TWO (2) AIRPORT Eagle County Regional Airport LOCATION Gypsum, Colorado JUSTIFICATION FOR CHANGE 1. Brief description of the proposed contract change(s) and location(s). Work performed within this supplemental agreement includes the installation of 7,500 feet of 12 -foot security fence and gates, the aphalt paving and guardrail installation for a portion of the airport perimeter road, and the installation of Holy Cross Energy underground electrical conduit infrastructure. Location of the new perimeter fence is along the airport's northern property limits between Runway 7/25 Sta. 11+13 and Runway 7/25 Sta. 87+70. In addition to the new perimeter fence, several new access gates will also be installed in this area. The portion of the perimeter road to be paved begins at Runway 7/25 Sta. 0+85 on the north side of the runway, wraps around the proposed runway extension to the east, and terminates at Runway 7/25 Sta. -4+25 on the south side of the runway. This portion of the perimeter road will have guardrail installed at additional locations, to fill in the gaps of the guardrail constructed under Phase I of this project (AIP Project No.'s 3-08-0020-37 through 3-08-0020-39). The proposed underground electrical conduit will be constructed to allow Holy Cross Energy to re-route the overhead power lines, which currently cross the airport just east of the embankment, through the underground conduit. Holy Cross Energy will provide all the materials for the underground power line installation. Kelley Trucking, Inc. will be responsible for installing all of the conduit and electrical vaults. Upon completion of the conduit installation, Holy Cross Energy will install all of the new underground electric lines and remove the existing abandoned overhead power lines, poles and guy wires. 2. Reason(s) for the change(s) (Continue on reverse if necessary) The proposed work included within this supplemental agreement will improve both airport security and airport safety. The airport has a history of elk and deer entering airport property by jumping the airport's existing 8 foot perimeter fence. Per FAA Certalert No. 04-16, it is recommended that 10-12 foot chain link fence with 3 -strand barbed wire be used to keep deer and elk off aircraft movement areas. Installation of guardrail along the perimeter road will improve vehicular safety and paving will help maintain the road during winter plowing operations. Relocating and burying the existing overhead electrical powerline is required to eliminate conflicts with the future FAA owned MALS-F/R to be installed later this summer, by others. 3. Justifications for unit prices or total cost. Unit costs were negotiated with Kelley Trucking, Inc. for all of the items included in this supplemental agreement, with the exception of Item(s) "T -901b Seeding with Hydromulch" & "M -606a Install Guardrail", which the original contract unit prices for these items have been honored. The unit costs negotiated are acceptable and consistent with historical data of project pricing in the region. 4. This proposal was based on Construction Plans and Contract Documents by Carter Burgess, named EAGLE COUNTY REGIONAL AIRPORT A.I.P. Project No. 3-08-0020-40, SCHEDULE I, dated April 2, 2007. 2.) Performance and payment bonds have been included in our pricing. 3.) This proposal assumes that existing temporary fence panels owned by Eagle County Regional Airport will be available for use during the installation of new fence items to maintain perimeter security. 4.) This proposal assumes that Kelley may hire Ground Engineering Consultants to perform the required C.D.O.T. asphalt testing on the project. 5.) This proposal assumes that power for the new mechanical gate controllers will come from the location of the existing mechanical gates. Page 1 of 2 6.) All conduits and vaults for bid items U -100a -f shall be provided by others F.O.B. jobsite and are otherwise excluded. 7.) We will need an additional 20 calendar days for the work associated with the above quoted items. 8.) We anticipate that fencing items may require additional time over and above the amended contract period. In the event that all other work required under the contract is completed, supervision and oversight of the fencing subcontractor shall become the responsibility of Eagle County or Carter -Burgess. Additionally, retainage on the project shall be released or reduced for all completed items prior to the completion of the fence work if it is the only remaining item to be completed and all other work has been accepted. 9.)
