Program Narrative Statement:
Eagle County Early Head Start program is requesting reimbursement in the amount of up to
$2,500 to send two staff to Dual Language Institute, October 28 -31, in Washington D.C. This is
an unique opportunity to address the needs of the more than 90% of Early Head Start children
enrolled in our program who live in families where Spanish is the primary language spoken at
home.
Program Narrative:
The program values and appreciates the opportunity to participate in the National Dual Language
Institute. We look forward to igniting dialogue and active plamiing in describing and
disseminating approaches and resources that foster dual language development in young children,
including their acquisition of English. Information gained with will be shared with community
partners in collaboration with the local Head Start program. Dual language approaches and
resources will be used to promote program quality and excellence and complements the National
SPARK for Literacy program that the program is involved in.

- Rosie Moreno, Early Childhood Services Coordinator and Education Coordinator
- Alma Varela, EHS Lead Home Visitor
Benefits:
More than 90% of children in the EHS program are from families that speak Spanish in the home,
attendance in this institute will help us better serve children and families by:
- Providing tools and resources to more effectively support dual language learners and their
familieseing in demonstrations of methods, approaches and instructional practices for
dual language learning that can be taught to home visitors to use in their work with
families
- Better understand dual language acquisition research for children birth to three and its
implications for practice and policies
The EHS training budget is extremely tight at year end. It will be necessary to receive actual
expense reimbursement by the Region VIII Office as soon as possible. All receipts have been
submitted via the Eagle County Reimbursement process and included with this application.
