BOY. 893 CARBONDALE, CO 81623 (970) 379 -2846 March 29, 2012 Mr. Rick Ullom Construction Manager Eagle County P.O.Box850 Eagle, Colorado 81631 RE: Cultural Resource services for the proposed Eagle County Two Bridges Boat Ramp Project Dear Mr. Ullom; As requested, Flattops Archaeological Consultants (Flattops) is pleased to submit this proposal for cultural resource services for the proposed Eagle County Two Bridges Boat Ramp Project in the vicinity of Bond, Colorado. Scope of Services Task 1. Cultural Resource Inventory Prior to the construction of the Two Bridges Boat Ramp a Class III cultural resources inventory will be required to document existing and newly discovered historic and prehistoric remains. A Class III cultural resources inventory is a 100% pedestrian inventory which will cover the proposed development in its entirety. This inventory will be conducted in order to adequately document the presence of historic or archaeological resources in order to meet the requirements of Section 106 of the National Historic Preservation Act (NI-IPA) of 1966, the Archaeological Resource Protection Act (ARPA), the National Environmental Policy Act of 1969 (NEPA), and other applicable laws. The consultant is responsible for completing a pre -field literature review, conducting and reporting on the inventory, reevaluating any previously recorded historic or prehistoric resources, and recording any newly discovered historic or prehistoric remains. According to the Colorado Office of Archaeology and Historic Preservation COMPASS database, there are four (4) previously recorded cultural resources in Section 8, Township 2 South, Range 83 West. Based on the consultant's review of the literature and experience with previous projects in the vicinity, it is anticipated that prehistoric and historic cultural resources may be located within the survey area. The consultant is responsible for a pre -field literature review, conducting and reporting on the Class III cultural resource inventory and, if necessary based on the results of the inventory, writing an appropriate mitigation strategy for resources recommended eligible for inclusion on the National Register of Historic Places. The work products consist of the completed Class III cultural resources inventory report and acceptance of any proposed mitigation strategy by the Office of Archaeology and Historic Preservation. Based on the provided information, it is anticipated that a survey yielding positive results will require no more than one (1) day in the field and two (2) days completing the appropriate paperwork, at a cost not to exceed $2,050.00. A survey yielding negative results will require no more than one (1) day in the field and one (1) day completing the appropriate paperwork, at a cost not to exceed $1,400.00. Kae McDonald Principle investigator flattopsarchaeological99 @comcast .net Schedule The project will begin within five (5) days from the Notice -to- Proceed, or as soon as less than 1 0% snow cover remains on the ground surface to be inventoried, whichever comes first. A draft report will be submitted no later than one (1) week following the completion of the pedestrian inventory. Exclusions Specifi Iy excluded from this scope of services and cost proposal are the following: • Ped strian inventory of alternative development schemes, roadway alignments or alternatives (including off- ite roadways). • The actual mitigation of the negative effects of construction on eligible historic and/or archaeological resources. • Project meetings or presentations other than those explicitly identified in this scope of services. • Field visits or on -site meetings with project staff or government officials. These activities can be added to the proposed scope of services on a not -to- exceed cost of $650.00 per day. Terms The pu ose of this proposal is to offer professional cultural resource services in accordance with general/ accepted standards of the profession. Total c pensation for services rendered under this agreement will be on an hourly rate basis for a not- to-exce sum of $2,050.00 for a survey yielding positive results and $1,400.00 for a survey yielding negativ results in accordance with the attached rate schedule. Costs for the actual mitigation of historic resour s or inventories of alternative development schemes can be added to the Flattops Scope later. Additio al Services require written agreement by Flattops and Client regarding scope, schedule and fee prior to he initiation of any such services by Flattops. If a cult ral resource inventory is required for the proposed State Bridge Boat Ramp, the scope of services and pro osed cost structure as stated above will apply for that project, as well. Box 1893), Carbondale, Colorado, 81623. Kae McDonald, Ph.D., is the principal investigator of FAC and can be reached at (970) 945 -1425 (office landline), (970) 379 -2846 (cell phone), or flattopsarchaeological99@ comcast .net. FAC has been in business since 2002, and maintains a business office in Glenwood Springs, Colorado. The primary emphasis of FAC's work is Class III cultural resource inventory, and maintains appropriate field equipment to complete survey, testing, and data recovery projects. FAC is committed to providing the timely completion of both the fieldwork and reporting phases of all projects. FAC is permitted to complete projects on State and BLM- administered properties in Utah and Colorado. Current permits include: • USFS Region 2 Special Use Permit No. 20208 • Utah BLM Permit #08UT79229 for Great Basin area of Utah • Utah State Principal Investigator Permit #111 • Colorado BLM Permit #C -66106 Statewide except San Juan and La Jara Field Offices • Colorado State Permit #2012 -47 Under the guidance of principal investigator Kae McDonald, FAC has completed more than 88 Class III inventories since it began operation in 2003. Many of these projects have been completed on Colorado Bureau of Land Management and United States Forest Service administered property. Federal agencies require the timely submission of reports, OAFIP cultural resource forms, and GIS shapefiles. Table 1 provides summary information for the number of Class III inventories completed by year and BLM /USFS office. Kae McDonald, the principal investigator, earned her Ph.D. from the University of Colorado in 1994, and has more than 25 years of archaeological field experience. She has participated on projects in Utah, Colorado, Wyoming, and Montana, with the majority of her experience at the crew chief and principal investigator level. All of the projects undertaken by FAC have been completed under her lead (McDonald's Vitae follows). Research interests are wide- ranging and include risk minimization theory, prehistoric trade, the expansion of the McKean Complex into Colorado, and selected historic topics.
