HomeMy WebLinkAboutC15-310 Colorado Child Care Assistance Program Cliff Effect MOUcDHs CO ;,,, . • i Colorado Child Care Assistance Program Cliff Effect Pilot SB 14 -003 Grant Program Memorandum of Understanding This is a Memorandum of Understanding (MOU) between the State Department of Human Services (DHS) Division of Early Care and Learning (DECL), here after referred to as "the state department" and Eagle County, here after referred to as "the county" I. Purpose The purpose of this MOU is to state a general working agreement between the state department and the county to coordinate services in support of the implementation of the Cliff Effect Pilot Grant funded through Colorado SB14 -003. The purpose of the Cliff Effect Pilot Program is to mitigate the cliff effect for tow- income families that are working and receiving child care assistance. By allowing counties flexibility in how the pilot program is implemented at the local level, it gives each county the ability to collaborate with community partners to best address local community needs. II. Funding • July 1, 2014 the sum of $1,200,000.00 was appropriated for the Cliff Effect Pilot. • Any unexpended and unencumbered moneys remaining in the fund at the end of each fiscal year remain in the fund and shall not be credited or transferred to the general fund or another fund. • Counties will be notified of their available funding amount at the beginning of each fiscal year specifying the maximum amount that can be used for administrative costs. • Administrative funds are available to be utilized by the county in the same manner in which administrative costs for the Colorado Child Care Assistance Program are utilized. • Counties may use all or a portion of the adminstrative funds to provide continued benefits to families participating in the pilot • Grant monies may be used at the counties discretion to cover the administrative costs of participating in the pilot program and the costs of providing continued benefits to families participating in the pilot program. • Administration costs are to be tracked separate from any other funding source and directly coded into CFMS by the county to code U805.2320 • A county is not required to provide local moneys to receive funding from the State Department to cover administration costs or costs of providing continued benefits. 1575 Sherman Street, Denver, CO 80203 P 303.866. 5948 w ww. County Responsibilities • The county has the flexibility to design the pilot program in a manner that best addresses the county's specific community needs. • The county may limit the participation in the pilot program to a reasonable percentage of the county's caseload for the Colorado Child Care Assistance Program. • The county may also limit participation in the pilot program to families with children who are thirty -six months of age or younger. • Subject to available appropriations, a county that is participating in the pilot program shall continue to provide child care assistance for a period of up to two years for a group of participants who have been receiving child care assistance from the county and whose income exceeds the county adopted income eligibility limit for the county's child care assistance program. • The county shall require a caretaker who is receiving extended child care assistance to pay a series of incremental increases in the portion of parental share of the child care costs on a scheduled basis based on a formula established by the county. • The county shall work with the caretaker to provide a gradual transition off of child care assistance over a two -year period. • The county must provide Cliff Effect policies and procedures to the state by July 31St of each fiscal year and upon any revisions made during the fiscal year. • The county policies and procedures must include at least the following: 1. The county exit FPL for Cliff Effect Pilot participants 2. An explanation of how the gradual parent fee increase will be calculated 3. The county criteria for participation including: • Family participation limitations such as age, percent of caseload or any other limitations applied 4. The method used to identify families eligible for the Cliff Effect Pilot 5. The method used to inform families and /or recruit families for participation 6. The timeframe for enrolling families in the Cliff Effect Pilot (e.g. after the mandatory 90 day extension or after the optional 6 month transitional period) 7. Any practices employed by the county to help families gradually transition off of CCCAP. • Upon entry and exit of the Cliff Effect Pilot the county will complete a brief state survey to families and will submit the completed survey to the state. • Assistance shalt not be provided if family income exceeds 85% state median income. • The county may participate in the pilot program on and after July 1, 2014 through June 30, 2019. • The county shall operate the pilot program for at least two years. • The county shall report the following information monthly to the state via the state developed reporting spreadsheet: 1. State Responsibilities • Notify counties of their available funding at the beginning of each fiscal year • Provide a reporting mechanism for the county to provide necessary case information. • Provide consultation on setting the parental fee schedule as requested. • Provide an evaluation and report to the house Public Health and Human Services.
