Colorado Child Care Assistance Program Cliff Effect Pilot SB 14-003 Grant Program Memorandum of Understanding County Name: Eagle County Contact Person: Megan Burch Phone Number: (970) 328-8815 Email address: Megan.Burch(a.eaglecounty.us Location Address: 551 Broadway, Eagle, Colorado 81631 The Office of Early Childhood will work with participating Colorado counties in the implementation and monitoring of the Colorado Child Care Assistance Program (CCCAP) Cliff Effect Pilot Grant. In recognition of the economic impact to working families who may face the cliff effect based on an increase in income that results in a total loss of benefits , this program strives to: 1. Mitigate the cliff effect for low-income families that are working and receiving child care assistance. 2. Allow the county the flexibility in the pilot design in a manner that best addresses the county's specific community needs. 3. Promote county and parental involvement and partnerships to work toward a gradual transition off of the child care assistance program over a two year period. County Requirements The county must agree to operate the pilot program for at least two years. The county may limit participation in the pilot program to a reasonable percentage of the county's caseload for CCCAP. The county may limit participation in the pilot program to families who enter CCCAP with children who are thirty-six months of age or younger. The county shall continue to provide child care assistance for a period of up to two years for CCCAP participants who have been receiving child care assistance from the county and whose income exceeds the county-adopted income eligibility limit but not to exceed the maximum level for eligibility for services set by federal law for a family of the same size. The county shall require a parent who is receiving extended child care assistance to pay a series of incremental increases in the portion of the parental share of the child care costs on a scheduled basis based upon a formula established by the county. sA The county shall provide the following information on a tracking document to the Office of Early Childhood by the first of each month for the prior month: • Identify families participating in the pilot program, including case number • Identify the number of months that each family participated in the pilot program • Identify the reasons why a family stops participating in the pilot program County may use grant moneys to cover the costs of administering the pilot program and the costs of providing continued benefits to families participating in the pilot program without providing local moneys to receive funding from the state department to cover administrative costs for participating in the pilot program. Office of Early Childhood Child Care Assistance Program Division Responsibilities The Child Care Assistance Program, Division of Early Care and Learning, commits to working with each participating county by providing support based on the Cliff Effect Pilot SB 14-003 Grant Program: • Provide access to the fund for the participating county with a determined amount as described (for FY 2014/2015): o Administrative Cap Amount: $25,714 o Total Allocation: $42,034 • Provide a reporting mechanism for county to provide necessary information. • Provide consultation on setting the parent fee schedule. • Provide an evaluation and report to the house Public Health and Human Services Committee and to the Senate Health and Human Services Committee as required.
