This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Commissioner Updates
Commissioner Ryan stated that the Board of County Commissioners continued to be concerned about the
increase in health insurance rates and would continue to address the crisis. An update would be given after the
meeting with the State Representative, Senator and Lieutenant Governor.
Commissioner Chandler-Henry gave a shout out to Colorado's first ever Public Lands Day which was last
Saturday. She spoke about the resolution approved in 2015 that addressed the importance of public lands, quality of
life, and importance to wildlife.
Chairman McQueeney acknowledged the good work of the United Way and other community non-profits
in the Valley.

John Harris spoke about the agreement between the Eagle and Pitkin County related to the snow removal in
the Frying Pan Valley. The agreement was updated with dates and revised pay scale. Pitkin County provided a 24
hour snow removal operation that the county was unable to provide.
Joey Peplinski spoke about the Early Head Start Grant. The program was funded for an enrollment of 82
children and offered three service options. The program served a need within the community to help early
childhood education.
Chairman McQueeney stated that she appreciated the update given last week that provided more detail.
She also appreciated him including the goals in the agenda item.
Commissioner Ryan moved to approve the Consent Agenda for September 27,2016, as presented.
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.
Citizen Input
Chairman Jeanne McQueeney opened citizen Input.
Joanne Rock spoke. She considered herself a citizen tax payer advocate for health care costs. She recently
had done an analysis between self-funded programs versus private sector insurance. She believed that with self-
funded programs there needed to be incentive to control the cost. She also commented on the treatment of sexually
transmitted infections and impacts on health care.
Christof Stork encouraged that the board consider a commuter-tourist railroad over Tennessee Pass for
Salida to Eagle. The route used existing tracks and could be run by an entity such as ECO Transit,Roaring Fork
Transit, Summit State, and Gunnison RTA. He requested the county's help in getting the word out. He estimated
that startup costs to range from$20-80 million.
Ms.Rock spoke about Mr. Stork's presentation and believed that the board should not shut the door on his
proposal.
