Please summarize your proposed program, including who are the clients to be served,
issues to be addressed and how the effectiveness will be measured.
In the summer of 2006, Eagle County Adult Services partnered with the Vail Valley
Symposium to pilot the Active Minds for Lifelong Learning lecture and discussion series.
This program targets Eagle County's senior residents who possess active curiosities and a
hunger for continued lifelong learning. The initiative was launched in response to a
growing national awareness regarding keeping the minds of older adults as healthy as
their bodies through continued stimulation. It has been proven that lifelong learning is the
key to longevity, particularly of the mind. Scientific studies have found that those who
exercise their minds on a regular basis have lower likelihoods of Alzheimer's disease,
dementia, and other forms of cognitive impairment. Engaging older adults in
intellectually stimulating activities, such as attending lectures and participating in
discussion groups can actually build and strengthen neural pathways, thereby providing
protection from disease. Learning opportunities are integral for all segments of our
population — from pre-school students to the not -so -mobile older adult. As recent

demographic studies have shown, Eagle County's population has seen a 96% increase
since 1990, and a significant percentage of that growth is in the 60 plus age group.
(Source: Department of Local Affairs — Revised 2000 Census Counts). Currently more
than 4200 adults 60 and older reside in Eagle County. By the year 2010, that number is
expected to be 6178. (Source: Colorado State Demographer).
The Active Minds inaugural season was a great success. During the initial summer season
we offered three events at the Golden Eagle Senior Center in Eagle. The summer's topics
included US immigration policy, the Scopes Trial, and the Chernobyl disaster; all of the
lectures designed to provide impartial insight and historical background. Due to the
success of the first three, the winter season was expanded to four sessions and for the
2007 season we would like to offer ten sessions. We will continue the programming at
the Golden Eagle Senior Center, but also have four offerings at the Miller Ranch
Community Center, in Edwards, so as to accommodate the residents living in the upper
Eagle River Valley.

PART II APPLICATION FOR PROGRAM FUNDING
As a designated United Way of Eagle River Valley Agency, you are eligible to apply for
funding from Campaign 2007. The United Way funds specific programs rather than
general agency operations, with priority given to programs with three or more
collaborating agencies that address issues including kids, community and family.
Please use the space below to tell us about the program and clients for which you are
seeking funding. Be as specific as possible.
After all applications are received, teams of community members serving as the
Allocations Committee will meet with United Way member agencies to review funding
requests and learn more about your proposed program.
1. Describe the program to be funded. If this is a collaborative, interagency project,
please describe each agency's role in the program. Please describe how the need
for the program was determined.
Active Minds for Lifelong Learning series targets Eagle County's older adults who
possess active curiosities and a hunger for lifelong learning opportunities. We are
planning ten sessions in the 2007 series: topics to include the Islam Faith, the CIA, Bio -
Engineered Food, China's Economic Transition, Venezuela, the North Korea Dilemma,
the Stem Cell Debate, Al Qaeda, and the Soviet Union 15 Years After the Collapse.
Active Minds for Lifelong Learning is important to our community and to its senior
population because it fills a need that would be otherwise lacking. Eagle County Adult
Services, the Vail Symposium and the RSVP (Retired Senior Volunteer Program) are
committed to helping keep the minds of seniors active. This program insures that we are
not only providing our older adults with respect and involvement in the world, but we are
helping them ward off dementia, Alzheimer's, and fighting declines in global cognition,
working memory and perceptual speed. Ultimately, this saves families and the
community dollars and stress that would accompany care -giving should independence be
lost.
The Vail Symposium is a grass-roots, non-profit organization that has been a part of the
Vail Valley since 1971, whose mission is to bring educational and cultural programs to
our mountain community that are thought provoking, diverse, and affordable. Nicknamed
the "gurus of non-traditional learning," the Vail Symposium is one of the only
community non -profits dedicated to the intangible service of secondary learning. The
Symposium staff coordinates the programming with the Active Minds staff in Denver,
provides all administration of the program and in-kind staff support.
Eagle County Adult Services is the primary provider of services to older adults in Eagle
County. Prior to the late 1970's, senior services in Eagle County consisted of programs
and activities that existed primarily through the efforts of grass-roots volunteerism. In
1979, a proposal was made on behalf of the seniors of Eagle County to the Board of
County Commissioners to fund the Elderly Services and Needs Program. For over two

decades, Eagle County Government has served the needs of the aging community.
Through program grants from federal, state and private sources, in addition to significant
county funding, a full compliment of programs to support healthy, independent living has
evolved. In 2006, the Adult Services Division of Health and Human Services was
created. This new division provides oversight for selected programs that were formerly
administered under Eagle County Senior Services, as well as Adult Protective Services,
and the Eagle County Volunteer Center. Adult Services provides nutrition programs and
health, wellness and disease prevention programs at three sites located in Eagle, Minturn,
and El Jebel. To directly address the needs of at -risk adults who strive to remain
independent and safe in their homes, Adult Services developed a case management
program in 2006. Additionally, Adult Services is a key partner in the effort to address the
need for an Assisted Living/Skilled Care Facility in Eagle County. Our goals are to assist
older adults to remain active and engaged in the community, maintain their independence
and dignity, stay healthy, and age in their own homes and community for as long as it is
possible to do so safely. For Active Minds for Life Long Learning, Eagle County Adult
Services coordinates facility usage, scheduling, refreshments, and transportation for the
seniors.
The purpose of the RSVP program, a program area of Eagle County Health and Human
Services, is to engage persons 55 and older in volunteer service to meet critical
community needs and to provide a high quality experience that will enrich the lives of the
volunteers. RSVP volunteers contribute in excess of 2500 hours of service per year at the
three senior sites. Program development is currently in progress to enhance volunteer
supportive services to the older adult population to promote independent living in safety
and with dignity. The RSVP program will be providing much needed volunteer support
before, during and after the Active Minds sessions. Additionally the RSVP program has a
mandate to actively recruit volunteers of "baby boomer" age and will use the Active
Minds for Lifelong Learning as a recruitment venue.
2. How many Eagle County residents will you serve in this program? What are the
demographics of these clients? Provide historical data if available, and projections for
the future. Please use an unduplicated headcount -- that is, count each individual or
family only once for each year.
In our inaugural session, we had approximately 45 seniors in attendance at each session.
That number will likely double in 2007, as we have added an additional venue at the
Miller Ranch in Edwards so that we are better serving seniors throughout the valley. An.
estimated unduplicated count for the coming year is 405 seniors.

4. How will this program be staffed?
Sheri Mintz, Adult Services Manager for Eagle County Health and Human Services and
Fraidy Aber, Executive Director of the Vail Symposium are primarily responsible for the
program administration of Active Minds for Life Long Learning. They utilize additional
staff from their programs as necessary. Significant volunteer manpower is also required
and that is provided by the RSVP program.
5. What is the budget for this program? What proportion of the budget do you propose to
fund with United Way contributions? If this is a collaborative project, what is the dollar
allocation to each participating agency?
Eagle County Adult Services will act as the fiscal agent for this request.

6. How will the success of this program/project be quantified, measured and reported?
Program results (to date) will be reviewed by the UWERV after 2nd quarter
allocations (January 2008) to determine funds are being used as described in this
grant.
Outcomes are measured by a client satisfaction survey that is administered at the end of
each session. Results are compiled by the staff of Denver's Active Minds.
7. What are your alternatives for funding and/or program management if the program
cannot be funded to the requested amount?
The Vail Symposium engages in a fundraising campaign each season and has been able
to use some private donations to fund the Active Minds program. The Vail Symposium,
Eagle County Adult Services and the RSVP program contribute in-kind staff support. If
funding is not received from UWERV the number of offerings for the winter session may
need to be decreased.
8. How will the United Way of Eagle River Valley be recognized as a benefactor of
this program?
The Vail Symposium produces a brochure in which United Way of the Eagle River
Valley would be recognized. We would be happy to display your logo in our publications
and advertisements.

PART III OVERVIEW of LAST YEAR'S PROGRAM
If UWERV funded or partially funded a program of your agency in 2006-2007, please
give an overview of that program and the clients served. Explain the program's goals,
and whether or not they were met. Are you seeking United Way funds to continue this
program? If not, will it be continued using other funds? Use measurable and clear
facts.
Last year Eagle County Adult Services received funding for Health and Wellness
activities such as low impact aerobics, nutrition discussions and consultations, foot care
clinics, yoga, pilates and horticulture therapy. Additionally, this grant helped to fund our
Active Minds Initiative in the inaugural season. Last year, Adult Services served over
200 unduplicated clients in our health and wellness programs, as well as over 200
unduplicated clients in the Active Minds program. In 2006 Adult Services saw a 17%
increase in participation in Health and Wellness Programs.
Funding for the Health and Wellness programs will be funded 100% with local money
from Eagle County Government. This 2007 UWERV grant request will be exclusively
Active Minds for Life Long Learning.

None of the programs of Eagle County Adult Services, including Active Minds for Life
Long Learning, are means tested. Therefore, income information is not available.
