Budget Narrative:
The program's current enrollment is 84% Latino. The primary language of the family at home is Spanish. The
majority of families are first generation immigrants. 63% of Latino families enrolled in the Early Head Start
program have less than a high school diploma
These are proud families that have moved to the United States to improve their living conditions and the
education of their children. The families are goal oriented and hard workers. Those that do have an education
are often not able to use their skills. Most are working in the service industry jobs doing construction or
cleaning homes and hotels. Living conditions in the rural resort regions of the Colorado Mountains are often
poor for low income families. Many families share trailers or apartments, often times with one family per
room.
Nearly one-third of Eagle County's child population is Hispanic. One-quarter of the population over five years
old speak English less than very well. Newly immigrated Hispanic families tend to be most vulnerable for
family economics, child and maternal health, and education.
Early Head Start is housed in Health & Human Services. Both are leaders in the community in cultural
competency and awareness and have hired employees who are bilingual to provide culturally competent
services to all clients. 85% of EHS personnel are bilingual and bicultural to reflect enrollment. All services
and most written materials are provided in both English and Spanish.
Total cost projections are $2,921. Eagle County Early Head Start requests the supplemental funding to offset
the costs of sending a home visitor and one parent from the program to the Second National Head Start
Hispanic Institute. Attending the Institute will teach how to improve outreach to the Latino community,
explore and understand the cultural differences in the Latino community, assist in developing methods to
effectively serve Latino children and families and to ensure positive outcomes in language and literacy
development of English language learners.
