This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Commissioner Updates
Commissioner Chandler-Henry honored Labor Day. She recently found that Labor Day was started in
1894.
Consent Agenda
1. Agreement between Eagle County and the State of Colorado Department of Human Resources Regarding
Child Welfare IV-E Waiver

Commissioner Chandler-Henry moved to approve the Consent Agenda for September 6,2016, as
presented.
Chairman McQueeney seconded the motion. Of the two voting Commissioners,the vote was declared
unanimous.

Chairman Jeanne McQueeney opened and closed citizen input, as there was none.
Business Items
2. Resolution 2016-073 Designating September 5 through September 11,2016 as National Suicide
Prevention Week in Eagle County

Erin Ivie, Executive Director for "Speak Out Reach Out" stated that the theme of this year's efforts was
"Suicidology: A Place for Everyone." The purpose of the resolution was to recognize suicide as a national, state

and county public health problem. The annual fundraiser and memorial event would be held at Dusty Boot on
September 17.
Commissioner Chandler-Henry moved to approve the resolution designating September 5 through
September 11, 2016 as National Suicide Prevention week in Eagle County.
Chairman McQueeney seconded the motion. Of the two voting Commissioners, the vote was declared
unanimous.
3. Resolution 2016-074 by the Board of County Commissioners of Eagle County Recognizing the Calling of
an Election on November 8, 2016 for Basalt Regional Library District

Mr. Otzelberger stated that the District's Board of Trustee, pursuant to a resolution adopted on August 22
had called for an election to be held on November 8, 2016 for the purpose of submitting to the voters a ballot issues
authorizing a tax increase for a limited seven-year period.
Commissioner Chandler-Henry moved to approve the resolution recognizing the Calling of Election on
November 9, 2016 for Basalt Regional Library District.
Chairman McQueeney seconded the motion. Of the two voting Commissioners, the vote was declared
unanimous.
Commissioner Chandler-Henry moved to adjourn as the Eagle County Board of County Commissioners
and re-convene as the Eagle County Housing and Development Authority.
Chairman McQueeney seconded the motion. Of the two voting Commissioners,the vote was declared
unanimous.
Eagle County Housing Authority
4. Agreement between Eagle County and HomeKeeper for Homeownership Program Services
Kim Bell Williams,Housing
Ms. Bell stated that they had been researching housing databases and the options. The Homekeeper
program was chosen.
Jill Klostermen spoke about the advantages of the program services. The program tracked and provided
monitoring and reports. Funding was available through the Housing Authority fund balance.
Ms. Bell stated that HomeKeeper had a national database and was able to track social housing impacts on
both a local and national level:
Commissioner Chandler-Henry moved to approve the agreement between Eagle County and HomeKeeper
for Homeownership Program Services.
Chairman McQueeney seconded the motion. Of the two voting Commissioners,the vote was declared
unanimous.
Commissioner Chandler-Henry moved to adjourn as the Eagle County Housing Authority and re-convene
as the Eagle County Air Terminal Corporation.
Chairman McQueeney seconded the motion. Of the two voting Commissioners,the vote was declared
unanimous.

5. Agreement between Eagle County Air Terminal Corporation and Leibowitz&Horton to Conduct a
Financial Feasibility Analysis for ECAT's Anticipated Issue of Airport Revenue Bonds to Provide',
Financing for the Terminal Expansion/Remodeling Project
Greg Phillips, ECAT
Mr. Phillips stated that they hoped to fast track the process and begin construction in April 2017. The
financing mechanism was through bonds. The agreement with Leibowitz&Horton would determine appropriate
time and available funding.
Brent McFall stated that there were no tax dollars being used. The project was soling supported by fees
through airport operations.
Commissioner Chandler-Henry moved to approve the agreement between Eagle County Air Terminal
Corporation and Leibowitz&Horton to Conduct a Financial Feasibility Analysis for ECAT's Anticipated Issue of
Airport Revenue Bonds to Provide Financing for the Terminal Expansion/Remodeling Project
Brent McFall seconded the motion. The vote was declared unanimous.
Commissioner Chandler-Henry moved to adjourn as the Eagle County Air Terminal Corporation and re-
convene as the Eagle County Board of County Commissioners.
Chairman McQueeney seconded the motion. Of the two voting Commissioners,the vote was declared
unanimous.
