An Impact Assistance Grant Application (and Payment in Lieu of Taxes) is made on this..2TIL
day of APRIL , 2005 on behalf of EAGLE County of the State of Colorado to
the Colorado Division of Parks and Outdoor Recreation to offset specific negative fiscal impacts
as a result of the withdrawal of certain lands from the county tax rolls.
The total acres involved in this application includes1 .161 .9 Jlcres as described in the attached
forms. The total request for Impact Assistance is $ 688.07 . The Board of County
Commissioners for EAGLE County hereby certifies this amount as the negative fiscal
impact on this county's finances and the finances of any political subdivision which lies within
such county.

RE: Payment in Lieu of Taxes and Impact Assistance Grants for Tax Year 2004
Dear Mr. Roeper:
The Colorado Division of Parks and Outdoor Recreation (the "CDPOR") owns land in your county subject to
the provisions of Payment In Lieu of Taxes C'PIL T") (CRS 30-25-302) through Impact Assistance Grants
payable to the county. Some of these lands may have been acquired \\'ith funding from the State Board of the
Great Outdoors Colorado Trust Fund (GOCO). Colorado Revised Statute 33-60-104.5 (3)(d) states that
GOCO shall pay their proportionate share of PIL T based on the percentage of funding GOCO contributed to
the acquisition of each parcel, as applicable.
PIL T is paid on land o\\'ned in fee title by CDPOR. This does not include conservation easements, recreation
casements, leases or other property interests held by CDPOR. According to Colorado statute, PIL T is paid
on the assessed value of the land only, according to the county assessor's appropriate agricultural
classification of the land. PIL T is calculated by multiplying the agricultural assessed value by the mill levy
for the taxing district in \\'hich the land is located (i.e., the property taxes that would have been paid on the
land if it was o\\'ned by a private landowner and assessed as agricultural land). PIL T is not paid on any
improvements to the land (as though the land were vacant).
The county assessor should provide the PIL T calculations. We have done our best to provide you with a list
of property eligible for PIL T payments, although our acreage, parcel identifiers and other data may differ
from that of the assessor. Your previous years PIL T submittal will usually be the basis for this year - the
current tax area mill levy should be updated and used in the calculation. We will include a copy of the deed
for any new property added since last year.
Attached is the form to be used for the PIL T calculations, together with a form to be signed by the county
commissioners. The PIL T allocation for GOCO-purchased properties (if any) will be done by us. We will
bill GOCO for their share and mail payment to you.
