Eagle County Open Space Program
Outreach and Public Relations Plan Proposal
February 24, 2015
Purpose, Goals, and Objectives
The purpose of the project is to:
■ Build in -depth understanding of audience perceptions, attitudes, and behaviors
relative to open space and the Open Space Program
• Create the messages and strategies that are most relevant and resonant for that
audience
• Reposition the Open Space Program as an indispensable and valued program of the
county
The goal is to design the Open Space Program's outreach and public relations strategies
to achieve specific goals. At the end of the project, the Eagle County Open Space
Program will have a strategic outreach and public relations plan to guide programming,
communications, outreach, public relations, and partnership decisions and actions.
Effective implementation of that plan will result in a positive brand, an indispensable
community position, and a supportive constituency.
Specific objectives include, but are not limited to:
■ Completing an analysis of audience attitudes, perceptions, and behaviors relative to
the Open Space Program
• Segmenting and describing the target audiences
• Developing brand, position, image, and messaging
• Creating practical outreach and public relations strategies to connect with target
segments
• Developing implementation recommendations and an action plan
Approach
We use a traditional marketing framework to align programming, messaging, outreach,
and public relations strategies' to engage target audiences to achieve goals. We believe
that successful outreach depends on an in -depth understanding of the audience to create
' See our blocs on marketing, communications, and public relations.

Outreach and Public Relations Plan Proposal February 24, 2015 ■ 2
strategies that are most relevant and resonant. Marketing is also more than outreach
strategies or communications. It includes a program, product, or service mix, a value
proposition, and the delivery of services. We also believe that in a highly public arena, it
is essential to focus on selected segments (not everyone is your audience) to achieve
tangible results and the best return on investment. However, with an emphasis on
outreach and public relations, our focus will be on creating a positive public image and
building relationships throughout the entire community.
Process
Committee
We propose working with a small committee to oversee and guide the project. This may
be a sub - committee of the board and may include community advisors who can assist in
implementation. The committee's role will be to ensure that the plan is most useful and
realistic. The first task will be to define the desired outcome and specific outreach goal.
The committee will also review the audience analysis and make decisions to inform the
plan.
Audience Research and Analysis
We will review the recently completed strategic planning analyses and conclusions and
will review all related Program documents. We will begin the analysis with an exercise to
define audience segments. We will then complete primary and secondary research to
characterize and describe those audiences. We will depend on Eagle County planning
documents, other county surveys, and the knowledge of staff, board, and long -time
community members. We will complete key informant interviews. Based on a
preliminary analysis of audience segments, we will conduct segment - specific, small
group interviews (focus groups) to better understand language, attitudes, and nuance.
The product of this phase will be an audience analysis and a description of audience
segments.
Target Audience Decisions
We will discuss our analysis with the committee for target audience decisions. Based on
the analysis and decisions, we will define brand, position, and image. We will also work
together to create preliminary outreach and public relations strategies. We will want to
ensure that the strategies are realistic and practical within the context of the Open Space
Program's goals and capacity.
The product of this phase will be the framework of the outreach and public relations
plan, and will represent deliberate and informed decisions.
Eagle County Open Space Program © Conservation Impact
Outreach and Public Relations Plan Proposal February 24, 2015 ■ 3
Outreach and Public Relations Plan
Based on the analysis and decisions, we will create a strategic and comprehensive plan to
build a positive brand and image, position the organization, and connect with select
audiences. The plan will define the audience segments and the messages, style, tone, and
strategies most effective in reaching those audiences. (Please note that this provides an
overall strategic, comprehensive, and coordinated approach. It is not a website design or
social media plan.)
We will make specific recommendations for implementation. The intent is to most
efficiently and effectively utilize resources for greatest gain toward goals. Also, we want
to coordinate, integrate, and leverage efforts throughout the county. In addition to
recommendations, we will create an implementation plan with specific action steps to
guide staff, board, and partner activities.
We will provide tools, templates, and other resources that will facilitate plan
implementation. However, this proposal does not include the design or printing of
collateral material.
The product of this phase will be a strategic outreach and public relations plan with
specific recommendations for implementation.
Organizational Implications and Implementation
We propose presenting the plan to staff and board so that everyone fully understands the
Open Space Program's brand, position, audiences, and messages. We will discuss
everyone's role in public relations and address implications of the plan. We will work
with staff leadership to ensure successful implementation.
We are always available to provide assistance, support, and guidance. We care that the
plan is useful and practically applied to achieve results.

Conservation Impact, along with our other client- centered practices, Nonprofit Impact
and Food Systems Impact, are mission -driven companies working to radically impact
how organizations achieve results toward mission and demonstrate impact. Founded in
1996, we have successfully completed more than 1,000 projects with close to 675
organizations in 46 states and five countries. In all our work, we apply a comprehensive
systems approach as defined in our Integrated Strategy. We have distinct expertise in
strategic decision making, positioning, marketing, strategic financial analysis and
forecasting, organization analysis and development, business planning, and sustainability
models. We have worked with more than 100 open space programs and land trusts
around the country and have completed marketing and audience development plans that
have achieved or exceeded client goals.
We have significant experience in completing useful public relations, communications,
and strategic marketing plans for nonprofit organizations and public entities. We have
completed similar projects for clients including the National Wildlife Federation,
Deschutes Land Trust, Essex County Greenbelt Association, Volunteers for Outdoor
Colorado, Ducks Unlimited, and the U.S. Forest Service Florida National Scenic Trail.
We have created smaller -scale marketing or communication action plans for the Plains
Conservation Center, the Orange County Land Trust (NY), the Coalition of Oregon Land
Trusts, and many others. Our marketing work has helped to transform organizations to
achieve measurable results, and our clients continue to utilize their plans years after they
are completed.
Of particular relevance to this project, we recently completed a comprehensive audience
development plan for the Albany Pine Bush Preserve Commission, a New York public
authority that manages a rare ecosystem for stewardship, recreation, and education. As a

government - funded program, its goal was to develop a supportive public constituency, as
opposed to attracting donors, members, or volunteers.
Each Conservation Impact project is supported by our team of consultants, and all of our
work is completed 100% by our full -time employees. We do not subcontract work, nor do
we hire interns. Our clients benefit not only from the experience of the company, but also
from the expertise of each of our consultants.

experience in nonprofit planning, marketing, and organizational development. She has
held several program, fundraising, and executive positions in nonprofit organizations, and
has provided capacity building services to thousands of organizations over the years. She

management. Karen has completed many projects similar to this one, including a strategic
marketing plan for the Plains Conservation Center, a coordinated marketing/fundraising
plan for the Southern Oregon Land Conservancy, a communications plan for the
Coalition of Oregon Land Trusts, a marketing action plan for the Indian River Lakes
Conservancy, and a capital campaign feasibility study for Mohonk Preserve in 2010.

national nonprofits, most recently for Red Rocks Community College Foundation where
she specialized in donor communications and stewardship, annual campaigns, program
management, and grant writing. Karen has an undergraduate degree in Sociology, and a
graduate degree — with honors — in Nonprofit Management.

marketing, strategic business planning, and financial analysis. Blake's work focuses on
the food systems and local agriculture sector. He has conducted a market analysis and

Fund, and has developed a business concept and market study for the Westwood

Evolutionary Biology.
