A Modifications to Contract Boilerplate
Compensation and Method of Payment:
"Compensation and Method of Payment" in the Original Contract is modified by deleting "FORTY
THOUSAND AND XX/100 Dollars ($40,000.00)" and inserting in lieu there of "TWENTY-NINE
THOUSAND NINE HUNDRED NINETY-NINE AND XX/100---- Dollars ($29,999.00)."
B. Modifications to Exhibit A, Scope of Services.
Project Description, Objectives and Requirements: 1. Project Description, Objectives, and
Requirements," is modified as follows:
"The Project consists of examining social and economic impacts of second homes on communities.
Specifically, the Project will analyze regional trends related to workforce participation and housing, and
will focus on impacts to the local workforce. The study area includes Eagle, Grand, Pitkin and Summit
Counties and the City of Steamboat Springs. One elected official and one staff person from each funding
partner will serve on a steering committee for the Project. The Project deliverables include, at a minimum:
1. analysis of property records;
2. homeowner survey report (detailed information for each jurisdiction on the full survey results);
3. panel survey report (survey results using an Internet survey process);
4. analysis of household expenditure patterns; .
5. analysis of household composition;
6. forecasting of trends related to workforce participation (jobs per employee as well as labor force
participation);
7. forecasting of trends related to conversion of housing units (short term rentals, long term rentals,
second homes, residents, retirees, etc.).
The Contractor will provide the department with one printed copy and one electronic copy of the
deliverables mentioned above.
Eagle County will serve as Contractor for the Project. The Northwest Colorado Council of Governments
(NWCCOG) has been selected to serve as project manager for the Project.
The Contractor is responsible for 74% of project expenses and for all project costs in excess of $40,000.
The Contractor and partners are expected to include and document up to $14,000 of in-kind support. Any
cost savings on the Project will be shared between the State and the Contractor.
Eligible expenses include consultant costs. Eligible expenses do not include project administration costs,
but those costs may be used to show in-kind support.
Energy and Mineral Impact Assistance funds in the amount of FORTY THOUSAND AND XX/100 Dollars
($40,000.00) are provided under this Contract to finance Project costs. The Contractor is expected to
provide ONE HUNDRED FOURTEEN AND XX/100 Dollars ($114,000.00) in Project financing, and, in any
event, is responsible for all Project cost in excess of FORTY THOUSAND AND XX/100 Dollars
($40,000.00).

Eagle County will serve as Contractor for the Project. The Northwest Colorado Council of Governments

Payment Schedule: 6. "Payment Schedule" is modified by deleting current Payment Schedule and
inserting new Payment Schedule.
PAYMENT SCHEDULE
Grant Payments
$4,000 Initial payment to be made within thirty (30) days of the date of execution of
this Contract.
25,999 In interim payments reimbursing the Contractor for actual expenditures made
in the performance of this Contract. Payments shall be based upon properly
documented financial and narrative status reports detailing expenditures
made to date.

C. Modifications to Exhibit B, Loan Repayment Schedule:
None
All of the terms and conditions of the Original Contract remain unchanged except for those terms and
conditions modified by this Amendment # 1 and all previous amendments. Both parties also expressly
understand that this Amendment # 1 is incorporated into the Original Contract.
