AND
AND PATRICIA HAMMON
FOR VETERAN BENEFIT ASSISTANCE SERVICES
THIS FIRST AMENDMENT ("First Amendment")is effective as of the 25f-13-- day of March,
2014 by and between Patricia Hammon an individual with a mailing address of P.O. Box 1660,
Edwards, CO (hereinafter"Consultant"or"Contractor")and Eagle County, Colorado, a body
corporate and politic (hereinafter"County").
RECITALS
WHEREAS, County and Consultant entered into an agreement dated the 31st day of December
2013, for certain Services (the "Original Agreement");and
WHEREAS,the Original Agreement contemplated that the Consultant would perform certain
duties with compensation in an amount not to exceed$500 per month; and
WHEREAS, County and Consultant desire by this First Amendment to expand the scope of
Services and compensation as set forth in the Original Agreement.
FIRST AMENDMENT
NOW THEREFORE, in consideration of the foregoing and the mutual rights and obligations as
set forth below,the parties agree as follows:
1. The Original Agreement shall be amended to include additional Services as described in
Exhibit 1, which is attached hereto and incorporated herein by reference.
2. The compensation for the Services set forth in the Original Agreement and additional
Services set forth in this First Amendment and identified in Exhibit 1 shall not exceed
$1000 per month for period commencing March 2014 and ending September 2014
and thereafter compensation shall be adjusted to$625 per month for the period
commencing October 2014 and ending December 2015.
3. Capitalized terms in this First Amendment will have the same meaning as in the Original
Agreement. To the extent that the terms and provisions of the First Amendment
conflict with, modify or supplement portions of the Original Agreement, the terms
and provisions contained in this First Amendment shall govern and control the rights
and obligations of the parties.
4. Except as expressly altered,modified and changed in this First Amendment, all terms and
provisions of the Original Agreement shall remain in full force and effect, and are
hereby ratified and confirmed in all respects as of the date hereof

5. This First Amendment shall be binding on the parties hereto,their heirs, executors,
successors,and assigns.
IN WITNESS WHEREOF, the parties hereto have executed this First Amendment to the Original
Agreement the day and year first above written.

EXHIBIT 1
ADDITIONAL SCOPE OF SERVICES
Due to on-going demand for the Services provided by Contractor the monthly need for a VSO
has been identified to be approximately 60 hours per month. Eagle County is working to identify
and retain a second Veterans Service Officer through a request for qualifications process. It is
anticipated that the second Veterans Service Officer will be under contract with Eagle County in
April, 2014 and that the Contractor and second Veterans Service Officer will each work
approximately 30 hours per month for the period from October.2014 through December.2015..
Specifically, for the period from March, 2014 through September, 2014 Contractor's hours are
being increased to approximately 60 hours per month and Contractor will be compensated an
amount not to exceed$1,000 per month during this period. Thereafter.and for the period from
October 2014 through December 2015 Contractor's hours will be reduced to approximately
thirty hours per month and compensation shall be at a rate not to exceed$625 per month. The
Contractor will be responsible for any additional hours spent training and mentoring the new
Veterans Service Officer and such training shall be included in the compensation set forth herein.
It is anticipated this increase in hours will assist in processing backlog of claims,result in an
additional 4 to 6 claims being handled per month, and allow for additional outreach to the
community.
Compensation as set forth in this First Amendment is subject to the Tabor Amendment and
budgeting and appropriation by the Board of County Commissioners for 2014 and 2015.
