HomeMy WebLinkAboutC14-376 Mesa County Memorandum of Understanding • Memorandum of Understanding Between Mesa County and Eagle County For Preparation for and Response to Disasters This MEMORANDUM OF UNDERSTANDING (hereinafter"MOU") is hereby entered into between Mesa County, Colorado and Eagle County, Colorado, each a body corporate and politic (hereinafter referred to as "Mesa County" and "Eagle County" respectively or collectively the "Counties"). A. Purpose: The purpose of this Memorandum of Understanding(MOU) is to define the working relationship between the Mesa County Health Department (MCHD) and Eagle County Public Health and Environment in preparing for and responding to potential disasters. B. Mesa County Health Department will: 1. Provide regional staff to assist 10 Western Slope local health departments, including Eagle County Health and Human Services in meeting contract activities and deliverables as specified by the 2014 - 2015 EPR contract with the Colorado Department of Public Health and Environment (CDPHE). 2. Provide epidemiological support as described in the 2014 - 2015 Epi Work Plan. 3. Provide planning support as described in the 2014-2015 Preparedness Work Plan— Primary Activity#1 —Planning. 4. Provide training support and coordination as described in the 2014-2015 Health Agency Work Plan—Primary Activity#2—Training. 5. Provide exercise support as described in the 2014-2015 Health Agency Work Plan— Primary Activity#3 —Exercise. 6. Provide support for"additional activities" as described in 2014-2015 Health Agency Work Plan—Primary Activity#4—Additional Activities. 7. Provide Strategic National Stockpile (SNS)planning and coordination: a. Act as a liaison between the CDPHE and local agencies to facilitate the distribution of SNS materiel from Colorado State Receipt, Staging & Storage (RSS) warehouse to local Regional Transfer Points (RTP). b. Work closely with regional/local partners to update the SNS plan. 8. Representation in the North West and West All-Hazards Emergency Management Region meetings to coordinate and facilitate information and make recommendations from the functional groups on behalf of the North West and West Region Public Health Agencies. 9. Coordinate and attend monthly 1/1 web-based work sessions with Local Health Department. Page 1 of 3 C-31c 10. Coordinate and attend agency site-visits as requested by CDPHE. 11. Provide technical assistance for web-based EPR systems, including: a. CO.Train b. CO-Share c. EMSystem d. Colorado Volunteer Mobilizer e. Dialogic/Everbridge f. Google Drive 12. Provide technical assistance to local health departments in updating their County Emergency Preparedness and Response (CEPR) google workbook, to be updated quarterly, or more often, as needed. C. Eagle County Public Health and Environment will: 1. Facilitate and coordinate emergency preparedness planning, training, exercise,health care coalitions, and epidemiological surveillance and investigation activities. 2. Meet contract activities and deliverables as specified by the 2014-2015 EPR contract with CDPHE. 3. Participate in meetings and work sessions with Regional Staff, such as monthly 1/1 work sessions. 4. Update the County Emergency Preparedness and Response (CEPR), google workbook quarterly, or more often as needed. THE CONDITIONS OUTLINED IN THIS MOU ARE EFFECTIVE UNDER NORMAL OPERATIONS. IT IS EXPECTED THAT RESPONSIBILITIES AND SUPPORT PROVIDED TO EAGLE COUNTY MAY CHANGE IN THE EVENT OF AN EMERGENCY. D. Term of Agreement: This MOU takes effect upon execution by both Counties and shall remain in effect until June 30, 2015. This MOU may be extended for additional terms or amended upon written agreement of the Counties. Either County may terminate this MOU for any reason with a 30 day written notice to the other. E. Independent Contractor: This MOU is not intended to create any agency or employment relationships between the Counties nor is it intended to create any third party rights or beneficiaries. F.
