Research & Polling, Inc. has conducted both quantitative and qualitative research for various companies, groups, and organizations for the past twenty years. Brian Sanderoff, President of Research & Polling, Inc., is a well-regarded researcher and public speaker on many topics, including public opinion issues, market research, and political analysis. In fact, Mr. Sanderoff has been designated as the public policy analyst for KOAT-TV Channel 7 in Albuquerque for the past three years. Furthermore, Research & Polling, Inc. conducts all public opinion polling for the Albuquerque Journal on various issues, including local, state, and national policy matters. Research & Polling has conducted numerous community perception studies, quality of life studies and citizen satisfaction studies over the past two decades. These studies have been conducted for various types of local government including municipal, county, and regional agencies. Research & Polling has had a long standing relationship with PhoneBase, which has a history of producing accurate and timely survey results for Research & Polling in its supervised telephone bank setting. Todd Jones, President of PhoneBase, founded the company in 1994, which houses a 124 -station 1-800-WATS line providing cost effective long-distance calling capability. The company is equipped to handle a high volume of telephone interviews, providing 5,000 interviewing hours per week at its facility. PhoneBase has completed nearly 150,000 interviews for Research & Polling, showing the capability to administer large-scale CATI telephone surveys during very precise time periods when arranged in advance. PhoneBase will conduct telephone interviews using its Computer -Aided Telephone Interviewing (CATI) software, ACS -Query. The ACS -Query system fully manages both respondent data and the sample. Daily production reports are generated from the system, which show the exact dispositions of calls. Such a system allows for more efficiency in placing callbacks to households in which no one is available at the time of the initial telephone call. Also, should the county desire detailed information about call outcome status, including the calculation of cooperation and refusal rates, such information is more readily retrievable when data is collected via a CATI system. If such call disposition information is of interest to the county, then the exact disposition codes to be utilized on the CATI system will be discussed with and agreed upon prior to the fielding of the survey. Research & Polling recognizes the advantages of conducting telephone interviews with a Computer - Aided Telephone Interviewing (CATI) system. For this reason, the firm has contracted with reliable vendors offering this capability, particularly for large-scale surveys that require optimal turnaround time, meticulous tracking of calls and callbacks, later completion of incomplete interviews, administration of surveys entailing complex branching patterns, surveys requiring special attention to quota group completions, and surveys with special respondent groups that may require supervisor attention to determine survey eligibility and special survey respondent needs. -PhoneBase employs five in-house programmers of the ACS -Query system who are on the premises to offer technical support during interview times. PhoneBase uses a portable silent monitoring system that allows both supervisors and clients to easily access interviews from their home or office, and welcomes clients to visit their telephone facility for quality monitoring. Relevant Experience Research & Polling, Inc. serves a wide variety of regional and national clients with quantitative and qualitative research needs. Since 1986, we have designed, administered and analyzed the results of over 1,500 survey research projects. Both Research & Polling and PhoneBase have worked directly with clients in Colorado. In addition, we have worked with clients in high median income and resort communities. Research & Polling's staff is experienced in presenting survey results to the public, small groups and public officials. The objective of the study was to measure the University of California/Los Alamos National Laboratory's perceived progress in responding to the needs of communities in northern New Mexico. This study also measured changes in awareness and satisfaction levels of specific Laboratory programs and activities. Los Alamos National Bank — Los Alamos County Survey Project Dates: 1997 - 2006 Contact: Steve Wells, (505) 662-5171 Brief Description of Services Provided: The objective of this study was to measure market share of banks among Los Alamos County residents and assess reasons underlying motivational factors to selecting which area financial institution residents choose to bank. This study also assessed the image of the bank and evaluated primary customers' satisfaction levels. A total of 400 residents completed interviews. Los Alamos County — Parks & Recreational Needs Project Date: 2004 Contact: Charlie Deans, AICP (Planners, Inc.) (505) 983-8328 Brief Description of Services Provided: This research study was commissioned by Los Alamos County to assess residents' satisfaction and utilization of the county's parks and recreational facilities. This study was conducted by telephone among a random sample of 501 adult residents in Los Alamos County. Larry R Walkup Aquatic Center — Community Survey Project Date: 1999 Contact: Sam Kendricks, (505) 662-8170 (No longer with the Aquatic Center.) Brief Description of Services Provided: This public opinion poll was commissioned by the Larry R. Walkup Aquatic Center in order to assess citizens' perceptions and utilization of the Aquatic Center. The study also assessed public reaction and support toward potential changes to the Aquatic Center. This study was conducted by telephone among a random sample of 400 adult residents in Los Alamos County. Youth Developmen6 Inc - Affluent Population in Albuquerque Metro Area Focus Group Research Project Date: 2004 Contact: Tom Garcia, (505) 747-2100 (Currently with Northern NM College) This project was commissioned by Youth Development, Inc., (YDI). The primary objectives of the research included awareness of YDI, perceptions of current logo and name, reaction to YDI promotional video, and determining the type of information potential donors want to receive. Participants were recruited from households with annual household incomes of $100,000 or more. Participants had at least a Bachelor's degree and represented an ethnic cross-section of the community. Ruidoso Downs Racing — Ruidoso Municipal Elections Project Dates: 2005, 2006 Contact: Jean Stoddard, (505) 378-7350 Brief Description of Services Provided: The objective of this study was to measure voter preference in the upcoming mayoral and village council election and to assess voters' perceptions about issues facing the Village of Ruidoso. A total of 250 likely voters completed interviews. Eagle County - Quality of Life Consultant RFP March 2007 Other Relevant Experience City of Albuquerque — Citizens' Perceptions of Community Conditions Project Dates: 1999, 2001, 2003, 2005 Contact: Ted Shogry, (505) 768-3069 Brief Description of Services Provided: The objective of these studies was to assess the attitudes and opinions of Albuquerque residents on issues related to their overall quality of life. The studies measured satisfaction with city services, perceptions of growth, water related issues, transportation, public safety, and economic development. The sampling method used for this study comprised of surveying 150 random households in each of the nine community planning areas. R&P then weighted the surveys to their proper proportion within the population of the City of Albuquerque. Albuquerque Downtown Action Team — Downtown Albuquerque Study ✓ Project Date: 2005 Contact: Luisa Casso, (505) 831-9600 (Currently with SunCal) Brief Description of Services Provided: This research study was commissioned by the Albuquerque Downtown Action Team to determine Albuquerque Metro area residents' perceptions about the downtown area in terms of the recent revitalization efforts, as well as measure visitation levels to Downtown Albuquerque. A second objective of this study was to determine residents' housing and lifestyle preferences. This study was conducted by telephone among a random sample of 600 Albuquerque Metro area adult residents. Sites Southwest — Las Cruces Housing Survey Project Date: 2005 Contact: Robert McCabe, (505) 242-6880 (Currently with the Design Group) Brief Description of Services Provided: This research study was commissioned by Sites Southwest to assess housing and lifestyle preferences among City of Las Cruces residents, as well as measure. support for a plan to revitalize downtown Las Cruces. This study also measured interest in various types of proposed housing planned for the downtown area. This study was conducted by telephone among a random sample of 400 City of Las Cruces adult residents whose annual household income is $30,000 or higher. Santa Fe Quality of Life Committee - Santa Fe Public Opinion Poll Project Date: 2003 Contact: Gerald Martinez, (505) 986-6391 This research study was commissioned by the Santa Fe Quality of Life Committee. The objective of this study was to assess voter perceptions on a wide variety of issues facing Santa Fe. The study also measured the name recognition, favorability and job performance of Santa Fe City Councilors in each of the four districts. A random sample of 1,200 registered voters was interviewed by telephone. Nye County, Nevada - Pahrump Regional Planning District Master Plan Resident Survey Project Date: 2003 Contact: Cheryl Beeman, AICP, (775) 7514033 The Tri -Core Planning Team commissioned Research & Polling to conduct this public opinion survey. The objective of this study was to determine attitudes and opinions among Pahrump, Nevada residents regarding issues pertinent to the development of the Pahrump Regional Planning District Master Plan Update presented before the Nye County Commissioners. National Association of Industrial and Office Properties (NAIOP) - Image Study Project Date: 2005 Contact: Lynne Andersen, (505) 345-6976 This research study was commissioned by the National Association of Industrial and Office Properties (NAIOP). The objective of the study was to conduct an in-depth public opinion poll among Bernalillo Eagle County - Quality of Life Consultant RFP March 2007 Page 8 County adult residents to explore their perceptions regarding various growth -related issues and problems in Albuquerque. A total of 500 Bernalillo County residents completed interviews. Town of Taos — Gross Receipts Tax Public Opinion Poll Project Date: 2001 Contact: Lorraine Gallegos (505) 751-2005 (No longer with Town of Taos.) Brief Description of Services Provided: The objective of this study was to measure voter support for a gross receipts tax that would be used to improve educational facilities within the three school districts in Taos County. The study also measured support for using some of the tax revenues to improve the Taos County Correctional Facility. This study was conducted among 400 registered voters in Taos County who say they always or usually vote in local elections. Work Performed in Colorado First National Bank of Durango Project Date: 2002 Contact: Angie Beech, (970) 382-5703 (No longer with the bank.) Brief Description of Services Provided: This market research study was commissioned by First National Bank of Durango to assess the market share, public image and customer satisfaction of area financial institutions. A total of 400 phone interviews were conducted among a random sample of residents in the Durango area. Citizens Bank in Pagosa Springs Project Date: 2003 Contact: Don Taylor (970) 731-7235 (No longer with the bank.) Brief Description of Services Provided This research study was commissioned by Citizens Bank of Pagosa Springs to assess market share, public image and customer satisfaction of area financial institutions. A random sample of 350 Pagosa Springs area residents was interviewed by telephone. Negative Financial or Disciplinary Actions Research & Polling currently does not, nor has it ever had any major negative financial or disciplinary actions against the company. Confidentiality The contact names and telephone numbers as well as the costs associated with the proposed survey research are confidential. However, Research & Polling understands that Eagle County is a governmental agency and as such its records may be subject to public disclosure. Eagle County - Quality of Ltfe Consultant RFP March 2007 PROPOSAL FOR WORK Research & Polling will work closely with the appropriate Eagle County staff to clearly define the research objectives and identify the key issues that are to be studied. Research Obiectives The broad objectives of this study are to identify and quantify the primary components affecting the Quality of Life for residents living in Eagle County. In addition, it is also the desire of the county to assess citizens' perceptions and satisfaction with public services offered by Eagle County. The broad topics to be covered in this study include, but are not limited to: • Overall quality of life • Participation in public programs/services • Evaluation of public programs/services • Desired improvements to county services • Overall perception of county needs Each question will be cross -tabulated by demographic subgroups such as: age, gender, education level, income, area/region, and length of residency to determine whether there are similarities or differences between the subgroups. The kinds of questions Research & Polling would incorporate into the questionnaire include: • Asking residents in an unaided manner what they like best about living in the area as well as what they like least • Determining if residents feel the quality of life has gotten better, worse or stayed about the same over the past three years and why they feel this way • Determining what "quality of life" means to residents. In other words, what is most important to residents to assure that their quality of life will be as best as possible • Asking residents (in an aided manner) what factors they feel may or may not be important to assure that their quality of life is as good as possible in Eagle County. Residents would then be asked to rate how well Eagle County is doing in regards to each factor. Research Methods Research & Polling suggests conducting a telephone survey among a random sample of 400 Eagle County adult residents. A sample size of 400 will yield a maximum margin of error of ±4.9% at a 95% confidence interval. In theory, in 95 out of 100 cases, the results based on a sample of 400 will differ by no more than 4.9 percentage points in either direction from what would have been obtained by interviewing all adult residents in Eagle County. After the objectives of the study are clearly defined, Research & Polling will draft the survey instrument. The questionnaire will be comprised of both closed -ended questions in which those interviewed evaluate issues using standardized response categories, and open-ended questions in which the respondent's own words are captured and coded. Eagle County - Quality of Life Consultant RFP March 2007 Page 10 The draft questionnaire will be sent to the appropriate county staff for review. Once the final content of the questionnaire has been approved, the survey tool will be reviewed by the Research & Polling staff during an internal quality control meeting, where it is reviewed and tested for quality assurance. These meetings include the research analysts, the Project Manager, the President, and any other staff deemed necessary. Often Research & Polling will pre-test the questionnaire among a small random sample of respondents in order to ensure the survey questions are clear and that the responses elicited are relevant and appropriate to the research objectives. Telephone interviews will be conducted on weeknights and weekends so as to enhance the representativeness of the random sample of respondents selected. Telephone interviews will be conducted by PhoneBase Research, Inc. in Fort Collins, Colorado. Research & Polling will conduct all data coding and analysis for Eagle County. Eagle County will be presented with a comprehensive executive report of the research findings, which will include detailed demographic analysis on each survey issue in addition to a succinct executive summary. This executive summary will focus on major findings, opportunities, and challenges for Eagle County, which will be presented in both a narrative and graphic format. Generally, Research & Polling will work with the client to determine a date to present key findings. Eagle County - Quality of Life Consultant RFP March 2007 Page 11 ATTACHMENT A - PRINCIPAL STAFF Brian Sanderoff President of Research & Polling, Inc. Brian Sanderoff is the President of Research & Polling, Inc., New Mexico's largest survey research company. Research & Polling, which is based in Albuquerque, specializes in market research, public opinion polling and demographic analysis. For the past 25 years, Brian has served as an advisor to many of New Mexico's leaders in both the private and public sectors. In the state governmental arena, Mr. Sanderoff has been actively involved with all three branches of government. In the Executive Branch he has provided counsel to most of New Mexico's recent governors as well as cabinet level departments, including the Department of Health, and the Human Services Department. In the Legislative Branch, Mr. Sanderoff has provided technical and professional services to redistrict New Mexico's state house, senate and US Congressional districts in the 1980's, 1990's and 2000's. In the Judicial Branch, Research & Polling, Inc. collaborates with the New Mexico Supreme Court and the Administrative Office of the Courts to provide the technical services to evaluate the performance of New Mexico's Appellate judges, District Courtjudges and Metro Courtjudges. Brian Sanderoff also has significant experience formulating and executing public policy as he is a former high ranking official with state government. Research & Polling, Inc. serves many of New Mexico's leading corporate and not-for-profit organizations, including: Presbyterian Healthcare Services, Intel, PNM, Centex Homes, Rodey Law Firm, Sandia National Laboratories, and Los Alamos National Laboratory. On the marketing side of the business, Research & Polling works closely with New Mexico's premier advertising agencies, public relations firms, and planners to measure advertising effectiveness and refine marketing campaigns and messages. For the last 20 years, Research & Polling, Inc. has conducted all of the public opinion and election polls for the Albuquerque Journal. Research & Polling, Inc. is nationally regarded for its record of accuracy. In 59 of the 61 General Election races in which R&P has polled for the Journal, the candidate who was ahead in the final Journal poll also won the election. Brian Sanderoff is also the on -air election analyst for KOAT TV Channel 7 and has made appearances on CNN, MSNBC, FOX, and the Jim Lehrer News Hour. Brian Sanderoff attended the University of New Mexico and received his BA degree in Political Science. He also attended graduate school in the Political Science Department at UNM. Eagle County - Quality of Life Consultant RFP Page 13 March 2007 On staff are approximately fifteen full-time market research professionals, representing a variety of disciplines and expertise including health care research, marketing, statistical analysis, GIS (geographic information systems), redistricting and census data, economics, electronic database management, public policy, and political and social science expertise. Research & Polling also has a staff of approximately thirty on-call trained interviewers specializing in conducting telephone, in- person, and executive interviewing techniques. Matt Hughes, Senior Research Analyst Matt Hughes is a senior research analyst for Research & Polling, Inc. Mr. Hughes is responsible for project management, data analysis, writing and editing reports, drafting questionnaires, writing proposals and working with the data processing department on projects requiring special statistical analysis. He has a Bachelor's Degree in Sociology from Humboldt State University in California and attended graduate school at New Mexico State University. Before joining Research & Polling, he worked as a teaching assistant at New Mexico State University. Nancy Kastanek, Research Analyst Nancy Kastanek is a research analyst for Research & Polling, Inc. Mrs. Kastanek's duties include data analysis, writing reports and proposals, drafting questionnaires, and performing statistical analysis on projects. She has a B.A. in Sociology from the University of Texas at Arlington and a Master of Arts in Sociology from New Mexico State University. Her previous employment included working as a Graduate Teaching Assistant in the Department of Sociology at New Mexico State University and as a Branch Manager for OmniAmerican Federal Credit Union in Irving, Texas. Marisela Lewis, Research Analyst Marisela Lewis is a research analyst for Research & Polling, Inc. Mrs. Lewis' duties include data analysis, writing reports and proposals, and drafting questionnaires. She has a B.B.A. in Business Management from the University of Alaska in Fairbanks and a Master of Arts in Organizational Communication from the University of New Mexico. Before joining Research & Polling, she worked in Marketing at Cimarron Health Plan. Marie Mound, Focus Group Moderator Since 1987, Ms. Mound has managed the analysis and final preparation of both qualitative and quantitative survey research projects at Research & Polling. She moderates focus group sessions, designing the discussion guides and writing summary reports of the findings. Ms. Mound has a B.A. in Philosophy as well as two Master's Degrees in Public Administration and Philosophy from the University of New Mexico. She developed a policy and procedures manual for the Financial Control Division of State government and a social services directory for the American Red Cross.
