Grant Recipient: Eagle River Youth Coalition
Grant Amount: $1245.00
Grant Period: November 15, 2009 -December 31, 2009
Whereas, Eagle County works to promote the health, safety, and welfare of Eagle County citizens of all
ages; and
Whereas, among the services Eagle County provides in order to promote such health, safety, and
welfare are grants-in-aid to local organizations whose work assists the County in accomplishment of the
goal to create and sustain a safe, healthy, and socially diverse community; and
Whereas, Eagle River Youth Coalition (hereinafter referred to as "Grant Recipient") has agreed to
provide services that create and sustain a healthy and socially diverse community in Eagle County; and
Whereas, Grant Recipient acknowledges that pursuant to the terms of C.R.S. § 24-76.5-101, et seq.,
Eagle County is prohibited from providing certain public benefits to illegal aliens over the age of
eighteen.
Now, therefore, in consideration of the foregoing premises and the following promises, Eagle County
and Grant Recipient enter into this Agreement for payment of the grant award in the amount of One
Thousand and Two Hundred and Forty-Five Dollars ($1245) to Grant Recipient.
A. Grant Recipient agrees that funds awarded by Eagle County may be used and expended solely to
fund quality improvement materials or activities during the Grant Period. In return for the award of the
$1245 grant, Grant Recipient agrees to submit a report no later than April 15, 2010 including:
(a) Number of participants in each of the two assets trainings.
(b) Results from the pre and post surveys from the two trainings.
B. Grant funds under this agreement are to be used and expended within the Grant Period. Any
funds not used or expended during the Grant Period must be returned to Eagle County. Grant recipient
must provide receipts to Eagle County.
C. If, after payment of the Grant Award, Eagle County reasonably determines that payment was
improper because the purposes for which the payment was made were misrepresented, or the terms of
this Agreement were breached, then upon written notice of such determination and request for

Explanation of the proposed services:
We are proposing to bring two Assets for Colorado Youth trainings to Eagle County on December
3, 2009. The first training, "The Building Blocks of Brain Development" will be held from 1 p.m. -
4 p.m. followed by the second training, "Positive Youth Development and the Adolescent Brain,"
to be held that evening (5-8p.m.).
Proposed Budget for the program/project:
The total cost for the training is as follows:

C. If, after payment of the Grant Award, Eagle County reasonably determines that payment was
improper because the purposes for which the payment was made were misrepresented, or the terms of
this Agreement were breached, then upon written notice of such determination and request for

reimbursement from Eagle County, Grant Recipient shall forthwith return such payment to Eagle
County.
D. In the event of litigation in connection with this Agreement, the prevailing party shall be entitled
to recover all reasonable costs incurred, including attorney fees, costs, staff time and other claim related
expenses.
E. Grant Recipient shall comply at all times and in all respects with all applicable federal, state and
local laws, resolutions and codes; and specifically, with the requirements of the Civil Rights Act of 1964
and Section 504, Rehabilitation Act of 1973, concerning discrimination on the basis of race, color, sex,
age, religion, political beliefs, national origin or handicap.
F. Grant Recipient shall not assign any of its rights or duties under this Grant Agreement to a third
party without the prior written consent of County. County shall terminate this Grant Agreement in the
event of any assignment without its prior written consent, in which case, any unused Grant Funds must
be returned to County.
G. Grant Recipient agrees that no agent, employee or volunteer of Grant Recipient shall be
deemed an agent, employee or volunteer of County.
H. Grant Recipient shall maintain, for a minimum of three (3) years, adequate financial and
programmatic records for reporting to County on performance of its responsibilities hereunder. Grant
Recipient shall be subject to financial audit by federal, state or county auditors or their designees. Grant
Recipient authorizes County to perform audits or to make inspections during normal business hours,
upon 48 hours notice to Grant Recipient for the purpose of evaluating performance under this Grant
Agreement. Grant Recipient shall cooperate fully with authorized Health and Human Services
representatives in the observation and evaluation of the program and records. Grant Recipient shall
have the right to dispute any claims of misuse of funds and seek an amicable resolution with County.
I. This Agreement shall be governed by the laws of the State of Colorado. Jurisdiction and venue
for any suit, right or cause of action arising under, or in connection with this Agreement shall be
exclusive in Eagle County, Colorado.
J. This Grant Agreement supersedes all previous communications, negotiations, and/or
agreements between the respective parties hereto, either verbal, or written, and the same not expressly
contained herein are hereby withdrawn and annulled.
K. This Grant Agreement does not, and shall not be deemed or construed to confer upon or grant
to any third party or parties any right to claim damages or to bring any suit, action or other proceeding
against either Grant Recipient or County because of any breach hereof or because of any of the terms,
covenants, agreements and conditions contained herein.
L. Invalidity or unenforceability of any provision of this Grant Agreement shall not affect the other
provisions hereof, and this Grant Agreement shall be construed as if such invalid or unenforceable
provision was omitted.
M. Grant recipient agrees to following:
(a) Provide two assets for Colorado Youth trainings in Eagle County; "The Building Blocks
of Brain Development" and "Positive Youth Development and the Adolescent Brain".
(b) BrightStart Acknowledgement. Contractor shall acknowledge in all public
information materials that the Eagle River Youth Coalition is a community BrightStart
partner.
(c) Network of Care. The Contractor shall cooperate with BrightStart in providing
information to parents, staff, and the public on community early childhood programs
and how to access these early childhood programs for services using the Network of
Care website located at www.networkofcare.org.
N. Grant Recipient certifies that it has read the Agreement, understands each and every term and
the requirements set forth herein, and agrees to comply with the same.

Positive Youth Development and the Adolescent Brain
Do you wonder when you look at the young people you work with,
"What's going on in there, "or worry about the teenage years?
Perfect for mentors, youth service providers, parents, and educators, Positive Youth Development
and the Adolescent Brain provides new information about adolescent brain development and
great tips for helping adolescents grow and develop in healthy ways.
During this interactive session, you will:
• Learn about brain research through a strength based lens, and how it can shape your
work with youth;
• Gain tips and ideas for helping adolescents to p/an and make hea/thy decisions,
• Understand the growing importance of connecting to ado/escents'strengths, and
• Gain valuable insights about setting clear boundaries and high expectations.
Building Blocks of Brain Development
Building Blocks of Brain Development is a great introduction to the connections between
ear/y childhood brain deve%pment research and positive youth development.
Research demonstrates that there are a number of factors which will impact the
neurological development of a child. This session will explore brain development,
including social and emotional development, through age five.
Participants will learn:
• how to create an environment to maximize brain development in the early
childhood years; and
• simple tips and techniques that help promote positive outcomes for young
children.
Needs Assessment:
These two programs are much needed within the community because they provide new
information and insight into early brain development and positive youth development that has
not been presented before in Eagle County. In addition to being an informative program, it also
provides attendees with additional resources that strengthen the way adults live and work with
youth. Additionally, it allows networking to take place among those focused on working with
youth in our local community.
Goals and expected outcomes:
The goal of these trainings is to provide information on brain development to Eagle County
youth-serving professionals. The expected outcome is that those who attend will apply this
information in their day-to-day work with youth, as well provide additional information that will
allow us to assess the needs and better serve Eagle County youth. Additionally, the information
covered in the training will aid in potential grants and future funding for youth serving
organizations in Eagle County.
Objectives and timeline for accomplishment:
The objective of this training is to provide information on both early childhood and adolescent
brain development to youth-serving professionals and interested community members within
Eagle County. The two training sessions will be held on December 3, 2009.
Target population and/or target area for the program/project:
The target audience/population for this training will be extended to all those working with youth
including: mentors, youth service providers, parents, and educators within Eagle County. Because
there are two separate trainings, those attending can choose to either attend both-the teenage
brain development session and the early childhood brain development session, or opt to attend
only one if it is more appropriate for their expertise.
Number of participants or beneficiaries:
We are expecting 20 participants to attend and actively engage in this training.
Program strategies/project activities and the use of evidence based practices:
In a recently published evaluation report by OMNI Institute of the asset movement in Colorado,
findings suggest that when the assets of youth are strengthened, so too is the community.
Similarly, the framework encourages community leaders to recognize that community
development is youth development, and that building healthier communities involves building on
the assets of its youth. Underlying principles of the asset-building approach suggest that when
community members acknowledge that youth are resources in communities and tap their
potential, both the community environment and young people will be enriched with assets and
benefit from the healthier behaviors that assets promote. We all benefit from investing in the
future of our Eagle County youth.
Community Partnerships:
This- program is a partnership between Bright Start and the Eagle River Youth Coalition. It is also
a collaborative venture with Assets for Colorado Youth, who are providing the training. Since the
information covered here is also relevant to many in the field of working with youth, it will
provide new partnerships to form on a community level.
