Dear Avon Center Owners: As you are all aware, the lobby of the Avon Center is overdue for a remodel to address the safety, appearance and guest experience of the entryway to our building. The Association has long been concerned about security, fire suppression and the fact that the present lobby floor is extremely slick when wet. The latter problem is particularly dangerous for those wearing ski boots. After much research, consideration and planning by the Board of Directors and others within the community,we have now reached a consensus on how to proceed. The proposed renovation will not only improve the security and safety,but it will significantly improve the experience of owners and guests. Therefore,the Board feels the project will add value to every Owner's Unit. To begin the process, the Board of Directors is calling a Special Meeting to take the initial steps necessary to facilitate the Lobby Renovation project. On February 15, 2014, the Owners will vote on an Amendment to the Condominium Declaration for Avon Center at Beaver Creek-I. The official notice for the Special Meeting and the documents relating to the Amendment are included with this letter. This Sixth Amendment to the Declaration is necessary because while the lobby is a Commercial Limited Common Element, indications are that the Residential Unit Owners will agree to fund 60% of the cost of the renovation. It is expected the Commercial Unit Owners will fund the remaining 40% of the cost and fund all ongoing maintenance costs. The budget for the project, about$225,000, was decided largely by the amount of funds available in the special reserve fund set aside from the Lot B litigation settlement in 2012 and covers replacing and improving the lobby entry, flooring, ceiling, lighting and, to a lesser extent, the walls. As with any construction project, additional mandatory repairs may come to light after the project begins. If such items are discovered in the process, the Board will exercise its discretion to allocate funds either within the budget or from Residential and Commercial reserves to address the problem. Except as provided herein with respect to the Lobby Common Elements Limited Renovation Project, all other terms of the Declaration relating to the administration, operation and management, repair and replacement of the Lobby Common Elements which comprise part of the Commercial Limited Common Elements shall continue in full force and effect. 3. Effect of Sixth Amendment. This Sixth Amendment has been approved by the affirmative vote of the Owners holding at least sixty-seven percent(67%) of the votes of the Homeowners Association. This Sixth Amendment shall be effective upon recording in the Office of the Clerk and Recorder of Eagle County, Colorado. Beaver Creek Blvd., Avon, CO. As a result of our recent project review meeting, we would appreciate your providing a proposal for the project. As noted in the schedule, all proposals are due by February 3, 2014. The package includes the following information: • Upgrade Project Overview • Scope of Work • Material Requirements • Project Schedule We are cognizant the uncertainties that renovation projects can encounter and have tried to the best of our ability to identify and clarify such issues in order to minimize the risk all parties might face. In that regard, we have spent considerable time and effort working with material suppliers in order to determine potential costs and to balance them with our priorities and funding. Due to the expense and 10 week lead time for the flooring tile, the HOA Board is considering ordering the tile prior to obtaining project approval by the HOA members. As a result, we would appreciate your submitting bids including the tile and without the tile. An American Institute of Architects (AIA) compatible project contract with fixed time and material costs and a formal change order process will be signed with the general contractor we feel can best manage and perform the project. Avon Center Lobby Upgrade Project Overview January 21, 2104 The Avon Center Homeowners Association (HOA) Board of Directors is currently planning a project that will significantly upgrade the Avon Center lobby, four lobby entries, nine elevator lobbies, two elevator cars, luggage cart storage area and the HOA office. Funding constraints will necessitate a multiphase project over several years. The phase one priorities are (1) more attractive, safer and reduced maintenance lobby flooring, (2) more attractive ceiling, (3) improved and reduced energy lighting, (4) more open and inviting "main" entry and (5) more attractive, inviting and informative lobby walls and signage. As a result, phase one will include new flooring, ceiling and lighting for the lobby, four entries, 1st floor elevator lobby, elevator cars and luggage cart storage area. Subject to budget constraints, phase one will also include enhancements to the HOA office and adjacent east lobby entry. Phase two will include flooring, ceiling, lighting and wall enhancements to the 2nd through 8th floor and garage elevator lobbies plus additional enhancements to the lobby walls. Funds are currently available for phase one and the Board is currently soliciting general contractor bids and approval of the HOA members for the project to commence no later than May 15, 2014. The attached "Scope of Work" and "Project Schedule" describe phase one in greater detail. Vail Management Company (VMC) is the Avon Center property manager and the general contractor selected for phase one will be required to liaison with Steve MacDonald, VMC owner, and Bob Roman, VMC General Manager, to assure Avon Center owners and tenants are kept advised of all project activities that might impact their business or occupancy. The VMC office is on the 2nd floor of the Avon Center and Steve Macdonald's telephone number is 970-390-0230. First, the lobby ceiling from the east entry to the west end of the HOA office must be raised 12". Remove the ceiling panels, remove the 2'x4' florescent light can, drop ceiling track and crown molding. Next remove and save the office store front P anels (SF1-SF7) and door(D5) as shown in the 9 "Existing"drawings. Next remove and save the entry doors (D1-D4). Remove and dispose entry side panel (SPO). Remove and dispose entry window (W1) and HOA office windows (W2 and W3). Remove and repair the exterior wall below window W1 opening. Install store fronts (SF3 and SF4) and doors D1 and D2) as shown in the "Revised" drawings—note that the centerline of the reinstalled doors will be about 9" south of the previous centerline. Frame, stucco the exterior wall to close the openings created by removal of windows W2 drywall and stu Y and W3. Install store fronts (SF5 and SF6) and doors (D3 and D4). Procure and install transoms T1-T4 above the inner and outer doors. It is assumed the transoms will be sourced from a local glass company and it is strongly recommended that they not be ordered until the existing entry glass doors and HOA office store front components have been repositioned per the attached drawings. DMI estimates freight from Denver via RAC will be about$??? and sales tax will be about$250. The 40x40 and 40x80 metric tiles will are to be laid on the lobby floor in the pattern shown in the attached drawing with a grout width of no more than 1/8". The grout color must match the tile color. Note that 40x80 and 40x40 tile with a "Natural"finish is to be laid as floor tile from the west entry and approximately 42 feet to the second double doors (east of Ticino's entrance). The 40x80 and 40x40 tile with a "Soft"finish tile is to be laid as floor tile in all other areas and the 20x40 title is to be used as baseboard in all areas. Although the phase one lobby area and baseboard length are estimated to be approximately 4,500 square feet(SF) and 800 lineal feet (LF) respectively, we require that 5,117 SF of floor tile and 945 LF of baseboard tile be purchased to assure more than sufficient material for phase one and excess tile will be used in phase two for the eight additional elevator lobbies. Labor cost to install the tile and baseboard, should of course, be based on the tile area and lineal distance actually laid. Foot Grilles: Design Track foot grilles manufactured by Mats, Inc., are to be installed in the east and west entry areas. The custom made grilles will be 72"wide and 42" and will include aluminum drain pans. Installation of drain pans will require removal of the grey tile and the red brick original tile plus perhaps 1"to 1 /12" of concrete. Consult the Mats, Inc. website at www.matsinc.com for installation instructions. A 1/13/2014 email quote from Mats' Texas representative, Calvin Jester at 214-605-2238 or cjesterCa7.matsinc.com, is also enclosed for reference purposes. Note that a 72"x48" DesignTrack foot grill with drain pan costs about$75 per square foot, delivery is 4-6 weeks and freight(to Austin) is $335. Ceiling Panels: Armstrong Dune Second Look II, 15/16"Angled Tegular and scored to look like 2'x2' panels (Item#2711) are to be used in all areas. LED Lighting: Two types of LED lights will be used—one for direct lighting and the other for wall lighting. The direct lighting will be about 110 each Lighting Sciences "Glimpse 6" LED lights with 4000 Kelvin temperature and the wall lighting will be about 70 each Satco "4 Gimble white" LED lights with 4000 Kelvin temperature. The lights are to be attached directly to ceiling panels using a J-box with the centers of the lights aligned with the center of the 2'x2' scored ceiling panels. A drawing showing the approximate location of the lights is enclosed. It is anticipated that obstacles may prevent some lights from being positioned as shown and minor adjustments can be made. A 10/23/2013 quote from Lights Fantastic in Austin,TX for the lights is also enclosed for reference purposes. While the quote has expired, LED prices appear to be dropping quickly and it is possible that better prices can be achieved at this time. Wall paint: Interior walls will be painted with Benjamin Moore Aura interior paint. The majority of the lobby will be painted one color and the four entries may be painted different colors. All exterior walls will be painted with Sherwin Williams Conflex elastomeric paint. A painting schedule will be available at a later date.
