This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Commissioner Updates
Commissioner Chandler-Henry spoke about the Basalt Chamber of Commerce luncheon. They were doing
a lot of work in the area of economic development and collaborations between Pitkin, Eagle,and the town of
Basalt.

RESOLUTION NO.2016-
RESOLUTION RECOGNIZING MOUNTAIN VALLEY HORSE RESCUE'S FIFTH ANNUAL RESCUE
RENDEZVOUS,APRIL 22-24,2016,IN CONCERT WITH THE AMERICAN SOCIETY FOR THE
PREVENTION OF CRUELTY TO ANIMALS' ANNUAL HELP A HORSE DAY,APRIL 26,2016
WHEREAS, Mountain Valley Horse Rescue, located in Eagle County since 2005, has been successfully
rescuing, rehabilitating and rehoming abandoned, mistreated and/or unwanted equines from throughout the region;
and
'WHEREAS, Mountain Valley Horse Rescue celebrates its work in Colorado with its annual Rescue
Rendezvous the weekend of April 22 — 24, 2016, in concert with the American Society for the Prevention of
Cruelty to Animals (ASPCA) and their annual Help a Horse Day national event on April 26, 2016; and
WHEREAS, Rescue Rendezvous provides a local opportunity for the public to participate in educational
and informational events about the magnitude of horses' needs, and ways to help the organization; and
WHEREAS, The Eagle County Board of Commissioners believes the role the Mountain Valley Horse
Rescue plays in our community promotes our values of protecting and caring for animals, and helps to preserve our
agricultural heritage.

NOW THEREFORE,BE IT RESOLVED that the Board of County Commissioners wishes to recognize
April 23 as Rescue Rendezvous Day in concert with the ASPCA's Help A Horse Day on April 26.
MOVED,READ AND ADOPTED by the Board of County Commissioners of the County of Eagle, State
of Colorado, at its regular meeting held the 19th day of April, 2016
Cookie Murphy-Pettee spoke about their 5th annual event they were doing together with the ASPCA annual
Help a Horse Day. Mountain Valley Horse Rescue started in 2004 with some volunteers. They took care of about
30 horses a year and last year they adopted out 5 or 6. Some of the horses stayed with them forever. She
appreciated the county commissioners' support.
Commissioner Chandler-Henry moved that the board approve the resolution recognizing Mountain Valley
Horse Rescue's Fifth Annual Rescue Rendezvous, April 22-24, 2016, 2016 in Concert with the American Society
for the Prevention of Cruelty to Animals' Annual Help a Horse Day,April 26, 2016
Chairman Pro-Tem Ryan seconded the motion. Of the two voting Commissioners,the vote was declared
unanimous.

Greg Phillips spoke about the Aeronautics Grant and upcoming improvements. This was the third phase of
the concrete apron replacement project. This grant offer was from Colorado Department Of Transportation
(CDOT) from$250,000.00. The total project costs were$7.7 million but out of pocket for the airport totaled
$500,000.00. They hoped to begin May 18,2016.
Jan Miller spoke about the services provided by the county to the Eagle Valley Child Care Association.
The agreement amended the 2014 agreement. The Association managed the playground maintenance, and covered
the janitorial costs.
Commissioner Chandler-Henry moved to approve the Consent Agenda for April 19, 2016,as presented.
Chairman Pro-Tern Ryan seconded the motion. Of the two voting Commissioners,the vote was declared
unanimous.

Citizen Input
Chairman Pro-Tern Ryan opened and closed citizen input, as there was none.
Commissioner Chandler-Henry moved to adjourn as the Eagle County Board of County Commissioners
and re-convene as the Eagle County Housing and Development Authority.
Chairman Pro-Tern Ryan seconded the motion. Of the two voting Commissioners,the vote was declared
unanimous.
Housing and Development Authority
8. Agreement between Eagle County Housing and Development Authority and J.V.DeSousa,L.L.C. for
Architectural Services

Tori Franks stated that the contract for services was for concept design of a workforce housing building on
the Castle Peak site. The property was owned by the county and had infrastructure. There were various phases in
the contract that had timelines and funding attached. The property would be used for workforce housing but could
be easily converted and sold to Augustana Care and function as senior housing in the future. Depending on the
parking they were proposing 12-20 units.
Commissioner Chandler-Henry supported the proposal and phasing approach.
Mr.McFall stated that the property was a development ready site.
Commissioner Ryan wondered if the green building concept would be applied.
Ms. Franks believed it was early in the process but they would be considering the concept.
Commissioner Chandler-Henry moved to approve the agreement between Eagle County Housing and
Development Authority and J.V.Desousa, LLC for architectural services.
Chairman Pro-Tem Ryan seconded the motion. Of the two voting Commissioners,the vote was declared
unanimous.

Authority and re-convene as the County Board of County Commissioners.

Business Items
9. Resolution 2016-031 Adopting the 2016 Update to the Eagle County Economic Development Plan
Jeremy Rietmann,Vail Valley Partnership
Mr. Rietmann stated that in 2012 the Vail Valley Partnership developed a relationship with the county to
offer economic development services. In 2013,the first countywide plan was implemented. As conditions had
changed over the years the plan had been updated. He believed this plan met the needs of today.
Commissioner Chandler-Henry supported the work being done. The plan supported the goals on a local
and state level. The Vail Valley Partnership was a good resource.
Mr. Rietmann stated that their goal was to connect with all the available resources and make sure they all
worked together well. The plan could be viewed on the vailvalleymeansbusiness.com website.
Commissioner Chandler-Henry moved to approve the resolution adopting the 2016 Update to the Eagle
County Economic Development Plan.

10. Resolution 2016-032 Designating the Week of April 17 -23, 2016 as Earth Awareness Week
John Gitchell, Environmental Health
Mr. Gitchell spoke about the resolution and the things being done within county operations. He referenced
the strategic plan that aimed to improve the quality of the environment.
Ray Merry spoke about the goal to protect surface and ground water quantity and quality. The county
partnered with other agencies to develop action plans to protect resources. He spoke about the goal to protect the
forests. The county worked with the Forest Service and other government agencies to identify areas at risk and
projects to reduce these risks.
Adam Palmer spoke about the Open Space program to preserve community buffers. He spoke about the
concentrated development in populated areas guided by smart growth principals. Smart growth was mixing land
uses and taking advantage of compact building design and creating a range of housing opportunities and choices.
Mr. Gitchell spoke about the Materials Recovery Facility(MRF)recycling facility. The county had a
strategic goal objective to meet a 30%diversion through recycling and composting by 2030. All the waste going
into and out of the county landfill was weighed on a scale. He spoke about the dangers of methane gas in the land
fill and the strategies to keep the gases at a minimum. Eagle County unfortunately had a large carbon footprint and
it was important to reduce greenhouse gas emissions in county operations and within the community. He believed
it was important for everyone to consider other forms of transportation to reduce emissions and cost of fuels.
Commissioner Ryan thanked Mr. Gitchell for his presentation and acknowledged that environmental
sustainability was a big component in the Strategic Plan. There was a primary focus to reduce greenhouse gas
emissions around climate protection. If all communities would do the best they could there would be a collective
impact.
Mr. Gitchell spoke about the upcoming community events and encouraged all county staff to sign up for a
home energy assessment through Energy Smart.
Chairman Pro-Tem Ryan moved to approve the resolution designation the week of April 17—23, 2016 as
Earth Awareness Week.
Commissioner Chandler-Henry seconded the motion. Of the two voting Commissioners,the vote was
declared unanimous.
11. Environmental Policy Statement
John Gitchell, Environmental Health
Mr. Gitchell reviewed the current policy. He spoke about the 15 x 15 goal to reduce energy,waste,water
and paper 15%by the end of 2015.He spoke about some of the 2015-2016 accomplishments. He spoke about the
programs available throughout the county. He recognized the Actively Green Team members. He read the policy
statement and proposed revisions into the record and asked for input.
Commissioner Chandler-Henry thanked everyone for their local leadership. She thanked Ray Merry and
his staff for their work on the annual poster contest.
Commissioner Chandler-Henry moved to approve the Environmental Policy Statement.
Chairman Pro-Tem Ryan seconded the motion. Of the two voting Commissioners,the vote was declared
unanimous.

Adam Palmer welcomed all the parents and fourth graders in attendance.
Ray Merry,Environmental Health Director thanked everyone for attending. He spoke about the theme
"climate action"and was amazed by ideas and the posters that were submitted. He introduced his staff and
acknowledged them for their work.
Commissioner Chandler-Henry believed the posters were amazing. She believed the county was working
on everything that made good sense for the climate,businesses, families and towns. She quoted—Wendell Berry;
"nature should be part of every public policy decision".
Commissioner Ryan spoke about waste diversion,recycling and energy conservation.
Mr.Palmer recognized Mr. Sherpa a parent in the audience that had climbed Mt. Everest six times.
Commissioner Ryan thanked staff and her fellow commissioners for their work. She thanked the parents and
contestants for supporting
