Re: Proposal for El Jebel /Crown Mountain Alternatives Analysis
Dear Eva:
Stolfus & Associates, Inc. is pleased to submit this proposal for traffic engineering services for
the El Jebel /Crown Mountain intersection in Eagle County, Colorado. Elements for this Scope of
Services will include traffic operational analysis, conceptual geometric layout, and preparation of
opinions of costs and right -of -way impacts for multiple alternatives. An alternatives analysis
memo summarizing existing conditions, options evaluated, and recommendations for preferred
alternative will result from this Scope of Services.
SCOPE OF SERVICES
The following details our proposed Scope of Services.
Data Collection
Stolfus & Associates will conduct one site visit to confirm existing conditions. We have
assumed that mapping will be provided by Eagle County either through the Crown Mountain
Development or through the County GIS Department. Mapping will include orthorectified aerial
photography, parcel data, and available topographic data. Previous studies, concepts and data
that are available for the area will also be requested from the County and /or CDOT. We have
assumed that traffic counts used in previous analyses can be used for operational analysis.
Traffic counts are not included in this scope of services but can be arranged, if needed.
Project Team Meetings and Coordination
Within one week of Notice to Proceed, Stolfus & Associates, Inc. will attend a kick -off meeting
with Eagle County, CDOT, RFTA, and any other stakeholders identified by the County. This
meeting will confirm responsibilities and requirements for the project, will establish a project
schedule, and will confirm the approach to the alternatives analysis. Stolfus & Associates, Inc.
will be responsible for scheduling the meeting, preparing meeting materials, and participating in
the meeting.
In addition, Stolfus & Associates, Inc. will attend up to two other meetings with the project team
during alternatives development. The purpose of the first meeting will be to present the findings
of the alternatives evaluated and gather feedback from the stakeholders that will be used to
refine a preferred alternative. The purpose of the second meeting will be to present a preferred
alternative and obtain acceptance from the stakeholders. Attendance at additional meetings

may b arranged at our standard hourly rates or through an amendment to this Scope of
Servic s. It is assumed that all meetings will be held at the County offices in Eagle. Stolfus &
Associ tes, Inc. will prepare meeting materials, as needed, and will issue minutes for these
meeti s, as appropriate.
Deliverables, project planning, and scheduling will be coordinated with Eva Wilson.
Opera tonal Analyses
Using existing traffic studies and traffic signal timing information, Stolfus & Associates, Inc. will
evalua a traffic signal operations at SH 82 and El Jebel Road and establish 95 percentile
queue lengths for existing and future conditions. In addition, future traffic generation
assum tions and volumes will be reviewed for reasonableness and any discrepancies will be
identified and discussed with the County and CDOT prior to evaluating concepts.
Once Pxisting and future traffic conditions have been established, we will perform operational
analys s on up to four concepts using Synchro / SimTraffic (for traditional intersections) as well
as RODEL (for roundabouts) as necessary. The results of these analyses will be used to
compare the performance of the various concepts and to assist in the identification of a
preferred alternative. In accordance with FHWA guidance, the 95 percentile queue lengths will
gener Ily establish the minimum desirable spacing between SH 82 and any roundabout
conce t. Roundabout simulation has not been included in this scope of work. If during the
proce , the need for roundabout simulation is identified, these services can be provided
throug an amendment to this Scope of Services.
Conc t Development & Documentation
Stolfue & Associates, Inc. will use aerial mapping and parcel data provided by the County along
with prjevious concepts previously prepared by Crown Mountain to develop up to four concept
plans fix the El Jebel /Crown Mountain intersections. Roundabouts and traditional intersection
layout4will be investigated. Concepts will be developed to address safe and convenient travel
on bot the County transportation system and SH 82. Considerations will include traffic
operations, right -of -way impacts, RFTA park -n -ride impacts, construction cost, and other
physical constraints. Vertical alignments for concepts will not be investigated in detail. We will
review available topographic data to determine the feasibility of implementation and identify any
vertic constraints. Pros and cons of each concept will be identified and explained in detail.
Each oncept will be accompanied by a concept plan which will be displayed, to scale, on an
11 "x1 ' sheet, one sheet per plan.
Plan d velopment will be based on site conditions, AASHTO, ITE, and MUTCD guidance,
CDOT standards, and engineering judgment. Plans will be conceptual in nature and not
developed for construction.
Existini conditions, concepts analyzed, operational analyses, and recommendations will be
documiented in an alternatives analysis memo. Concepts investigated but not developed into
concept plans will be listed in table form with salient information to document consideration.
Opinions of Probable Cost
Projec construction requirements will be estimated based on the available information. An
engineer's opinion of probable construction cost for the proposed improvements will be
prepared for each concept. CDOT historical data will be used to determine unit costs. Unit costs

will be based on bid prices from projects of similar scope with similar locations and professional
judgment. We will work with the County to estimate right -of -way costs based on an estimated
average square foot cost provided by the County. Opinions of probable cost developed are not
intended to be used as a guaranteed maximum price but instead for planning and comparison
purposes.
Optional Tasks
At the request of Eagle County, Stolfus & Associates has included the following optional task in
this proposal:
County Commissioners Meeting. Stolfus & Associates will prepare for and attend one meeting
with the Eagle County Commissioners. It is assumed that meeting materials and a presentation
will be required.
Items Specifically Not Included
Field surveys, environmental analyses, geotechnical investigations, roundabout simulation,
construction documents, right -of -way investigations, utility studies, storm drainage design,
permitting, and public meetings are specifically not included in this Scope of Services. We will
be happy to provide additional services through an extension of this agreement or development
of a separate agreement.
Schedule and Estimated Fee
Based on our current workload, Stolfus and Associates, Inc. can begin work on this project
immediately upon notice to proceed. We anticipate completion of the above scope of work in
eight weeks. This particular project schedule relies heavily on the availability of the project
participants. If meeting dates are difficult to establish, a longer schedule may result.
Stolfus & Associates, Inc. will provide these services on a Time and Materials basis with a "Not
to Exceed" limit which we will not charge beyond without prior written approval. Project
expenses will be reimbursed at cost. Optional tasks, if required, shall be approved in advance
by Eagle County.
The following summarizes our estimated fee for the scope of services described in this
proposal:
Base Scope of Services: $22,090
County Commissioner's Meeting (Optional) $1,040
Additional services may be provided at our standard hourly rates or by amending this proposal
with new tasks. Our Standard Rates for 2011 are attached for your information.
Invoices for professional services rendered and expenses incurred will be prepared monthly.
Invoices will include a detailed description of meetings attended, work in progress and tasks
completed. Payment is expected within 30 days. After 30 days, unpaid invoices are subject to
a 1.5% service charge, compounded monthly.

Limitation of Liability
In recognition of the relative risks and benefits of the project to Eagle County and Stolfus &
Associates, Inc., the risks have been allocated such that Eagle County agrees, to the fullest
extent permitted by law, to limit the liability of Stolfus & Associates, Inc. to Eagle County for any
and all claims, losses, costs, damages of any nature whatsoever or claims expenses from any
cause or causes, including attorneys' fees and costs and expert- witness fees and costs, so that
the total aggregate liability of Stolfus & Associates, Inc. to Eagle County shall not exceed the
total c¢mpensation received by Stolfus & Associates, Inc. under this Agreement. It is intended
that thie limitation apply to any and all liability or cause of action however alleged or arising,
unless otherwise prohibited by law.
