This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Commissioner Updates
Commissioner Ryan spoke about the Animal Services Community Advisory Committee interviews that had
recently been held. They were also going to meet with the development community to determine the best approach
to address the affordable housing issues facing the county.
Commissioner Chandler—Henry reminded everyone that the Fair and Rodeo is coming up soon and
encouraged people to participate.

1. Agreement between Eagle County and Old Castle SW Group, Inc. for the 2016 Overlay Project

Commissioner Chandler-Henry moved to approve the Consent Agenda for July 12, 2016,as presented.
Commissioner Ryan seconded the motion. The vote was declared unanimous.

Chairman Jeanne McQueeney opened and closed citizen input, as there was none.

5. Resolution 2016-056 in Support of the Raise the Bar,Protect Our Constitution Statewide Ballot Initiative
Jill Ryan, Commissioner
Commissioner Ryan explained that the board has been asked to support this initiative. This is designed to
protect the constitution and make it more difficult to make changes. There are some conflicting requirements in the
constitution that make it difficult to run the state. The initiative would require statewide signatures and a 2/3
majority.
Commissioner Ryan moved to approve the Resolution supporting the Raise the Bar, Protect Our
Constitution Statewide Ballot Initiative.
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.
Commissioner Chandler-Henry moved to adjourn as the Eagle County Board of County Commissioners
and re-convene as the Eagle County Board of Equalization.
Commissioner Ryan seconded the motion. She added that she agreed with the statewide signature
requirements.
The vote was declared unanimous.

6. Resolution 2016-057 concerning Presentation of Reports of Assessor of Valuation for Assessment for
Taxable Real and Personal Property in Eagle County Pursuant to Section 39-8-105, Colorado Revised
Statutes
Mark Chapin, Assessor
Mr. Chapin presented the information on appeals. Total appeals were 208 with 105 adjusted and 103
denied. They adjusted values by$3,325,720.00. The assessed values are between the numbers from 2006 and
2007. The peak assessment year was 2010. He explained that in an intervening year there can be between 200 and
2000 appeals. He expects values to rise between 12%and 50%in 2017.
Commissioner Ryan moved to approve the Resolution Concerning Presentation of Reports of Assessor of
Valuation for Assessment for Taxable Real and Personal Property in Eagle County Pursuant to Section 39-8-105,
Colorado Revised Statutes.
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.
Commissioner Chandler-Henry moved to adjourn as the Eagle County Board of Equalization and re-
convene as the Eagle County Board of County Commissioners.
Commissioner Ryan seconded the motion. The vote was declared unanimous.
