AUTHORITY'
Emergency Preparedness Network (EPN) Protocols
WHEREAS, the Eagle County Emergency Telephone Service Authority was
created by Eagle County Resolution to establish and maintain a 911 system in Eagle
County; and
WHEREAS, Eagle County's Emergency Preparedness Network (EPN) is a
telephone emergency notification service. EPN provides emergency notification by
proactively placing telephone calls to inform citizens of impending danger with a
recorded voice message. These calls are placed on behalf of the appropriate public safety
authority; and
WHEREAS, the Emergency Telephone Service Authority, commonly known as
the "911 Board ", is responsible for administering the operation of the emergency
telephone service program for Eagle County; and
WHEREAS, funds collected though surcharges on telephone bills are used at the
direction of the 911 Board to cover the direct and incidental costs of operating and
emergency telephone service. The 911 Board may adopt supplementary rules and
regulations as it deems necessary for providing said services; and
WHEREAS, effective May 1, 2011, the 911 Board has adopted rules in order to
contain costs associated with the use of the EPN service.
NOW THEREFORE, BE IT PROCLAIMED BY THE EAGLE COUNTY
EMERGENCY TELEPHONE SERVICE AUTHORITY BOARD:
Effective May 1, 2011, the 911 Board has adopted the following rules in order to
contain costs associated with the use of the EPN service;
1) The EPN system shall only be used to notify the general public of emergency
incidents that pose an immediate threat to life and/or property of persons in Eagle
County. Immediate threat to life and/or property shall be defined as any situation
that will cause death or serious injury to people or unplanned destruction of
property.
2) The EPN system shall not be used for any pre - planned event unless prior written
approval is obtained from the 911 Board.
3) The Vail Public Safety Communications Center is the agency authorized to
initiate notifications using the EPN system and they will do so anytime there is a
request by The County's Emergency Manager or the Incident Commander (or
designee) of any Eagle County public safety incident.
4) If a notification is made at the request of a public safety agency that does not fall
within the provisions of items one (1) or two (2) above, the agency making the
notification request will pay for the cost of the notification (currently twenty -five
cents per phone line called).
