Memorandum of Understanding
Between
The Colorado Department of Public Health and Environment
And
Retired and Senior Volunteer Program of Eagle/Summit County (RSVP)
1. Introduction
The Colorado Department of Public Health and Environment (CDPHE) is the central point of contact for
the overall administration of the Colorado Strategic National Stockpile (SNS) project as part of the State
Emergency Operations Plan (SEOP). The National SNS plan will establish mechanisms for obtaining
necessary supplies and/or pharmaceuticals in a timely manner to protect the public during an emergency.
The National SNS plan was created and supported by the National Centers for Disease Control and
Prevention (eDe) and the Department of Homeland Security (DHS) respectively. The National SNS plan
is responsible for material management, quality assurance and control, training and education, technical
assistance and transportation of the SNS to U.S. locations.
The acquisition of goods and services for receiving the Strategic National Stockpile (SNS) will be
coordinated through the Crisis Management Center at the Colorado Department of Public Health and
Environment (CDPHE). These requests for resources will come from the SNS Coordinator at the time of
an event.
2. Purpose
This Agreement is to request your assistance with acquiring resources within Colorado for the Strategic
National Stockpile (SNS) project. The Colorado Department of Public Health and Environment
(CDPHE), and the Office of Preparedness and Fire Safety (OPSFS) are taking steps to enhance our
response capability in the case of an emergency. The SNS project objectives include the facilitation and
delivery of medical supplies and equipment to local agencies during a public health emergency, such as a
bioterrorism incident.

This Agreement is intended to provide the State of Colorado with an option for the acquisition of
resoutces, such as sleeping arrangements, immunization clinics, or any other assistance as appropriate on
request during a statewide crisis, such as a public health emergency. Under the guidance ofthe SNS Plan,
this agreement establishes a framework for CDPHE to procure resources in an emergency event.
This Agreement is intended, through joint cooperation between both entities listed, to best service the
citizens of Colorado in the event of a disaster, emergency or public service related situation. This
document is not meant to be legally binding; it is a statement of cooperation between CDPHE and the
Retired and Senior Volunteer Program or Eagle/Summit County (RSVP).
3. Agency Commitments
RSVP will provide 10 volunteers, and make a concerted effort to recruit as many additional volunteers as
possible to assist with assembly of packages as needed for conducting or preparing for
immunization/prophlaxis clinics.
