Memorandum of Understanding
Between
Alamosa County
And
Eagle County
I. Introduction
This Memorandum of Understanding (MOU) is to serve as a framework to the
parties for cooperation and coordination in providing tire shredding services.
Waste tires are a large problem for the rural counties of Colorado. Dealing with
waste tires is economically draining and poses a health risk with the surge ofwest~
nile disease. To this end, Alamosa County began researching solutions to dealing
with waste tires approximately two years ago. The results ofthe research
suggested to us that shredding the tires was probably the most economically
feasible solution to the accumulating piles of waste tires. The shredded tires can
-~ be "mono filled" at the landfill or used as daily cover at the landfill. Additional
uses for shredded tires are filling for leach field in septic systems and fuel for
firing cement plants in Colorado.
Alamosa County researched several shredders, made trips to the manufactures and
assessed the advantages of each shredder. After the above work, we determined
that a tub shredder manufactured by the Hogzilla People was the best value for the
money. The Hogzilla HCL-4213 shredder is a tub style shredder powered by a
1000 horsepower diesel engine and driven by a torque converter for maximum
power delivery. The shredder should shred approximately 1500-1600 car tires per
hour. The shreds vary in size from two inch square to six inch squares. The
shredder is equipped with a grapple to feed the tires into the tub but will require
other equipment to push the tires in reach of the grapple and to provide water for
lubrication. '
Alamosa County applied to the Energy Impact Fund for a grant by way of
Department of Local Affairs (DOLA) to purchase the shredder. Alamosa County
presented this grant on the premise that the shredder would be shared through out
rural Colorado for two reasons: 1) there is a large stockpile of waste tires through
out rural Colorado and a large volume shredder such as the Hogzilla needs to be
moved around to stay busy all year round. And 2) the economical reality is the
more counties that use the machine and share the cost, the per unit cost of tire
disposal becomes much lower. The match from the counties for the grant
'----./ becomes more attractive with more partners and invites more participation from

"'-./ DOLA has pledged some operating money for the shredder to help with the
disposal of illegally dumped waste tires. This pledge is only for one year and
should help with start-up operations the first year. DOLA also offers help to the
individual counties with monies for illegally dumped waste tire. These funds can
be use to help the counties with initial match to the grant.
II Aereement
The following points are meant to list general conditions and may not cover all
details of operation. In the case that certain details are in question, the counties
are encouraged to meet for discussion and resolution either in verbal or written
form. The following is the vision to get this proj ect up and operating.
A. Alamosa County will administrate the DOLA grant for the purchase of the
shredder and will be responsible for grant reporting.
B. Eagle County is to provide to Alamosa County the sum of $7500 for match money
to the grant. The match will entitle Eagle County use of the shredder for tire
shredding prescribed by Eagle County. The amount of hours of operation entitled
by the initial match money will be calculated by the hourly operating rate divided
into the initial match.
C. Alamosa County shall be responsible for the hiring and managing of operations
personnel.
D. Alamosa County will be responsible for scheduling the shredder operation. The
'----' schedule shall be determined by waste tire numbers in certain areas, by the order
of receiving of match money, by cooperation of the county partners and by natural
conditions (snow etc.).
E. Presently, the hourly operating rate is estimated at $250.00 per hour. The rate
may vary due to future circumstances such as fuel cost increases. The initially
entitled shredding is rate related. For example, $7,500 divided by the rate
($250.00) is 30 hours of operation. The 30 hours multiplied by the 1500 tires/hour
would equal 45,000 tires. The cost would be approximately 17 cents per tire.
F. The operation charges would begin after initial machine set-up. If the machine is
to be moved to multiple sites, the moving of the machine shall be at the operating -
hourly rate. Counties are encouraged to work with tire dealers and citizens to
accumulate waste tires in a central location. Counties are also encouraged to work
with dealers and citizens to charge a fair charge per tire to help the county with
future operating fees.
G. Eagle County is encouraged to file with DOLA for monies to dispose of illegally
dumped tires through the available programs.
H. Eagle County will provide a dozer or loader (with driver) to push tires so the
grapple can reach and load the tires into the shredder. Additional, the tire shredder
requires water for lubrication/cooling of the grinder components. Eagle County
will provide a water source (tanker etc).
1. Eagle County will only be fiscally responsible for the initial match monies and for
cost (at the hourly operating rate) of shredding in excess of initially entitled
shredding. Eagle County may be asked to voluntarily participate financially in
'''----' program expansion and/or shortfalls.

\. J. The vision for future operating of the shredder is to form an authority or
-" associations of the contributors. A board of five to seven counties would manage
the operations and steer the direction of waste tire disposal. At a minimum, a
meeting of the contributors should be convened at the CCI winter and summer
conferences. The form of the organization should be a consensus of participating
counties.
ID. Term of A2reement
The term of this agreement will continue in force until either party cancels this
agreement by a written 30 day notice to the other party or until an authority or
association is formed to supercede this agreement. Cancellation of this agreement
shall not entitle Eagle County a refund of the initial match payment.
