day service if called In before noon C. Saturday service if called in on Friday before noon D. Emergency or 1 forgot" service will be accommodated E. Recommend increasing the comingle containers to 40 yard size and building a catwalk ,similar to Vail site" ,this will increase capacity by 25% thus reducing hauling cost by 25% F. Vail Honeywagon will provide one extra container to use as a trade out so the sites are not felt vacant while emptying as well as provides operation efficiency Vail Haneywagon can ensure 100% confidence that haul requests will be met. We have additional drivers on site that can always fill scheduling gaps or emergency services. Cardboard Service A large amount of cardboard is generated at each site. It Is important to have containers with good operation lids. Vali Honeywagon suggests cardboard specific lids made by impact lids be used (see web site htto://v ww.imuactifds.com/container lids/cardboard chute.htmi ) this should encourage customers to breakdown boxes. A second suggestion would be to investigate why service is needed Friday and they again on Saturday? Are the containers really Tilling up over night? Options could be either Monday, Thursday, and Saturday service or adding one more container to each site and eliminating a day. If service was reduced, the price would be reduced proportionately. Service Rate: For the services outlined in the RFP (Town of Vail compactor in roll- off pricing) $5475A0 per month A. A $500 per month discount if we can combine these locations with our commercial cardboard route. If volume tracking is the concern we could periodically run the route separate. If contamination is the concern we will work professionally with the County to rectify the situation. B. No fuel or environmental charges Site Maintenance ExhibitB (cont'd) Vail Honeywagon would be open to investigating the feasibility of our personnel monitoring the roll -off containers and hauling them when full. to addition Vail Honeywagon could provide clean up services at the sites. This would alleviate the County from employing the staff. From a practical point, we will be onsite 4x per week when servicing the cardboard and we pass each of these sites(except Redclift) on.a daily basis with other routes.
