EAGLE COUNTY AND THE LITERACY PROJECT
BrightStart Community Service Proposal
Grant Recipient: The Literacy Project, Raising A Reader
Grant Amount: $5,030.00
Grant Period: November 15, 2009 -December 31, 2009
Whereas, Eagle County works to promote the health, safety, and welfare of Eagle County citizens of all
ages; and
Whereas, among the services Eagle County provides in order to promote such health, safety, and
welfare are grants-in-aid to local organizations whose work assists the County in accomplishment of the
goal to create and sustain a safe, healthy, and socially diverse community; and
Whereas, The Literacy Project (hereinafter referred to as "Grant Recipient") has agreed to provide
services that create and sustain a healthy and socially diverse community in Eagle County; and
Whereas, Grant Recipient acknowledges that pursuant to the terms of C.R.S. § 24-76.5-101, et seq.,
Eagle County is prohibited from providing certain public benefits to illegal aliens over the age of
eighteen.
Now, therefore, in consideration of the foregoing premises and the following promises, Eagle County
and Grant Recipient enter into this Agreement for payment of the grant award in the amount of Five
Thousand and Thirty Dollars ($5,030) to Grant Recipient.
A. Grant Recipient agrees that funds awarded by Eagle County may be used and expended solely to
fund quality improvement materials or activities during the Grant Period. In return for the award of the
$5,030 grant, Grant Recipient agrees to submit a report no later than April 15, 2010 including:
(a) The number of book bags purchased with funds.
(b) A list of programs you were able to expand into with the funds.
(c) The number of children who were able to enroll in Raising a Reader due to the funds
provided.
B. Grant funds under this agreement are to be used and expended within the Grant Period. Any
funds not used or expended during the Grant Period must be returned to Eagle County. Grant recipient
must provide receipts to Eagle County.

C. If, after payment of the Grant Award, Eagle County reasonably determines that payment was
improper because the purposes for which the payment was made were misrepresented, or the terms of
this Agreement were breached, then upon written notice of such determination and request for
reimbursement from Eagle County, Grant Recipient shall forthwith return such payment to Eagle
County.
D. In the event of litigation in connection with this Agreement, the prevailing party shall be entitled
to recover all reasonable costs incurred, including attorney fees, costs, staff time and other claim related
expenses.
E. Grant Recipient shall comply at all times and in all respects with all applicable federal, state and
local laws, resolutions and codes; and specifically, with the requirements of the Civil Rights Act of 1964
and Section 504, Rehabilitation Act of 1973, concerning discrimination on the basis of race, color, sex,
age, religion, political beliefs, national origin or handicap.
F. Grant Recipient shall not assign any of its rights or duties under this Grant Agreement to a third
party without the prior written consent of County. County shall terminate this Grant Agreement in the
event of any assignment without its prior written consent, in which case, any unused Grant Funds must
be returned to County.
G. Grant Recipient agrees that no agent, employee or volunteer of Grant Recipient shall be
deemed an agent, employee or volunteer of County.
H. Grant Recipient shall maintain, for a minimum of three (3) years, adequate financial and
programmatic records for reporting to County on performance of its responsibilities hereunder. Grant
Recipient shall be subject to financial audit by federal, state or county auditors or their designees. Grant
Recipient authorizes County to perform audits or to make inspections during normal business hours,
upon 48 hours notice to Grant Recipient for the purpose of evaluating performance under this Grant
Agreement. Grant Recipient shall cooperate fully with authorized Health and Human Services
representatives in the observation and evaluation of the program and records. Grant Recipient shall
have the right to dispute any claims of misuse of funds and seek an amicable resolution with County.
I. This Agreement shall be governed by the laws of the State of Colorado. Jurisdiction and venue
for any suit, right or cause of action arising under, or in connection with this Agreement shall be
exclusive in Eagle County, Colorado.
J. This Grant Agreement supersedes all previous communications, negotiations, and/or
agreements between the respective parties hereto, either verbal, or written, and the same not expressly
contained herein are hereby withdrawn and annulled.
K. This Grant Agreement does not, and shall not be deemed or construed to confer upon or grant
to any third party or parties any right to claim damages or to bring any suit, action or other proceeding
against either Grant Recipient or County because of any breach hereof or because of any of the terms,
covenants, agreements and conditions contained herein.
L. Invalidity or unenforceability of any provision of this Grant Agreement shall not affect the other
provisions hereof, and this Grant Agreement shall be construed as if such invalid or unenforceable
provision was omitted.
M. Grant recipient agrees to following

(a) BrightStart Acknowledgement. Contractor shall acknowledge in all public
information materials that the Raising A Reader is a BrightStart program and a
community BrightStart partner
(b) Network of Care. The Contractor shall cooperate with BrightStart in providing
information to parents, staff, and the public on community early childhood programs
and how to access these early childhood programs for services using the Network of
Care website located at www.networkofcare.org.
(c) Mandatory Reporting. Contractor shall notify HHS immediately of all reports of
suspected child abuse or neglect involving Contractor, including, but not limited to,
employees, volunteers and clients. HHS contractors are considered to be mandatory
reporters for suspected child abuse and neglect and are to make those reports directly
to HHS Children and Family Services - (970) 328-8840.
(d) Program agrees to participate in BrightStart and Child Care Resource and Referral
surveys.
(e) Program agrees to provide licensed child care for the period of one year.
N. Grant Recipient certifies that it has read the Agreement, understands each and every term and
the requirements set forth herein, and agrees to comply with the same.

Eagle County Early Childhood Proposal

Explanation of the proposed services: Raising A Reader addresses a national
crisis: one in three children enters kindergarten lacking basic literacy skills. As a
result, a high percentage of these children never develop strong reading abilities.
The American Library Association has set the standard: parents need to read to
their children daily. Raising A Reader works to substantially increase the number

of families who engage in "book cuddling" with their children frequently and

routinely each week. The program reaches out to Eagle County families who are

living in poverty with limited literacy and English proficiency. Raising A Reader is
a take-home book bag program implemented by affiliate partners in a variety of
early childhood settings through ready-to-use book bag kits. Whether the

setting is a preschool classroom, an infant-toddler childcare hom i or home
visiting program, or adult education class, Raising A Reader trains early
childhood professionals in ways to nurture a "read-aloud" habit with their
children and parents, the book bag and its contents become a child's favorite
i
toy. The result is the irresistible request: "Please read to me!"

Proposed Budget for the program/project: The annual budget for Raising A
Reader is $20,000. 200 additional book bags plus supplementary; materials are
$7,000, $2,000 for administrative costs (Family Literacy Outreach Specialist) and
$1,000 for Raising A Reader Coordinator training held in California (two staff

Budget Request Narrative: The Literacy Project is expecting $5,000 from United
Way and $5,000 from our annual luncheon to fund half the Raising A Reader
needs. We are looking to Brightstart to fund the remaining $10,000.
Administrative costs include: training the trainer, training early childhood
professionals, parent workshops using "Let's Read Together" curtjiculum, monthly
site visits and evaluation, ordering and refreshing materials. I

Needs Assessment: Research shows that socio-economic and language factors
I combine to make Hispanic children less ready to learn. "Nearly 8~~00 children are
born to Eagle County residents. Kindergarten and first grade teachers believe
that one in three of the children entering school are not emotionally or socially
prepared to learn, and 40 percent are not academically prepared ~" (No child can

According to the Carnegie Corporation, "One in three American kindergartners
arrives in school unprepared to learn and only 50% of infants and toddlers are
routinely read to by their parents.

Goals and expected outcomes: Our goal is to decrease the academic
achievement gap by preparing young children for academic success. Our plan is
to expand the program to the service industry, i.e. hotels where parents can
check out book bags weekly as we feel these individuals are unable to access
materials as they are busy working. Additionally, we would like to put book bags
in the hands of at-home preschools as they do not'have access to high quality
materials. Our goal is to serve the underserved.

Objectives and timeline for accomplishment:
Our objective is to faster healthy brain development, parent-child bonding, and
early literacy skills critical for school success by engaging parents; in a routine of
daily "book cuddling" with their children from birth to age five. The objective is
accomplished through aresearch-based theory of change, as described below,
each behavior is integrally linked to the other.
The Literacy Project Coordinators will provide Kickoff Orientations, Refresher
Orientations, Site Visits with Coaching, Material Ordering, Family ;Literacy Events,
Tracking and Maintaining Books and Book Bags, Take Nome Activities.

Number of participants or beneficiaries: In 2008, our affiliate served 300 families

throughout Eagle County. This year we would like to add 200 more book bags to
serve an additional 200 families.

Program strategies/project activities and the use of evidence based practices:
The unique design and delivery system of Raising A Reader is anchored to a
theory of change developed by extensive research. A dozen independent
evaluations have demonstrated that the five anchor behaviors ofithe theory of
change leads to increased family bonding, kindergarten readiness, and strong

early literacy skills.

Behavior #1: Child drives the process and the Red book bag and books become
a favorite toy.
Behavior #2: Program Implementers learn how to train parents in advanced

read-aloud strategies and early brain development. ~
Behavior #3: The book bag delivery system is turnkey: a simpf i sustainable
routine that is easily managed in a number of diverse settings.
Behavior #4: Parents learn and engage in "read-aloud" strategies and develop a
regular routine of book cuddling.
Behavior #5: Families get to know and use their local libraries, drawn in by their

children and the power of the Blue Library Book bag.

7) Purpose: The BrightStart Community Service Grant program is very similar to
the County Community Service Grants except we focus on serving children
prenatal to age 8. The proposals were presented and vetted through one of four
sub-committees, the steering committee, and the BrightStart Council. The
approved proposals meet an identified gap in our community.
