Memorandum of Understanding
Between
Eagle County Health & Human Services
and
The Literacy Project
This Memorandum of Understanding between, Eagle County Health & Human Services, and
The Literacy Project for purposes of providing early childhood coaching and consultation
services to The Literacy Project.
The parties agree to work cooperatively in the implementation of coaching and consultation
services to provide on-site coaching and consultation in early childhood development, socio-
emotional learning, child health, learning environments, and access to individualized family
mental health.
Eagle County Health & Human Services
Eagle County Health & Human Services, through the Early Childhood Partners Program,
agrees to conduct the following services to The Literacy Project and enrolled children and
families:
1. Conduct an assessment of needs and strengths with staff and parents to identify
classroom, staff, family and child behavioral needs
11. Develop and assist in implementing program intervention strategies in
conjunction with childcare program staff and parents that will create positive,
age-appropriate learning and mental health environments for preschool age
children.
iii. Provide referral and service coordination services for families requesting
counseling and treatment services for preschool age children. Payment for
individual counseling and treatment services will be funded through private
insurance, Medicaid or other fee for service arrangements and will not be funded
through this agreement.
IV. Health & Human Services and the Early Childhood Partners Program will
maintain client confidentiality regarding all children identified and served under
this agreement. All child and family services provided under this agreement will
be with the express permission the child's parent(s) or legal guardian.
vi. In accordance with mandatory reporting requirements, consultants with the Early
Childhood Partners Program will report any suspected child abuse or neglect to
Health & Human Services.
VII. Licensing concerns will be discussed with the program prior to reporting it to the
appropriate licensing authority.
The Literacy Project agrees to participate in development of a plan for coaching and consultation
services that meets the needs of children, parents and program staff. The Literacy Project agrees
to pay the County twenty percent (20%) of the cost of services from Early Childhood Partners.
The program will advise the Early Childhood Partners Program of any and all other coaching,
consultation, and program improvement activities occurring with and in the program.
The Literacy Project shall indemnify and hold harmless the County, its Board of Commissioners,
and the individual members thereof, its agencies, departments, officers, agents, employees,
servants and its successors from any and all demands, losses, liabilities, claims or judgments,
together with all costs and expenses, including but not limited to attorney fees, incident thereto
which may accrue against, be charged to or be recoverable from the County, its Board of
Commissioners, and the individual members thereof, its agencies, departments, officers, agents,
employees, servants and its successors, as a result of the acts or omissions of Contractor, its
employees or agents, in or in part pursuant to this Agreement or arising directly or indirectly out
of Contractor's exercise of its privileges or performance of its obligations under this Agreement.
Eagle County Health & Human Services agrees to:
I. Monitor the provision of Early Childhood Partners Services under the provisions
of its agreements with the consultants.
II. Coordinate access to treatment service funding through Medicaid, CORE
Services, T ANF /Ch ild welfare services and other HHS treatment programs
Termination: The County may terminate this Agreement upon ten (10) days written notice to
the early child care program if it is deemed by the County in its sole discretion, that the early
childhood program or Eagle County Health & Human Services is not fulfilling the program as
specified in this Agreement, or for any other reason. The early childhood program may also
terminate this agreement upon ten (10) days written notification for any reason.
