HomeMy WebLinkAboutMinutes 05/31/16 PUBLIC HEARING May 31, 2016 Present: Jeanne McQueeney Chairman Jillian Ryan Commissioner Kathy Chandler-Henry Commissioner Brent McFall County Manager Bryan Treu County Attorney Kathy Scriver Deputy Clerk to the Board This being a scheduled Public Hearing,the following items were presented to the Board of County Commissioners for their consideration: Commissioner Updates Commissioner Ryan spoke about the Memorial Day ceremony at Freedom Park that she and Commissioner Chandler-Henry attended. She thanked the County Veteran Services Officers for coordinating the event. Commissioner Chandler-Henry stated that she attended an event at Camp Hale and another at the top of Tennessee Pass. People from around the country attended. Senator Bennet announced, on a recent trip to Camp Hale,that he was working on a plan to designate Camp Hale as a National Historic Landscape. Consent Agenda 1. Agreement between Eagle County and Mountain Maintenance and Asphalt for Crack Fill Application to Certain County Roads John Harris,Road and Bridge 2. Agreement between Eagle County and D&D Manzanares, Inc., DBA ServiceMaster, for Airport Internal Cleaning Services Jeff Brownback,Airport 3. Resolution 2016-047 Concerning a Taxpayer Generated Petition for Abatement and Refund of Taxes before the Eagle County Board of Commissioners Kevin Cassidy, Assessor 4. Resolution 2016-048 Approving Vacation of Martin Tract Non-Motorized Trail Easement(Eagle County File No. G-5936) Taylor Ryan, Engineering 5. Quit Claim Deed for Vacation of Non-Motorized Trail Easement on the Martin Tract(Eagle County File No. G-5936) Taylor Ryan, Engineering Commissioner Chandler-Henry moved to approve the Consent Agenda for May 31, 2016, as presented. Commissioner Ryan seconded the motion. The vote was declared unanimous. 1 05/31/2016 Citizen Input Chairman Jeanne McQueeney opened and closed citizen input, as there was none. Business Items 6. First Amendment to Agreement between Eagle County and The Foundation of Trustees for the Family Learning Center for Early Head Start Services Katie Narvaez,Human Services Chairman McQueeney stated that this item was pulled from the consent agenda last week because she abstained from the vote and there was only one other commissioner. Commissioner Ryan moved to approve the first amendment between Eagle County and the Foundation of Trustees for the Family Learning Center for Early Head Start Services. Commissioner Chandler-Henry seconded the motion. Of the two voting Commissioners,the vote was declared unanimous. 7. Agreement between Eagle County and the Colorado Department of Public Health and Environment for Implementation of Communities That Care Model Jennifer Ludwig,Public Health Ms. Ludwig stated that the contract was with the Department of Public Health and Environment and Eagle County Public Health. Funding was through the marijuana tax cash fund for youth substance use prevention, specifically,the"Communities that Care"model. Eagle County Public Health chose to be the fiscal agent for Eagle River Youth Coalition and was eligible to receive$110,000 per year for 5 years. Of the$110,000; 85%would be subcontracted to the Eagle River Youth Coalition and 15%would be kept for fiscal oversight. Commissioner Ryan believed that a half a million dollars was a lot of public money and this work was already being done. She believed that this might not be the right grant for this community. She was not convinced that this type of process would be effective in reducing substance use among teens. The dollar piece was not clear to her. Ms. Ludwig stated that a lot of multi-year contracts with the State required a one year budget and the agreements were amended in subsequent years. The program consisted of five years of funding,two year scope of work and one year budget. Commissioner Ryan asked if there was any guarantee there would be$110,000 available for longer than one year. Ms. Ludwig stated that there was nothing in the contract that guaranteed five years but the State anticipated there would be five years funding. Commissioner Ryan expressed concern for the possible lack of funding before the implementation phase. Ms. Ludwig believed that implementation would be done by year two. The coalition was already established,there was already youth engagement, and an assessment would be done early. She could not guarantee there would be funding for five years,this was what they were told. Commissioner Ryan asked about the model and if it felt accurate. Ms. Ludwig believed the model provided a great planning process. This was a great opportunity to make some headway. There was a significant need across the state and by implementing the program there was support and technical assistance. The initiatives had not been outlined. There were a lot of components but a lot of built-in support. She believed it was a great model for the State and the community. Commissioner Ryan believed that the county was already doing this work and could continue to the do the work without the grant. She thought this was a big commitment from community leaders. Ms. Ludwig stated that they had been talking at length with the State Health Department coordinators. This program would not prevent the county from continuing to move forward. There was still training that needed to occur and the funding required that a full time coordinator be hired. Public Health did not have the capacity to be 2 05/31/2016 as comprehensive. This would allow them to dig deeper and get more information. She believed the State was fine with them working with a coalition that was already in existence. The county had partners in place and est4blished relationships. Public input would take place in the fall of this year or spring of next. They were still in the!data collecting phase. Commissioner Ryan wondered how this grant differed from the Public Health Improvement Plan. Ms. Ludwig stated the Improvement Plan was much broader and dollars were minimal and were not enough to do much more than what had been planned internally. Chairman McQueeney clarified that these were noncompetitive grant dollars from the State. Eagle County was selected because these components were already in the Public Health plan. She asked Ms. Ludwig if the contract would distract from any other work being done in Public Health. Ms. Ludwig believed that this program would not distract her or any of her team from doing what they were doing. She believed it was adding capacity to the community. Commissioner Chandler-Henry asked Ms. Ludwig for her impression of the capability of the Eagles River Youth Coalition to deliver. Ms. Ludwig stated that they had been a great partner of the county. This was an opportunity for them to do work that they identified as wanting to but didn't have the dollars to support. Commissioner Chandler-Henry asked if the program would be evaluated annually. Ms. Ludwig stated that evaluations were a part of the contract. Chairman McQueeney believed that Commissioner Ryan points were valid and the county needed to be careful with these types of contracts. Commissioner Ryan stated that the grant indicated that as part of the process the community was encouraged to find sustainable funding. Ms. Ludwig stated that this would depend on the initiatives that would be implemented;they may not need to be sustained by the county after five years. Commissioner Ryan believed the hardest part of prevention programing was choosing strategies that worked. With all the current plans in place she believed the county should be at the implementation phase at this point. Ms. Ludwig believed the communities implementing the program would be working together and it was time to do another community health assessment. Commissioner Ryan asked Ms. Ludwig how confident she would be in five years using this model if there would be a reduction in teens using substances. Ms. Ludwig did not believe the community had invested in these initiatives. She was confident that the needle would move in ten years. There were a lot of benchmarks and the county needed to be accountable. The five year evaluation would be very comprehensive. Commissioner Chandler-Henry shared Commissioner Ryan's concerns. There was value to supporting the community non-profits. She was prepared to support the program with the caveat that there was annual review. Commissioner Ryan believed that prevention programing was tricky and elusive. She hoped that someone with the right background would be selected for the coordinator position. The chosen strategies made all the difference in terms of moving the needle. She feared that the community and staff time would be used ineffectively. She stated that she had not heard enough of a specific plan and was prepared to vote no. Commissioner Chandler-Henry moved to approve agreement between Eagle County and the Colorado Department of Public Health and Environment for Implementation of Communities That Care Model Chairman McQueeney seconded the motion. The motion passed by a vote of two to one margin,with Commissioner Ryan voting against. Commissioner Chandler-Henry moved to adjourn as the Eagle County Board of County Commissioners and re-convene as the Eagle County Air Terminal Corporation. Commissioner Ryan seconded the motion. The vote was declared unanimous. 3 05/31/2016 Eagle County Air Terminal Corporation 8. Approval of the Minutes of the Eagle County Air Terminal Corporation Board Meetings for March 3,2015, April 28, 2015, October 13,2015, December 8, 2015 and February 16, 2016 Jeff Brownback,Airport Ms. Chandler-Henry moved to approve the minutes of the Eagle County Air Terminal Corporation Board Meetings for March 3, 2015,April 28,2015, October 13, 2015,December 8,2015, and February 16, 2016. Ms. Ryan seconded the motion. The vote was declared unanimous. 9. Agreement between Eagle County Air Terminal Corporation and D&D Manzanares, Inc.,DBA ServiceMaster, for Airport Internal Cleaning Services Jeff Brownback,Airport Gregg Phillips spoke about the selection process. ServiceMaster had the contract for many years. Although ServiceMaster was not the lowest bidder,they were chosen because they provided the best mix of quality and cleaning experience. The five year terminal contract was for$1.45 million. Ms. Ryan moved to approve the agreement between the Eagle County Air Terminal Corporation and D&D Manzanares, Inc.,DBA ServiceMaster, for airport internal cleaning services. Ms. Chandler-Henry seconded the motion. The vote was declared unanimous. Ms. Chandler-Henry thanked Mr. Brownback for the ongoing operational summaries. She asked about the Air Canada flights. Mr. Phillips stated that the carrier was stable. The challenge had been the devaluation of the Canadian dollar. Ms. Chandler-Henry asked about the new advertising contract. Mr.Phillips stated that the advertising revenue had increased. They would be providing a presentation next month. Mr. Phillips spoke about the architect selection process for terminal improvements. They started an apron reconstruction project.They hoped to have a contractor selected and to begin work next spring. They recently replaced the apron lights with LED lights. There was a new hanger that would be occupied in a couple weeks. They would be meeting with a number of airlines in the middle of June in Denver. Commissioner Ryan moved to adjourn as the Eagle County Air Terminal Corporation and re-convene as the Eagle County Housing and Development Authority. Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous Eagle County Housing and Development Authority 10. Intergovernmental Agreement between Eagle County Housing and Development Authority and the Town of Vail for Deed Restricted Units Management Services Jill Klosterman and Kim Williams, Housing Ms.Klosterman stated that the agreement related to housing services currently provided at the Valley Home Store. The Eagle County Housing and Development Authority would provide services such as reselling deed restricted housing units,managing and implementing the lottery services and serving as a resource. This was a huge benefit to consumers. The agreement would bring in some revenue. Commissioner Chandler-Henry asked Ms.Williams how she would do everything. 4 05/31/2016 Ms. Williams stated that they were hoping to move forward with a database that would provide more capacity to manage and help buyers. There were looking at ways to streamline applications and use online forms. There was information and maps on the county website. Ms.Klosterman stated that they had been considering a database for years. This would give them the impetus to spend the money. Commissioner Chandler-Henry asked about the town of Gypsum and Avon. Ms.Klosterman stated that they had the conversation with the Town of Avon. Ms. Williams stated that the town of Gypsum seemed interested but had nothing in place yet. Commissioner Chandler-Henry asked about the 2%real estate fee. Ms. Williams stated that the 2%fee saved the buyer and seller money. Ms.Klosterman stated that the fee was established and would go to the Valley Home Store. Chairman McQueeney believed it was helpful to have all the information in the same place. Ms. Williams stated that there was information on the website and an interactive deed restricted housing map. Commissioner Ryan moved to approve the intergovernmental agreement between Eagle County Housing and Development Authority and the Town of Vail for deed restricted units management services. Commissioner Chandler-Henry seconded the motion. Commissioner Chandler-Henry moved to adjourn as the Eagle County Housing and Development Authority and re-convene as the Eagle County Board of County Commissioners.
