Eagle County Senior Services provides Health & Wellness events throughout the year. In
May, 2005 we held our annual Health & Wellness events, which attracted 90 seniors and
family members from all around Eagle County. After reviewing the effectiveness of the
2004/2005 weIlness project, the Wellness Committee unanimously agreed that each of
the three Senior Sites in Eagle County (Basalt, Eagle and Minturn) should conduct year-
round, individualized, site specific wellness programs using local resources and
organizations that the participants are familiar with and trust. As a means of expanding
wellness programs at the three Senior Sites, we propose to add additional, year-round
wellness programs, specifically Yoga, and Horticulture Therapy programs that have
proven to attract senior participation in wellness programs.
Senior Wellness programs target older adults (over age 60) and their caregiving family
members. By including year-round activities such as Yoga and Horticulture Therapy we
are attempting to increase balance, flexibility and oxygen intake; foster positive self-
image and self-confidence; enhance the individual's manual dexterity and hand~eye
coordination; and reduce stress. These wellness programs are also an efficient way of
introducing older adults and family members to the existing services and programs
provided by Eagle County Senior Services and serve as community outreach efforts.

PART II APPLICATION FOR PROGRAM FUNDING
1. Describe the program to be funded
Eagle County Senior Services is the designated agency for services under the Older
Americans Act. One aspect of the programming is wellness services. Funding is
requested to support additional wellness programs at two Senior Sites in Eagle and
Minturn.
The need for additional funding was determined by the Wellness Committee which
reviewed the effectiveness of the 2004/2005 Senior Health & Wellness program.
Distance, redundancy and available modes of transportation were factors in the decision
to reorganize the wellness initiative and create the year-round structure, utilizing existing
programs such as low impact aerobics, diabetes consultations, nutrition discussions, and
foot care clinics, all of which are currently in place. Additional funding would allow
Senior Services to expand wellness programs and include new programs, Health
Seminars, Yoga, and Horticulture to benefit senior health, counter social isolation, enrich
lives, and attract new participants.
2. Eagle County Residents Served
With the additional funding for Health Seminars, Yoga and Horticulture Therapy, Senior
Services anticipates doubling participation in senior wellness programs (120 units of .
service in 2005 to 180 units of service in 2006). Demographic statistics provided by the
State of Colorado's Demographic web site indicate continuing growth of the over 60 age
group in Eagle County: 3850 in 2005, increasing to 5200 by 2010. A consequence of this
continued growth is an increase in the number of familial care providers which could also
be served by wellness programs. Historically, senior wellness programs are well received
and account for as many as 35 attendees at each event.

4.Staffing
Eagle County Senior Services organizes all Senior Wellness events utilizing the talents of
our staff, Coordination, transportation and physical therapy positions are staffed from
within. Senior Services make use of RSVP volunteers and complements wellness
programs with volunteers and contracted services from area hospitals and service
organizations such as Health Rhythmus, Alpine Area Agency on Aging, Catholic
Charities and Eagle County Health & Human Services.
5. Budget
Eagle County's Senior Services Wellness Initiative has an annual budget of
approximately $10,000.00 which includes County Government support and donations
made to the Eagle County Council on Aging from citizens and private organizations (70
percent County contributions and 30 percent donations). This funding supports existing
programs and the annual wellness events in Eagle and McCoy. The request of$3,540.00
represents 35 percent supplement to this budget.
6. Measuring Success
Quantification and measurements of success will be consistent with the reporting
requirements of the Alpine Area Agency on Aging. AAAA Reports require total units of
service, unduplicated units of service, minority units of service, and low income units of
service. Reports will also include units of service to family care providers, which is an
important outreach component to Eagle County's Wellness Initiative.
7. Funding Alternatives
The additional funding will permit the expansion of Eagle County'swellness program
and outreach efforts. Core funding for staff is provided through other sources.
Additional information: Benefits
Additional programming provides added wellness benefits for older adults and their
family care providers. For instance, Yoga serves aging bodies by improving flexibility
and mobility, and also strengthens bones. This lessens the risk of falls, increases
confidence, decreases stress and furthers the individual's ability to live independently.
Horticulture Therapy reduces stress and has been shown to improve concentration,
manual dexterity and hand eye coordination by providing small objects that requir~
precise movements of the hands and attention to tactile perception. Health Seminars
targeted to senior citizens provide information on leading healthy lifestyles by targeting
specific areas of health. For instance; heart health, nutrition, fall prevention, vision and
hearing, diabetes management, smoking cessation and stress reduction programs can
reduce an older adult's health costs by promoting the importance oflifestyle change and
providing alternatives to long established habits.

PART III OVERVIEW of LAST YEAR'S PROGRAM
This application is to continue funding to Eagle County Senior Services Wellness
Programs. The goal of Eagle County Senior Services is creating healthy, well infonned
senior citizens, which is in accordance with federal and state directives Senior
Programming Agencies. Wellness program development has changed to adapt to senior
needs and concerns, however the focus of the initiative remains focused on senior
wellness.
The goals of the 2005 grant award were met by introducing alternative health and
wellness programs to senior citizens in Eagle and Minturn. Yoga and horticulture
programs were effective in attracting participants who would nonnally only attend
nutrition programs and who had not other knowledge of Senior Services Programming.
Despite losing two yoga instructors during the year, Senior Services was able to provide
155 yoga units of service, 89 horticulture'therapy units of services and 66 tai chi units of
service. Pottery projects are planned for June, 2005.
