AGREEMENT BETWEEN
THE COUNTY OF EAGLE, STATE OF COLORADO
AND
THE COUNTY OF SUMMIT, STATE OF COLORADO
CONCERNING A JOINT RETIRED SENIOR VOLUNTEER (RSVP) PROGRAM
THIS INTERGOVERNMENTAL AGREEMENT, is made and entered into, by and between
the Board of County Commissioners of Eagle County, State of Colorado, a body corporate and
politic ("Eagle County") and the Board of County Commissioners of the Summit County, State
of Colorado, a body corporate and politic ("Summit County"). The two county parties to this
agreement are also referred to as the Counties in this Agreement.
WIT N ESSE T H :
THAT, in consideration of the mutual promises, covenants and conditions contained
herein, the parties hereto agree as follows:
1. SCOPE
A. The Counties jointly applied for a grant of federal funds in order to operate
Retired Senior Volunteer Programs in their respective counties. The grant for
Summit County for the program year commencing October 1, 2005 and
concluding December 31,2006 is for an amount of up to $ 27,764 in federal
funds, based on the submission of reimbursable expenditures. This Agreement
sets forth the rights and responsibilities of the Counties with respect to the RSVP
Grant to Summit County.
B. Eagle County will act as fiscal agent for the RSVP Grant and be directly
accountable for the program grant to the Corporation for National Service.
C. Summit County has agreed to provide $ 8,329 of in-kind matching funds.
2. EAGLE COUNTY'S DUTIES
Eagle County agrees to act as fiscal agent for both counties with respect to the
RSVP Grant.
Eagle County will provide technical assistance as needed to Summit County
regarding Corporation for National Service requirements and program
development.
3. SUMMIT COUNTY'S DUTIES
Summit County Senior Services agrees to develop and implement an RSVP
Program in Summit County according to Guidelines from the Corporation for
National Service.
Summit County agrees to provide quarterly program reports according to
reporting requirements of the Corporation for National Service.
Summit County agrees to retain expenditure documentation for a possible audit.
Summit County agrees that in-kind contributions shall be submitted with
reimbursement expenses, with in-kind documentation retained by it for a possible
audit. Items allowable for an in-kind match include space used by the RSVP
program at fair market value, information services support to RSVP,
administrative supervision, or match to any of the items included under
reimbursable expenditures. Indirect costs are not allowed for reimbursement or
in-kind match.
4. MISCELLANEOUS PROVISIONS
Items eligible for reimbursement include volunteer expenses (meals, recognition,
insurance and transportation), which must equal 25% of total expenditures.
Volunteer support expenses allowed include personnel expenses for the Summit
County RSVP Coordinator, travel for the RSVP Coordinator, computer and other
office equipment necessary to the operation of the RSVP program, RSVP office
and program supplies, RSVP phone services, staff training for the Coordinator,
and printing costs, Volunteer support expenses shall not exceed 75% of total cost.
The period of this agreement is from October 1, 2005 to December 31, 2006.
The amount of federal funding is $ 27,764.
The source of the grant funds is the Corporation for National Service-Retired and
Senior Volunteer Program.
IN WITNESS WHEREOF, the parties have executed this Agreement. The
effective date of this agreement is October 1, 2005.
