EAGLE COUNTY AND EAGLE COUNTY SCHOOL DISTRICT
BrightStart Community Service Grant

Whereas, Eagle County works to promote the health, safety, and welfare of Eagle County citizens of all
ages; and
Whereas, among the services Eagle County provides in order to promote such health, safety, and
welfare are grants-in-aid to local organizations whose work assists the County in accomplishment of the
goal to create and sustain a safe, healthy, and socially diverse community; and
Whereas, Eagle County School District (hereinafter referred to as "Grant Recipient") has agreed to
provide services that create and sustain a healthy and socially diverse community in Eagle County; and
Whereas, Grant Recipient acknowledges that pursuant to the terms of C.R.S. § 24-76.5-101, et seq.,
Eagle County is prohibited from providing certain public benefits to illegal aliens over the age of
eighteen.
Now, therefore, in consideration of the foregoing premises and the following promises, Eagle County
and Grant Recipient enter into this Agreement for payment of the grant award in the amount of One
Thousand and Eight Hundred Dollars ($1,800) to Grant Recipient.
A. Grant Recipient agrees that funds awarded by Eagle County may be used and expended solely to
fund quality improvement materials or activities during the Grant Period. In return for the award of the
$1,800 grant, Grant Recipient agrees to submit a report no later than April 15, 2010 including:
(a) The number of thermometers purchased.
(b) The method in which thermometers were distributed.
(c) The hand washing curriculum purchased.
(d) How many classrooms adapted the curriculum?

B. Grant funds under this agreement are to be used and expended within the Grant Period. Any
funds not used or expended during the Grant Period must be returned to Eagle County. Grant recipient
must provide receipts to Eagle County.
C. If, after payment of the Grant Award, Eagle County reasonably determines that payment was
improper because the purposes for which the payment was made were misrepresented, or the terms of
this Agreement were breached, then upon written notice of such determination and request for
reimbursement from Eagle County, Grant Recipient shall forthwith return such payment to Eagle
County.
D. In the event of litigation in connection with this Agreement, the prevailing party shall be entitled
to recover all reasonable costs incurred, including attorney fees, costs, staff time and other claim related
expenses.
E. Grant Recipient shall comply at all times and in all respects with all applicable federal, state and
local laws, resolutions and codes; and specifically, with the requirements of the Civil Rights Act of 1964
and Section 504, Rehabilitation Act of 1973, concerning discrimination on the basis of race, color, sex,
age, religion, political beliefs, national origin or handicap.
F. Grant Recipient shall not assign any of its rights or duties under this Grant Agreement to a third
party without the prior written consent of County. County shall terminate this Grant Agreement in the
event of any assignment without its prior written consent, in which case, any unused Grant Funds must
be returned to County.
G. Grant Recipient agrees that no agent, employee or volunteer of Grant Recipient shall be
deemed an agent, employee or volunteer of County.
H. Grant Recipient shall maintain, for a minimum of three (3) years, adequate financial and
programmatic records for reporting to County on performance of its responsibilities hereunder. Grant
Recipient shall be subject to financial audit by federal, state or county auditors or their designees. Grant
Recipient authorizes County to perform audits or to make inspections during normal business hours,
upon 48 hours notice to Grant Recipient for the purpose of evaluating performance under this Grant
Agreement. Grant Recipient shall cooperate fully with authorized Health and Human Services
representatives in the observation and evaluation of the program and records. Grant Recipient shall
have the right to dispute any claims of misuse of funds and seek an amicable resolution with County.
I. This Agreement shall be governed by the laws of the State of Colorado. Jurisdiction and venue
for any suit, right or cause of action arising under, or in connection with this Agreement shall be
exclusive in Eagle County, Colorado.
J. This Grant Agreement supersedes all previous communications, negotiations, and/or
agreements between the respective parties hereto, either verbal, or written, and the same not expressly
contained herein are hereby withdrawn and annulled.
K. This Grant Agreement does not, and shall not be deemed or construed to confer upon or grant
to any third party or parties any right to claim damages or to bring any suit, action or other proceeding
against either Grant Recipient or County because of any breach hereof or because of any of the terms,
covenants, agreements and conditions contained herein.

L. Invalidity or unenforceability of any provision of this Grant Agreement shall not affect the other
provisions hereof, and this Grant Agreement shall be construed as if such invalid or unenforceable
provision was omitted.
M. Grant recipient agrees to following:
(a) BrightStart Acknowledgement. Contractor shall acknowledge in public information
materials that the Eagle County School District Health Services Department is a
community BrightStart partner.
(b) Network of Care. The Contractor shall cooperate with BrightStart in providing
information to parents, staff, and the public on community early childhood programs
and how to access these early childhood programs for services using the Network of
Care website located at www.networkofcare.org.
(c) Mandatory Reporting. Contractor shall notify HHS immediately of all reports of
suspected child abuse or neglect involving Contractor, including, but not limited to,
employees, volunteers and clients. HHS contractors are considered to be mandatory
reporters for suspected child abuse and neglect and are to make those reports directly
to HHS Children and Family Services - (970) 328-8840.
N. Grant Recipient certifies that it has read the Agreement, understands each and every term and
the requirements set forth herein, and agrees to comply with the same.

Communicable Disease Prevention
Explanation of the Proposed Services:
Prevent the spread of communicable diseases among young children through the provision of an
intensive hand washing curriculum to children Pre-K through grade 2; and the distribution of
thermometers to identify communicable disease symptoms among young children and their
parents.

Budget Request Narrative:
It is estimated that thermometers will cost $3.00 a piece. This amount was determined by Eagle
County School District Nurse, Mary Rogers, after researching several contractors.
It is estimated that the hand washing curriculum is delivered to nearly 100 classrooms across 8
elementary schools and one free standing ECSD childcare center. The $25 pr /hr is an estimation
of the hourly wage averaged between the school nurses and the health assistants who will deliver
the curriculum
In order to deliver the curriculum with maximum efficiency at least 5 curriculum kits are needed.
These curriculum kits will be shared between at least 9 sites and will also be made available to
community partners upon special request.
Needs Assessment:
In 2010 there is an increased risk of exposure to the H1N1 virus, which has proven deadly to
many of those infected with this flu virus. In addition, Eagle County schools have reported a
significant amount of illnesses among their students in the first weeks of school. More than 9%
of students at area elementary schools were out sick in September 2009. The first week of
October the Eagle County Charter Academy reported 35 illnesses with flu-like symptoms and
Meadow Mountain Elementary reported 38 illnesses with flu-like symptoms.
Goals and expected outcomes:
Goal: Children will effectively hand wash to prevent the spread of communicable diseases
Goal: Sick children will remain at home and reduce the spread of communicable diseases due to
increased ability to diagnose fever through the use of thermometers.
Expected Outcomes: Child morbidity due to communicable illness will decrease.
Objectives and timeline:
Objective 1: Approximately 1200 children grades pre-k through grade 2 will receive hand
washing instruction through the use of a nationally recognized curriculum (s).
Objective 2: Thermometers will be handed out to families of young children who do not have a
thermometer at home as identified through the Eagle County School District Health Services
department and the Eagle Care Medical Clinic.
Time line:
November and December 2009: Curriculums and thermometers purchased
January -Oct 2010: 1200 students educated on hand washing.
Beginning January 2010- thermometers distributed to families on an as needed basis until
supplies are exhausted.
Target Population: Children ages 3- 9 for the education program; and families of children 0-9
who have been identified as not having a thermometer.
Number of Beneficiaries: Approximately 1200 within the boundaries of the Eagle County
School District
Strategies and activities:
A common theme among effective interventions is an emphasis on knowledge, skills and
attitudes to impact behavior change. This strategy will be employed to impact child hand
washing.
Trained instructors will deliver an interactive curriculum to young children regarding hand
washing using nationally recognized curriculum strategies. The curriculum will include
activities that increase knowledge and skills, and shape attitudes regarding hand washing. With
an emphasis on knowledge, skills, and attitudes the results will impact child behavior regarding
hand washing.
Thermometers are an evidenced based tool that has long been recognized as an effective tool in
the diagnosis of fever.
Targeted distribution of thermometers will occur at schools and at the Eagle Care Clinic. For
example, when children present to school with an illness or an existing fever and parents are
called, the nurse or health aid will intentionally inquire if the family has a thermometer at home.
Those without will receive a thermometer and instructions how to use it. Those with a
thermometer will receive instructions on how to use the thermometer.
At the Eagle Care Clinic families of children ages 0-9 will be routinely asked if they currently
own a thermometer and if they know how to use one. Those without will receive a thermometer
and instructions how to use it. Those with a thermometer will receive instructions on how to use
the thermometer.
Community Partnerships:
Eagle County School District Health Services, Eagle County Early Childhood Programs, Eagle-
Vail Rotary Health Voucher Program, Eagle Care Medical Clinic, Eagle County School District
Early Childhood Programs.
Evaluation:
1. number of hours of training provided anal to what grades by June 2010 and Dec 2010.
2. number of thermometers distributed by June 2010
3. percentage of students absent from elementary schools in September 2010.

Addendum:
• The "GlitterBug" handwashing show is identified as a leader in handwashing curriculum.
Each kit is $185.00. This grant financial request is based on this amount multiplied by 5.
However, if the grant is received, the amount might be further broken up among other
hand washing curriculum items. For example, in place of the "glitterbug disclosure
center" several age appropriate handwashing books may be purchased in its place.
• Dollars for handwashing curriculum(s) will be stretched to the maximum extent possible
including a search for free and low cost complimentary resources such as posters
• Please be assured that all handwashing curriculum items purchased will be part of a
comprehensive and age appropriate strategy to impact knowledge, skills, and attitudes.
