HomeMy WebLinkAboutC14-123 Health Links Colorado MOU Affiliation Development Memorandum of Understanding Between Health Links Colorado And Eagle County Public Health For Implementation Of Health Links Colorado This Memorandum of Understanding(MOU)establishes a program and implementation affiliation between Health Links Colorado, Colorado School of Public Health and Eagle County Public Health Department, via the Healthy Communities Coalition. I. MISSION The mission of Health Links Colorado is to simplify how worksite health and safety get done. By doing so,we are helping build healthy, vibrant small businesses and a stronger local economy. Health LinksTM is a nonprofit initiative spearheaded by health and safety experts at the Center for Worker Health and Environment within the Colorado School of Public Health. Health LinksTM recognizes small businesses that champion worker wellbeing and safety with the Health LinksTM Healthy Business Certification, a program that recognizes small businesses for meeting or exceeding worker health and safety standards. For small businesses that are just getting started, Health LinksTM provides support through our Kick-Start Program,which awards seed funding and provides free one-on-one coaching to qualified small business for successfully building worksite wellness and safety programs. Eagle County Public Health facilitates the Healthy Communities Coalition of Eagle County, a community-driven group with the mission to facilitate and empower the community into action for lifelong wellness through healthy eating and active living. Comprised of local community members and leaders,the Coalition identifies and implements evidence-based strategies that increase opportunities for healthy eating and active living for all Eagle County residents. One of the identified strategies is to offer a program that provides to businesses already offering worksite wellness programming; and for businesses with non-existent or minimal wellness programs,the opportunity to connect with worksite wellness program tools and resources. Together,the Parties enter into this Memorandum of Understanding to mutually promote worksite wellness, health, safety and productivity. Accordingly,Health Links Colorado and Eagle County Public Health, operating under this MOU agree as follows: II.PURPOSE AND SCOPE The purpose of this affiliation between Health Links Colorado and Eagle County Public Health is intended to engage businesses to promote health and wellness at the workplace in hope to improve overall health and wellbeing across residents, workers,families and the community. 1. These organizations are positioned to collaborate to provide elevated, local resources that help promote health through worksite wellness programs.Health Links Colorado has developed an evidence-based online tool to assess and certify Healthy Businesses. Health Links provides expert training to community advisors,resources, certification, connection to health and safety vendors and data that measure the impact of these programs. In collaborating with the Eagle County Public Health will be instrumental in helping promote the mission of Health Links Colorado and helping serve the purpose of bringing wellness to work in Eagle County. 2. This affiliation will benefit Eagle County businesses by providing resources, training and programs in place to enhance health and wellness initiatives in local worksites that help improve the overall health, safety and productivity of workers,their families and the community. Each organization of this MOU is responsible for its own expenses related to this MOU. There will not be an exchange of funds between the parties for tasks associated with this MOU. III. TERMS OF UNDERSTANDING The term of this MOU is for a period of 3 years from the effective date of this agreement and may be extended upon written mutual agreement. It shall be reviewed at least annually to ensure that it is fulfilling its purpose and to make any necessary revisions. The parties agree to perform all of the Responsibilities listed in Attachment A, attached hereto and incorporated by reference. The parties hereby acknowledge that they are independent contractors, and nothing contained in this Agreement shall be construed or implied to create an agency,joint venture, or partnership between the parties hereto, and neither party shall have any authority by virtue of this Agreement to contract or otherwise act on behalf of the other. Neither party shall represent itself as an agent of the other. Either organization may terminate this MOU upon thirty(30)days written notice without penalties or liabilities. This MOU is not a legal-binding document. Authorization The signing of this MOU is not a formal undertaking. It implies that the signatories will strive to reach,to the best of their ability,the objectives stated in the MOU. The initial appointees of each organization are: Liliana Tenney, MPH, Co-Director,Health Links Colorado, Colorado School of Public Health 303-724-6440, lili.tnney @healthlinkscolorado.org Katie Haas, MPH, Eagle County Public Health 970-328-8855,Katie.haas @eaglecounty.us The organizations agree to the following tasks for this MOU: • Health Links Colorado will: Establish Health Links programming in Eagle County • Promote Healthy Business Certification and through local and state media,Health Links web and social sites, speaking engagements and presentations • Provide marketing, messaging and promotional materials to Eagle County • Provide access to local Health Links Program Coordinator to assist in recruiting and advising businesses to participate (apply and certify) • Promote Eagle County health and wellness sector industries that provide worksite health and wellness services including hospitals,healthcare,health coaches, fitness facilities, mental health centers and counselors,wellness activities,parks and recreation, financial health resources and more through Health Links Preferred Vendor Program • Allow businesses of any size to participate in the Healthy Business Certification Program; businesses> 500 who have exemplary programs will be considered"Leader Level Supporters" • Hold a Health Links Advisor Training in Eagle County for up to 10 individuals to become certified as Health Links Advisors • Provide local Advisors with compensation to conduct Advising Sessions with Eagle County employers that participate in Health Links Kick-Start at a rate of$50 per employer advising session;paid once monthly; Health Links will coordinate meetings between businesses and Advisors • Provide Eagle County businesses with online and local resources to help improve the health of their employees • Provide data quarterly to Eagle County including: number of certified businesses,number of individuals reached,types of programs being implemented,type of industries, benchmarks to state-level data • Assist in an annual event hosted by Vail Valley Partnership to recognize businesses that have become Certified Healthy Businesses through Health Links Colorado Eagle County Public Health will: • Promote Health Links Healthy Business Certification to local employers using materials and content provided by Health Links, and other materials developed as necessary • Provide venue for Health Links Advisor Training session • Communicate success stories of local businesses participating in Health Links Colorado through communications department and local channels • Assist Health Links in identifying health and wellness vendors and groups that provide health and wellness services to employers(ex. health screening, fitness, health coaching) • Identify community members to be trained in the Health Links Advisor Training Program • Share aggregate reports generated by Health Links with community stakeholders • Support the awards luncheon, provided by Vail Valley Partnership,to recognize certified businesses • Encourage and assist"Leader Level Supporter"businesses with sharing their best practices with Health Links or the community Health Links Colorado and Eagle County Public Health will: • Promote the benefits of worksite health and wellness programs to Eagle County organizations • Encourage Eagle County employers to apply for Health Links Certification • Collaborate with local groups to educate businesses (employers and employees) on the benefits of adopting and implementing health and wellness programs • Advise businesses on best-practices for running effective and sustainable worksite wellness programs through Health Links Certification and Kick-Start programs • Co-host with Vail Valley Partnership and the Healthy Communities Coalition group an annual recognition event • Identify local foundations and funding opportunities to help support Kick-Start funding in Eagle County
