This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:

There was none.
Consent Agenda
1. Agreement between Eagle County and Trane U.S. Inc., d/b/a Trane, for Equipment and/or Materials for the
Removal of Three Existing Trane Roof Top Units(RTUs)and Installation of Two New Trane 3-Ton and
7.5-Ton RTU's on the Eagle County Justice Center

Commissioner Ryan moved to approve the Consent Agenda for October 18,2016, as presented.
Chairman McQueeney seconded the motion. Of the two voting Commissioners,the vote was declared
unanimous.
Citizen Input
Chairman Jeanne McQueeney opened citizen input.
Ms. Joanne Rock wondered if there was a way to provide a safety net for those that might be in a pinch
with regards to housing. She wondered if Eagle County could spend a little money to offer assistance. Ms.Rock
inquired whether Eagle County could purchase used RVs with heating capabilities and parking them at the
Riverdance RV Park. Ms.Rock said another option may be to ask the community to sponsor homes for people in
emergency situations. The temperatures were dropping and she hoped to address the need.
Chairman McQueeney appreciated Ms.Rock's work and would share the information with the United Way
or other non-profits in the community.

4. Early Head Start Site Visit Findings Corrective Action Plan

Mr. Peplinski stated that in May of this year the Office of Head Start did a site visit and found one of their
facilities did not comply with two(2)items. The facility failed the requirement for child-staff ratio and criminal
background checks were not being done before the employee hire dates. These items had been addressed in the
corrective action plan. Beginning November 1, 2016,new policies and procedures would be in place.
Commissioner Ryan asked Mr. Peplinski to explain the ratio problem.
Mr. Peplinski stated that a teacher left to return a lunch cart when the reviewer came in to see six(6)infants
to one(1)adult. He did not believe this was a huge issue,but in the future there would be a rotation to maintain the
proper ratio.
Commissioner Ryan asked if the child-staff ratio was a systemic issue.
Aric Otzelberger,Deputy County Manager stated that based on the findings report,it was not part of the
normal operations. This was the facility that the county helped subsidize.
Commissioner Ryan moved to approve the Corrective Action Plan.
Chairman McQueeney seconded the motion. Of the two voting Commissioners, the vote was declared
unanimous.
Commissioner Ryan moved to adjourn as the Eagle County Board of County Commissioners and re-
convene as the Eagle County Housing and Development Authority.

unanimous.

5. Resolution 2016-084 Creating the Eagle County Housing and Development Authority Advisory
Committee and Providing for Its Duties and Powers

Ms.Klosterman stated that the resolution formed the Eagle County Housing and Development Authority
Advisory Committee. The committee was made up of nine(9)members, seven(7)were appointed from the
different municipalities within Eagle County, and the county would nominate someone from the Eagle River and
Roaring Fork Valleys. The intent was to help the Housing Authority prioritize and address the affordable housing
problem.
Commissioner Ryan moved to approve the resolutions creating the Eagle County Housing and
Development Authority Advisory Committee and providing for its duties and powers.
Chairman McQueeney seconded the motion. Of the two voting Commissioners,the vote was declared
unanimous.
Joanne Rock wondered how the organization would incorporate non-elected citizens into the committee.
Chairman McQueeney clarified that the towns would nominate someone and the board would simply
appointed them.

Commissioner Ryan moved to adjourn as the Eagle County Housing and Development Authority and re-
convene as the Eagle County Board of County Commissioners
Chairman McQueeney seconded the motion. The vote was declared unanimous.
Check Presentation - Eagle County Fair and Rodeo
Christine Albertson, Stacy Toyama
Tanya Dahiseid with the Eagle County Fair and Rodeo presented a check to the Shaw Regional Cancer
Center in the amount of$14,557.00. The money was raised during the Tough Enough to Wear Pink event during
the annual Fair and Rodeo and$12,500 was from an auction. Logan Trujillo, who donated his pig,was also
present.
Stacy Toyama,Vice President of Shaw Regional Cancer Center spoke. She thanked the county for the
donation and Mr.Trujillo for his gift. This would truly impact members of the community.
Mr.Trujillo stated that he donated his pig because members of his family had been diagnosed with cancer
and he'd hoped to help them and anyone else who had cancer. He hoped this would help them get through treatment
and keep fighting.

7. 1041-5943 Frost Creek and Salt Creek Planned Unit Development 1041 Permit

Action: This 1041 Permit, in support of the companion PUD Amendment application,
proposes to amend the water service agreements with the town to shift more
water taps from the Upper and Lower Ranch properties to the Frost Creek
property. If the town approves this shift of water taps,then the total EQR
remaining on the Upper and Lower Ranch property will be 64 EQR.

Action: The intent of this PUD Amendment application is to make adjustments to the
PUD Preliminary Plan and PUD Guide which will allow an additional 45
permanent dwelling units and an additional 15 guest cabins.

Commissioner Chandler-Henry moved to table file no. 1041 PDA-5941,Frost Creek Salt Creek PUD
Amendment until December 13,2016 per request from the applicant.
