In return for project support approved by the National Forest Foundation (NFF) in the amount of
$30,000.00, Eagle County Youth Conservation Corps (herein after referred to as "Award
Recipient") agrees to apply the award money specifically toward the above specified project, and
agrees to the Ski Conservation Fund (SCF) Terms and Conditions in their entirety.
The NFF will support the above-specified project for the stated award period. All project funds
must be requested before the close of the award period. SCF funds that have not been used and
expended as specified in the application and within the award period must be returned to the
NFF. No SCF funds maybe directed to the U.S. Forest Service or any other federal agency. No
extensions are possible under this program.
The Award Recipient agrees to publicize the financial support of the NFF, Yail Resorts, and the
U.S. Forest Service in the project and to provide the NFF with copies of all publicity efforts such
as press releases, press clippings, or relevant newsletters, and Web site links.
The Award Recipient agrees to submit a project update report for the initial six months of the
grant by July 1, 2008, and a final report (including photographs) to the National Forest
Foundation by January 31, 2009.

The National Forest Foundation (NFF), in partnership with Yail Resorts, is delighted to inform
you that your proposal, 2008 Youth Conservation Corps, has been approved for funding through
the 2008 NFF Ski Conservation Fund (SCF). The NFF gladly awards your organization
$30,000.00 to complete the project as specified in the proposal, directly benefiting the White
River National Forest and nearby communities. This award runs from January 1, 2008 through
December 31, 2008 and all project activities and expenditures must occur within this period.
According to the approved budget, financing for this project will consist of
SCF Funds: $30,000.00
Private Funds: $55,000.00
Private In-Kind Donations: $7,500.00
Other Federal Funds: $ .00
Total Project Value: $92,500.00
All funds awazded through SCF will be distributed in accordance with the project terms and
conditions included with this letter. Please read these carefully. With the signing of the enclosed
Awazd Recipient Agreement, SCF funds of $30,000.00 are officially committed to project #75-
02-09-18, matched by non-federal in-kind contributions equal to at least 25% of the awazd value.
You will receive this level of support to complete the project, provided all Terms and Conditions
are satisfied. Please complete and return the enclosed Awazd Recipient Agreement to release
project funds.

Congratulations on your receipt of a Ski Conservation Fund (SCF) award from the National
Forest Foundation (NFF). This document contains the terms and conditions of your award.
Please read this document in its entirety, and sisn and return the enclosed Award Recipient
Agreement promptly to release project funds.
I. FUNDING AND FINANCIAL REQUIRElO~IENTS
This section describes the types of funds involved in project funding, their restrictions, and other
project financial requirements.
A. SCF Funds awarded by the NFF consist of federal funds and contributions from guests at
Vail Resorts, and are subject to the following restrictions:
• No SCF funds may be directed to the U.S. Forest Service or any other federal
agency.
• The award recipient cannot use SCF funds as a match ffor other federal funds.
• No portion of the matching funds may be used to cover general operating
expenses, overhead, or other indirect expenses without prior approval of the
NFF. Direct expenses related to overhead must be specifically accounted for.
• The Award Recipient must request and expend all NFF funds within the stated
award period. If all awarded funds have not been requested and expended before the
project completion date, the remaining funds become unavailable and project costs
will not be reimbursed.
B. Non-Federal Private Donor Funds are optional supporting project funds from sources
other than the SCF or Federal agencies and are not restricted by the NFF. Please
document these funds to show additional leverage.
C. Private In-Kind Contributions are goods and services such as volunteer labor, donated
materials, and equipment provided by non-federal parties, which are applied toward
project goals. The following conditions apply to these funds:

Recipients required to be audited under OMB Circulaz A-133 or OMB Circular A-
128 must provide the NFF with a copy of all audit reports. Some organizations are not
required to have an audit under these two circulazs; in these instances, they must
notify the NFF in writing of that fact and submit reviewed financial statements.
I. Changes to Project Terms are subject to the following conditions:
• The NFF makes this project award with the understanding that all funds will be
used in accordance with the approved project description and budget, in the
specified time frame. Should there be any change in the project purpose,
method of operation, or budget, the Award Recipient must request in
writing, approval for changes to be made. The Award Recipient must receive
written approval of any proposed changes prior to implementing them.
• No extensions are possible under the SCF. Any unspent funds remaining at the
end of the award period must be returned to the NFF.
J. Applying for Future SCF Rounds: Organizations re-applying for funding through the
NFF Ski Conservation Fund in future selection rounds must have submitted a complete
final report for the originally funded project before any new NFF SCF funds will be
distributed.
II. REPORTING
It is the responsibility of the Award Recipient to keep the NFF informed of the project's
progress. Please submit a total of two copies of update and fmal reports, one in hard copy
and one electronically. Additional items such as news clippings or photos may be mailed.
The following is a summary of project reporting requirements. Please see the Reporting
Guidelines in the award packet for additional detail.
Project Update Report:
• The Award Recipient must submit a cen~1?se narrative summary 1 to 2 pages long, outlining
the project's progress for the first six months from the award date, and specifying and
quantifying measurable project results.
• Award Recipients will submit a si ed interim Fnnancial Report that outlines cumulative
expenditures for the first six months, in contrast to what was initially budgeted. The report
must cleazly indicate which portions of the specific budget items were funded by SCF funds,
and which were funded with contributions from other sources. Two copies of the financial

for obtaining a copy of the NFF logo is included in the Friends of the Forest® insert in the
award packet.
• In all communications with the public, where space permits, please refer to the NFF as
follows:
The National Forest Foundation, chartered by Congress, engages America in
community-based and national programs that promote the health and public enjoyment
of the 193-million-acre National Forest System, and accepts and administers private gifts
of funds and land for the benefit of the National Forests.
• The Award Recipient gives the NFF the right and authority to publicize its support of this
project and the Award Recipient in press releases, publications and other public
communications, and to use the Award Recipient's name, likeness, logo or other official
representation. The NFF may feature the Award Recipient's project in its public
communications as long as the Award Recipient has provided updated information on the
project, a Web site link to project information (if applicable), and appropriate credit to the
NFF.
• The NFF communications program, Friends of the Forest® provides an opportunity for
interested citizens to become informed and involved in recreation, volunteerism, and
enjoyment of our National Forests and Grasslands. The Award Recipient should provide a
link to the Friends of the Forest Web site, www.becomeafriend.ors. There, members and
partners can sign up for our quarterly newsletter, Tree-mailrM, and receive information about
volunteer opportunities.
• The NFF regularly profiles projects and partners and provides links to partner
organizations on its Web site and in printed and electronic media. Interested project
managers may write reports from the field for publication in NFF communications. Please
contact the NFF if your organization is interested in this opportunity.
IV. FURTHER PROVISIONS TO THIS AWARD
• Improvements made to the National Forest System lands under this award become property
of the United States, subject to the same regulations and administration of the U.S. Forest
Service as other National Forest improvements of similar nature.
• Partners in this project are not entitled to any share of interest in the affected Forest Service
property other than the right to use and enjoy it under the existing regulations of the U.S.
Forest Service.
• Federal wage provisions (Davis-Bacon or Service Contract Act) are applicable to any
contract developed under this award where all or part of the funding is of Federal origin.
Davis-Bacon wage rates apply on all public work contracts in excess of $2,000; the Service
