Update DBE Program
DESCRIPTION:
As requested by the FAA, the Eagle County Regional Airport's DBE Program is to be updated. A new Program
will be written by Anna Mauss, contracted through Jviation, Inc., as outlined by the tasks listed below. The
work shall be completed on a time and materials, not -to- exceed basis, as summarized on the attached fee
spreadsheet.
1.1 Prepare Project Scope of Work. This task includes establishing and preparing the scope of work through
meetings with the Sponsor and Anna Mauss. This Scope of Work shall be included and incorporated into the
Agreement for Professional Engineering Service between Eagle County, Colorado and Jviation dated May 27,
2008 ( "Master Agreement "). Except as expressly altered, modified and changed in this Scope of Work, all
terms and provisions of the Master Agreement shall remain in full force and effect in relation to this Scope of
Work, and hereby are ratified and confirmed in all respects as of the date hereof.
1.2 Prepare Draft Disadvantaged Business Enterprise (DBE) Program. This task includes preparing the
draft DBE Program, noting all areas where airport staff input is needed. It is anticipated that this task shall be
completed within 1 week of receiving a notice to proceed from airport staff.
1.3 Information Gathering by Airport. This task involves airport staff retrieving items such as a copy of the
current organizational chart for the airport, determining who the DBE Liaison shall be for the airport, and
obtaining a signed copy of the state's Unified Certification Program (UCP) agreement. It is anticipated this task
will take airport staff approximately 2 to 3 weeks to complete.
1.4 Compile DBE Program with Information Received from Airport. This task includes incorporating the
information requested of airport staff in Item 1.3 into the draft DBE Program document. It is anticipated that
this task shall be completed within 1 week of receiving the requested information above.
1.5 Review Final Draft of DBE Program. This task includes airport staff reviewing the final draft of the
DBE Program document and providing comments back to Jviation. It is anticipated this task will take
approximately 1 week to complete. Some airports have their legal counsel review the document at this point.
This can add time to the process depending on the level of review.
1.6 Preparation for Submittal to the FAA. This task includes incorporating any comments received by airport
staff, as outlined in Item 1.5 above, along with any final edits to the document. It is anticipated that this task
shall be completed within 1 day of receiving comments back from the airport. More time may be required if any
major edits are necessary.
1.7 Review /Approval by FAA. It is anticipated that it will take the FAA approximately 4 weeks to complete
their review of the initial submittal of the DBE Program.
1.8 Preparation for Submission of Final Signed Copy to FAA. Upon review and approval of the initial
submittal, Jviation will prepare the final DBE Program, as directed by EGE. This submittal will incorporate any
comments that may arise during the FAA's review (Item 1.7). This time frame may take longer depending on
who needs to sign on behalf of the airport. It is anticipated that this task shall be completed within 1 week of
receiving final approval from the FAA.

Note Regarding FAA Approval: The FAA has been approving updated (or new) DBE Programs without
approving the Small Business Element section. This scope of work assumes that the FAA will continue to
approve the Programs as it has been. Additional time may be required if the FAA has comments regarding the
initial submittal.
