Regional Airport to include fees for engineering services. The items covered by this amendment are

Interim payments up to 90 percent based on work performed by the Engineer and detailed in a
report submitted to the Sponsor with the request for payment. The remaining ten percent to be
paid upon advertisement for bid of the contracts for Items a, and b, or, in the event the Sponsor

request for payment from the Engineer.

Method of payment shall be as follows:
For services rendered under PART B - SPECIAL SERVICES, the Sponsor agrees to make
monthly payments based upon the work performed by the Engineer less 10 percent. The final
10 percent of the fee shall be due and payable when the project final inspection and the
construction report have been completed, and when reproducible "Record Drawings" have been
submitted to the Sponsor and when the revised Airport Layout Plan has been approved by the
FAA or when the construction work has terminated. The "Record Drawings" and Construction
Report shall be submitted within a period of 90 days from end of construction period. This
Amendment shall be considered concurrent with completion of audit.

Ifwork is abandoned, or terminated, after obtaining approval by the Sponsor and the FAA of the

pavement investigations, topographic surveys, and hydrological studies, or other studies as
listed under PART C.

PART D - ASSURANCES
VII. Civil Rights Act of 1964, Title VI, 49 CFR Part 21. During the performance ofthis contract,
the Engineer, for itself, its assignees and successors in interest agrees as follows:
1. Compliance with Regulations. The Engineer shall comply with the Regulations
relative to nondiscrimination in Federally assisted programs of the Department of Transportation
(hereinafter, "DOT") Title 49, Code of Federal Regulations, Part 21, as they may be amended
for time to time (hereinafter referred to as the Regulations), which are herein incorporated by
reference and made a part of this contract.
2. Nondiscrimination. The Engineer, with regard to the work performed by it during the
contract, shall not discriminate on the grounds of race, color, or national origin in the selection
and retention of lower tier Subcontractors, including procurement of materials and leases of
equipment. The Engineer shall not participate either directly or indirectly in the discrimination
prohibited by section 21.5 of the Regulations, including employment practices when the contract
covers a program set forth in Appendix B of the Regulations.
3. Solicitations for Subcontracts, Including Procurement of Materials and
Equipment. In all solicitations either by competitive bidding or negotiation made by the
Engineer for work to be performed under a subcontract, including procurement of materials or
leases of equipment, each potential lower tier Subcontractor or supplier shall be notified by the
Engineer of the Engineer's obligations under this contract and the Regulations relative to
nondiscrimination on the grounds of race, color, or national origin.
4. Information and Reports. The Engineer shall provide all information and reports
required by the Regulations or directives issued pursuant thereto and shall permit access to its
books, records, accounts, other sources of information, and its facilities as may be determined by
the Sponsor or the Federal Aviation Administration (FAA) to be pertinent to ascertain
compliance with such Regulations, orders, and instructions. Where any information required of
an Engineer is in the exclusive possession of another who fails or refuses to furnish this
information, the Engineer shall so certify to the Sponsor or the FAA, as appropriate, and shall
set forth what efforts it has made to obtain the information.
5. Sanctions for Noncompliance. In the event of the Engineer's noncompliance with the
nondiscrimination provisions of this contract, the Sponsor shall impose such contract sanctions
as it or the FAA may determine to be appropriate, including, but not limited to:
a Withholding of payments to the Engineer under the contract until the Engineer
complies, and/or
b. cancellation, termination, or suspension of the contract, in whole or in part.

6. Incorporation of Provisions. The Engineer shall include the provisions of paragraphs 1
through 5 in every subcontract, including procurement of materials and leases of equipment,
unless exempt by the Regulations or directives issued pursuant thereto. The Engineer shall take
such action with respect to any subcontract or procurement as the Sponsor or the FAA may
direct as a means of enforcing such provisions including sanctions for noncompliance.
Provided, however, that in the event the Engineer becomes involved in, or is threatened with,
litigation with a lower tier Subcontractor or supplier as a result of such direction, the Engineer
may request the Sponsor to enter into such litigation to protect the interests of the Sponsor and,
in addition, the Engineer may request the United States to enter into such litigation to protect the
interests of the United States.
VIII. General Civil Rights Provisions, Airport and Airways Improvement Act of 1982, Section
520. The Engineer assures that it will comply with pertinent statutes, Executive orders and such
rules as are promulgated to assure that no person shall, on the grounds of race, creed, color,
national origin, sex, age, or handicap be excluded from participating in any activity conducted
with or benefiting from Federal assistance. This provision obligates the Engineer or its
transferee for the period during which Federal assistance is extended to the Airport for a
program, except where Federal assistance is to provide, or is in the form of personal property or
real property or interest therein or structures or improvements thereon. In these cases the
provision obligates the party or any transferee for the longer of the following periods: (a) the
period during which the property is used by the airport Sponsor or any transferee for a purpose
for which Federal assistance is extended, or for another purpose involving the provision of
similar services or benefits or (b) the period during which the airport Sponsor or any transferee
retains ownership or possession ofthe property. In the case of Engineer, this provision binds the
Engineer from the bid solicitation period through the completion of the contract.
IX. Inspection of Records, 49 CFR Part 18. The Engineer shall maintain an acceptable cost
accounting system. The Sponsor, the FAA, and the Comptroller General of the United States
shall have access to any books, documents, papers, and records of the Engineer which are
directly pertinent to the specific contract for the purposes of making an audit, examination,
excerpts, and transcriptions. The Engineer shall maintain all required records for three years
after the Sponsor makes final payment and all other pending matters are closed.
X. Rights to Inventions, 49 CFR Part 18. All rights to inventions and materials generated under
this contract are subject to regulations issued by the FAA and the Sponsor and Sponsor of the
Federal grant under which this contract is executed. Information regarding these rights is
available from the FAA and the Sponsor.
XI. Breach of Contract Items, 49 CFR Part 18. Any violation or breach of the terms of this
contract on the part of the Engineer may result in the suspension or termination of this contract
or such other action which may be necessary to enforce the rights of the parties of this
agreement.

XII. Disadvantaged Business Enterprises (DBE), 49 CFR Part 23. It is the policy of the
Department of Transportation that disadvantaged business enterprise as defined in 49 CFR Part
23 shall have the maximum opportunity to participate in the performance of contracts financed
in whole or in part with Federal funds under this agreement. Consequently, the DBE
requirements of 49 CFR Part 23 applies to this agreement.
DBE Obligation. The recipient or its Sponsor and Engineer agrees to ensure that disadvantaged
business enterprises as defined in 49 CFR Part 23 have the maximum opportunity to participate
in the performance of contracts financed in whole or in part with Federal funds provided under
this agreement. In this regard all recipients or Sponsors and Engineers shall take all necessary
and reasonable steps in accordance with 49 CFR Part 23 to ensure that disadvantaged business
enterprises have the maximum opportunity to compete for and perform contracts. Recipients
and their Sponsors and Engineers shall not discriminate on the basis of race, color, national
origin, or sex in the award and performance of DOT -assisted contracts.
XIII. Trade Restriction Clause, 49 CFR Part 30. The Engineer, by submission of an offer and/or
execution of a subcontract, certifies that it:
a. is not owned or controlled by one or more citizens of a foreign country included
in the list of countries that discriminate against U.S. firms published by the Office of the United
States Trade Representative (USTR);
b. has not knowingly entered into any contract or subcontract for this project with a
person that is a citizen or national of a foreign country on said list, or is owned or controlled
directly or indirectly by one or more citizens or nationals of a foreign country on said list;
c. has not procured any product nor subcontracted for the supply of any product for
use on the project that is produced in a foreign county on said list.
Unless the restrictions of this clause are waived by the Secretary of Transportation in accordance
with 49 CFR 30.17, no contract shall be awarded to an Engineer who is unable to certify to the
above. If the Engineer knowingly procures or subcontracts for the supply of any product or
service of a foreign country on said list for use on the project, the Federal Aviation
Administration may direct through the Sponsor cancellation of the contract at no cost to the
Government or the Sponsor.
Further, the Engineer agrees that, if awarded a contract resulting from this solicitation, it will
incorporate this provision for certification without modification in each contract and in all lower
tier subcontracts. The Engineer may rely on the certification of a prospective lower tier
Subcontractor unless it has knowledge that the certification is erroneous.
The Engineer shall provide immediate written notice to the Sponsor if the Engineer learns that
its certification or that of a lower tier Subcontractor was erroneous when submitted or has
become erroneous by reason of changed circumstances. The Engineer agrees to provide written
notice if at any time it learns that its certification was erroneous by reason of changed
circumstances.

This certification is a material representation of fact upon which reliance was placed when
making the award. If it is later determined that the Engineer knowingly rendered an erroneous
certification, the Federal Aviation Administration may direct through the Sponsor cancellation
of the contract or subcontract for default at no cost to the Government or the Sponsor.
Nothing contained in the foregoing shall be constructed to require establishment of a system of
records in order to render, in good faith, the certification required by this provision. The
knowledge and information of an Engineer is not required to exceed that which is normally
possessed by a prudent person in the ordinary course of business dealings.
This certification concerns a matter within the jurisdiction of an agency of the United States of
America and the making of a false, fictitious, or fraudulent certification may render the maker
subject to prosecution under Title 18, United States Code, Section 1001.
XIV. Termination of Contract, 49 CFR Part 18.
I. The Sponsor may, by written notice, terminate this contract in whole or in part at any
time, either for the Sponsor convenience or because of failure to fulfill the contract obligations.
Upon receipt of such notice services shall be immediately discontinued (unless the notice directs
otherwise) and all materials as may have been accumulated in performing this contract, whether
completed or in progress, delivered to the Sponsor.
2. If the termination is for the convenience of the Engineer an equitable adjustment in the
contract price shall be made, but no amount shall be allowed for anticipated profit on
unperformed services.
3. If the termination is due to failure to fulfill the Engineer's obligations, the Sponsor may
take over the work and prosecute the same to completion by contract or otherwise. In such case,
the Engineer shall be liable to the Sponsor for any additional cost occasioned to the Sponsor
thereby.
4. If, after notice of termination for failure to fulfill contract obligations, it is determined
that the contractor had not so failed, the termination shall be deemed to have been effected for
the convenience of the Sponsor. In such event, adjustment in the contract price shall be made as
provided in paragraph 2 of this clause.
5. The rights and remedies of the Sponsor provided in this clause are in addition to any
other rights and remedies provided by law or under this contract.
xv. Certification Regarding Debarment, Suspension, Ineligibility, and Voluntary Exclusion,
49 CFR Part 29.
The Engineer certifies, by submission of this proposal or acceptance of this contract, that neither
it nor its principals is presently debarred, suspended, proposed for debarment, declared
ineligible, or voluntarily excluded from participation in this transaction by any Federal
department or agency. It further agrees by submitting this proposal that it will include this

clause without modification in all lower tier transactions, solicitations, proposals, contracts and
subcontracts. Where the Engineer or any lower tier participant is unable to certify to this
statement, it shall attach an explanation to this solicitation/proposal.
All other terms and conditions of the original contract shall remain in effect.

SCOPE OF WORK
FOR
EAGLE COUNTY REGIONAL AIRPORT
Acquire ARFF Vehicle and Snow Removal Equipment (Broom)
SCOPE OF WORK
This project consists of preparing contract documents and technical specifications for acquisition
of an Index "B" Aircraft Rescue and Fire Fighting vehicle and auxiliary equipment. The
engineering fees will be broken into two parts, Part A-Basic Services: 1) Design Phase, and 2)
Bidding and Construction Administration Phase. Part A and the various phases are described
in more detail below. Based on the five year Capital Improvement Program, the sponsor has
estimated the equipment cost at approximately $1,215,000.
PART A - BASIC SERVICES
1.0 Preliminarv Desif!n Phase
1.1 Preliminary meetings with the Sponsor and FAA. Conduct a pre-design meeting with
the Sponsor and FAA. Agenda for the meeting will include discussion regarding the
administrative issues (DBE goals, grant application, engineering contract and fees, etc.) to
determine the Scope of the project, and the Engineer's tasks, and establish a tentative schedule
for completing the design phase and bidding phase of the project.
1.2 Prepare Scope of Work and Engineering Fees. This task involves preparing the
Scope of Work and engineering fees, and negotiations for the fees. The Scope of Work will be
based on the information exchanged during the Pre-design Meeting. The Scope will be prepared
and submitted to the Sponsor and FAA for approval. After receiving the approval for the Scope
the proposed engineering fees can be prepared and submitted to the Sponsor.
1.3 Prepare Application For Federal Assistance. The engineer will compile the federal
grant application including the 424 form (Parts A, B and C), the program narrative, estimated
cost for purchase of the equipment, administrative expenses, and engineering fees, lobby
certification, and sponsor's certifications regarding preparation of specifications.
1.4 Update Exhibit "A" Property Map. The engineer will utilize the existing Exhibit "A"
property map prepared by Barnard Dunkelburg & Company.

1.5 Prepare Disadvantaged Business Enterprise (DOE) Program. Update the annual
Disadvantage Business Enterprise goals to reflect the current project. Research current certified
DBE listings and area contractor/manufacturers to determine the availability or-potential DBE
contractors. Prepare preliminary estimate and establish the potential DBE work items. Finalize
the DBE goal work sheets for the Sponsor and submit for approval.
2.0 Preliminary Desilm Phase
2.1 Prepare Preliminary Contract Documents. The Engineer will prepare the contract
documents, to cover the advertisement for bids, instruction to bidders, contract requirements for
purchase of equipment, bid guarantee and bonds, and FAA General Provision for equipment
acquisition. The preliminary contract documents will be submitted to the Sponsor as soon as
possible, for review and approval by the airport attorney. The contract documents will be
reviewed by the Project Manager prior to being submitted to the Sponsor.
2.2 Prepare Preliminary Technical Specifications. The Engineer will prepare the technical
specifications for the acquisition of the ARFF vehicle including auxiliary equipment and the
Snow Removal Equipment (Broom). The FAA standard specifications will be utilized as a basis
and modified as necessary to meet the equipment required to meet the Airport's needs and as
permitted by the FAA. The Engineer will edit the specifications to meet the Sponsor's
requirements for the equipment that will be acquired. If necessary, the Engineer will consult
with equipment manufacturer's to ascertain the proper terminology and best construction
practices currently being utilized for equipment manufacturing. The technical specifications will
be reviewed by the to assure compliance with FAA and Sponsor's requirements before being
submitted.
Specifications to cover auxiliary equipment will be prepared when the desired equipment is not
addressed by the standard specifications. During the preparation of the specifications the
Engineer will communicate with the Sponsor and FAA on a regular basis to assure the Sponsor's
requirements are incorporated. If necessary, non-FAA specifications will be prepared to cover
items that are not addressed by the FAA. The technical specifications will be written to ensure
that the equipment is non-proprietary in nature.
2.3 Prepare Preliminary Special Provisions. Special provisions to the contract documents
will be prepared to support and supplement the contract documents and the FAA's General
Provisions. Special provisions will address issues that are important to the bidder (i.e. insurance,
liquidated damages, delivery schedule, etc.) but not covered by the standard FAA General
Provisions. Proposed Special Provisions will be submitted to the Sponsor for the attorney's
review prior to the project's final review.
2.4 Conduct Review at 95% Complete. Following preparation of the contract documents,
special provisions, and technical specifications, the Project Manager and Project Engineer will
review the project with the Sponsor and the FAA. The Engineer will submit the final documents
for review and approval, and will schedule a meeting with the Sponsor if required.

2.5 Prepare Estimate of Probable Costs. The Engineer will research the various vehicle
manufacturers and determine the approximate, or budgetary, purchase cost for the equipment.
Preparation of the probable costs will include review and adjustments to the administrative
expenses and engineering fees as necessary.
2.6 Prepare Design Engineer's Report. The Engineer will prepare a design report to
discuss the various phases of the design process. The report will include the summary of the
project, narrative regarding the FAA selection criteria for the equipment type, schedule for the
completion of the design, bidding and estimated manufacturing time of the equipment, a
description of the work, estimated purchase cost and engineering fees, and administrative
expenses. The Engineer's Report will be review and approved by the Principal or General
Manager prior to submittal to the FAA or Sponsor. One copy of the Engineer's Report will be
submitted to the FAA and one copy submitted the Sponsor.
2.7 Prepare Certification of Engineering. An Engineering Letter of Certification will be
prepared which discusses the modifications to the FAA standard necessary for the project. The
Certification will be submitted to the Sponsor for acceptance. One signed copy will be
forwarded to the FAA along with final contract documents, specifications, and engineer's report.
The Airport will retain one signed copy of the Letter and one copy will be retained in the
Engineer's files.
2.8 Prepare and Submit Final Contract Documents and Technical Specifications. A
final copy the contract documents, special provisions, and technical specifications will be
prepared which incorporates all revisions, modification, and corrections determined during the
Sponsor's and FAA's review. Two copies of the final documents and specifications will be
submitted to the FAA and two copies submitted to the Sponsor. In conjunction with the final
contract documents, specifications, and reports, the Project Manager will be required to review
the administrative and accounting systems for the project.
2.9 Prepare Advertisement for Bids. The Engineer will assist the Sponsor in determining
the required advertisement dates and bidding date. The Engineer will submit notification, on
behalf of the Sponsor, to the local newspaper and other selected publications of the pending
project. Copies of the Invitation for Bids will be sent to select manufactures that have indicated
an interest in the project.
3.0 Biddine: Phase
3.1 Provide Documents to Bidders. Ten (10) copies of the final documents and
specifications will be printed for distribution to prospective bidders. The project contract
documents and technical specifications will be bound together with the proposal, and other
documents that need to be completed by the manufacturer and returned as part of the bid, clearly
identified. Invitations for bids will be mailed to selected firms to assure they are aware of the
pending project.

Upon request from the manufactured the project contract documents will be mailed to
prospective bidder.
The Engineer will not conduct a Pre-Bid Meeting for this project.
3.2 Addenda. Conditions that have not been covered by the contract documents and
specifications that may affect the bid will be covered by addendum. The Engineer shall address
manufacturer's questions, or concerns, to determine if conditions or situations indicated during
the bidding period will be considered for inclusion in an addendum. Any necessary addenda will
be reviewed with the FAA and Sponsor's representative prior to issuing. Addenda will be made
available to the planho1ders either through mail or via facsimile transmission.
3.3 Bid Opening. The Engineer will attend and assist with a bid opening at the Sponsor's
location. The Engineer will not be responsible for delivering any proposals.
3.4 Analyze Proposals. The Engineer will review all the bid proposals submitted. An
analysis of the bid prices, exceptions taken to the specifications, and manufacturer's qualification
for the work will be completed. Any exceptions noted will be evaluated and determined if the
exception is acceptable or will adversely affect the performance of the equipment or personnel.
3.5 Recommendation of Award. The Engineer will prepare Recommendation of Award to
the Sponsor to accept, or reject, the bids as submitted. Ifrejection is recommended, the Engineer
will supply an explanation for their recommendation and possible alternative actions the Sponsor
can pursue to complete the project.
4.0 Construction Administration Phase.
This item accounts for the Engineer's efforts during the manufacture period for the equipment.
4.1 Prepare Contracts. The Engineer will prepare the Notice of Award, Notice to Proceed
and Contract Agreements for the Sponsor's approval and signatures. Six copies of the contract
agreement to purchase equipment will be submitted to the successful manufacturer for signatures.
The manufacturer will be required to sign and return, to the Sponsor, the contract agreement and
the associated performance bond within the specified time. Two (2) copies of the contract
documents and technical specifications will be submitted to the successful contractor for use
during manufacturing. The Sponsor, Engineer, and FAA will utilize four copies during the
performance of the project.
4.2 Review Submittals from Manufacturer. Office personnel will be required to review
any material documentation submitted by the manufacturer. The documents will be presented to
the Sponsor's representative for concurrence in approval, if necessary.
4.3 Equipment Inspection. The Project Engineer, along with the Sponsor and FAA, will
conduct the acceptance inspection of the equipment when delivered. The Engineer and
Sponsor's representative will assure the Manufacturer has supplied all the equipment contained
in the contract documents (as covered by the contract agreement for purchase) and identify any

missing, defective, inoperable, or altered equipment or accessories. The Engineer will prepare a
list of missing or defective equipment or components that are required to be supplied or repaired,
by the Manufacturer, prior to final payment.
4.4 Request for Reimbursement. The Engineer will prepare the initial Request for
Reimbursement based on the approved engineering fees and administrative expenses incurred.
Supplemental requests for Reimbursement will be prepared based on the manufacturer's invoice
for the delivered equipment, administrative expenses incurred, and engineering fees, and will
submit the Request for Reimbursement to the Sponsor for signatures, then submit copies to the
FAA for processing. The Manufacturer will receive 90 percent of the purchase price of the
equipment at the time of delivery, based on the Bill of Lading submitted with the equipment
delivery. After final acceptance of the equipment and all auxiliary equipment, the Engineer will
prepare the Request for Reimbursement for the remaining ten percent of the purchase price. The
final Request for Reimbursement will be prepared and submitted for signatures, and processing
when the final Construction Report is completed.
4.5 Final Construction Report. The Engineer will prepare the final construction report after
the delivery and acceptance of the equipment. The Construction Report will indicate any
modifications made by the Manufacturer during the manufacturing of the equipment. Clerical
staff will complete the typing for the Construction Report. Clerical staff will prepare the Require
Project Closeout statements. The Construction Report will be reviewed by the Project Manager
and General Manager prior to submitting to the Sponsor. Two copies of the Construction Report
will be submitted to the Sponsor and one copy submitted to the FAA. In conjunction with
completing the Construction Report, the Engineer will prepare the final engineering invoice,
administrative expenses and other miscellaneous costs associated with the project and submit the
final Request for Reimbursement.

SCOPE OF WORK
FOR
EAGLE COUNTY REGIONAL AIRPORT
This project will consist of preparing construction plans, contract documents and technical
specifications, along with bidding and construction administration, and construction observation
for the work described below.
DESCRIPTION:
Rehabilitate Concrete Apron
This project will consist of reconstructing a portion of the concrete apron adjacent to Taxiway
A2. The existing apron is constructed of concrete and is showing signs of failure due to the
possible failure of the underlying storm drain system in this area. This failure can also be
attributed to the pavement section being less than what is required for the type of aircraft that
utilize this area. The design will include topographic survey, geotechnical investigation, removal
of the underlying sub grade and base course material, storm sewer replacement and construction
of a new pavement section.
The engineering fees will be broken into two parts, Part A-Basic Services; 1) Preliminary
Phase, 2) Design Phase, 3) Bidding Phase, and Part B-Specia1 Services; 4) Construction
Administration Phase, 5) Pre-Construction Phase, 6) Construction Coordination, or field
Engineering, and 7) Post Construction Phase. Actual topographical surveying, and
geotechnical or pavement investigation and testing, necessary for design phase of the project is
covered under Part B - Special Services. Parts A and B and the seven phases are described in
more detail below. Based on the Engineer's preliminary cost estimate, the construction cost is
estimated at $145,000.
PART A - BASIC SERVICES
1.0 Preliminary Desil!ll Phase
1.1 Preliminary meetings with the Sponsor and FAA. Meeting with the sponsor to
determine critical dates, the feasibility of the proposed work, and to establish the need for
topographical surveying and subgrade testing. Various meetings during the design phase will
also be conducted to review the progress of the design and discuss construction details, proposed
time frame of the construction, and special requirements of the project.
1.2 Prepare Project Scope of Work and Contract. This includes establishing the scope of
work through meeting with the Sponsor and the FAA. This also includes drafting the contract for
work to be done by the Engineer for the Sponsor.
1.3 Coordinate Topographical Surveying. This task includes preparing the requirements, the
limits of work and time schedule for the topographical surveying. The Scope will be prepared
and submitted to the subconsultant for determining the proposed fees. Negotiating with the

surveyor to determine the cost ofthis work is included in this item.
1.4 Coordinate Pavement and Soil Testing. Preparing requirements for the pavement and soil
testing, establishing the ,limits of the work area, and scheduling time for testing to be completed
are part of this item. Field-testing will consist of both coring and visual inspection of the
existing aircraft apron. This testing will be done to verify' the condition of the existing sub grade.
Negotiating with the geotechnical firm for a cost for the work and for providing the project
engineer on-site during the testing procedures is included in this item.
1.5 Prepare Disadvantaged Business Enterprise (DBE) Program. Update the annual
Disadvantage Business Enterprise goals to reflect the current project. Research the current state
highway certified DBE listings and area contractors to determine the availability of potential
DBE contractors. Prepare preliminary construction estimates and establish the potential DBE
work items. Finalize the DBE goal work sheets for the Sponsor for submittal to the FAA Civil
Rights Office for approval.
1.6 Prepare Federal Grant Application. This task consists of preparing the federal grant
application. The Application may be prepared after the project design has been completed and
the bids accepted or the FAA may require the Application to be completed early during the
design phase. Preparation ofthe Application will include the following:

~ Prepare Program Narrative, discussing the Purpose and Need of the work and the Method of
Accomplishment
~ Prepare Preliminary Estimate
~ Prepare the Sponsors Certification (Attachments 1,2,3,4, and 5)
~ Attach the current Grant Assurances (check with FAA for current copy)
The Engineer will submit the Application to the Sponsor for approval and signatures. After
obtaining the necessary signatures, the Engineer will forward at least three copies of the signed
Application to the FAA for further processing.
1.7 Prepare Environmental Checklist. In conjunction with preparation of the FAA Grant
Application the Engineer will complete the Environmental Checklist. The Checklist addresses
how the project affects the environmental aspects as defined under federal guidelines for
environmental assessments. After completing the Checklist and providing documentation for
each response, the Checklist will be submitted to the Sponsor for approval and signatures.
1.8 Update and Modify Exhibit "A" Property Map. It is anticipated that there will not be any
updates on this project. One copy of the Exhibit "A" will be submitted with each copy of the
grant application.

2.0 Desilm Phase
2.1 Prepare Preliminary Contract Documents. The Engineer will prepare the preliminary
contract documents including invitation for bids, instruction to bidders, proposal, equal
employment opportunity clauses, construction contract agreement, performance bond, payment
bond, and general provisions. Preparation will include establishing the location for the bid
opening, dates for advertisement, and description of the work schedule. Preliminary contract
documents will be prepared as early as possible during the design phase and submitted to the
Sponsor for review by the Sponsor's attorney.
2.2 Analyze Subgrade Data - after receiving the subsurface testing report from the
geotechnical firm, the Engineer will analyze the data, consisting of the following tasks;
~ Review geotechnical recommendations
~ Determine appropriate data for pavement design.
~ Input data for computer modeling with topographical survey data
~ Prepare pavement data and soil information for incorporation on plan sheets
2.3 Analyze Topographic Survey Data - This work includes analyzing the topographical
surveying data and preparing the data for use with computer modeling. Included are the
following separate tasks:
~ Input raw survey data into the computer program in order to sort data into company standard
layers for efficient analyzing
~ Verify survey data from previous project with latest field survey
~ Sort all data points by layers and description for computer modeling
~ Verify surveyor horizontal and vertical control
~ Prepare Triangulated Integrated Network (surface model) of existing ground contours,
pavement edges, roadways, electrical equipment, drainage features, buildings, fences and
other miscellaneous entities
~ Generate three-dimensional contour model from TIN.
~ Prepare and process data for pavement profiles, paving cross sections, and drainage features
2.4 Prepare Preliminary Plans. Preliminary plans will be prepared depicting the aircraft
parking apron, existing airfield lights, taxiway guidance signs, navigational aid equipment,
electrical ducts, and storm drainage inlets and culverts within the project work area. The
following list of drawings will be used as a guideline. Additional drawings may be added during
the design phase if required.

2.5 Prepare Preliminary Technical Specifications. The Engineer will assemble the

2.7. Prepare FAA Pavement Design Report. This task will consist of calculating the
pavement section and submitting the design report to the FAA for approval. Pavement strength
will be calculated in accordance with the FAA Advisory Circular 150/5320-6D, Airport
Pavement Design and Evaluation. The following effort will be completed under this task:
)> Calculate aircraft fleet mix and determine critical design aircraft (include forecast operations)
)> Calculate ground vehicle traffic usage (ADT, # of heavy trucks) for apron.
)> Determine applicable design program (F805-FAA, R806-FAA, AASHTO, FAA-LED).
)> Establish the frost protection method/review historic frost design.
)> Evaluate interim and ultimate pavement strength (<60K; >60K; >1 OOK).
)> Select subbase and base course material; granular (<lOOK) or stabilized (>1 OOK).
)> Calculate various pavement sections for asphalt and concrete pavements for the apron.
)> Calculate sub excavation or undercutting sub grade for stabilization if necessary
)> Review proposed pavement analysis ~ith FAA Engineer.
)> Prepare pavement design report to describe the design procedure, historic design, and
justification for the FAA and Sponsor.

)> Submit six copies of the pavement design form to the FAA. Upon approval, four copies will
be returned, and distributed, or filed, as necessary.
2.8 Compile/submit Permits. During the course of the design phase, the Engineer will
determine if Fugitive Dust Permit, Storm Water Management Construction Permit, or
special use permit will be required. The Engineer will prepare the Application and Notice
for Fugitive Dust Emission Permit, if required, and submit to the Sponsor for approval
and signature.

2.9 Calculate Estimated Quantities. The Engineer will calculate all necessary quantities for
the various work items. Quantities will be consistent with the specifications and acceptable
quantity calculation practices.
2.10 Prepare Estimate of Probable Construction Cost. Using the final quantities calculated
following the completion of the plans and specifications, the Engineer will prepare the
construction cost estimate. The estimate will be based on information obtained from previous
projects, contractors, material suppliers, and other databases available.
2.11 Prepare Design Engineer's Report. During the preparation of the preliminary plans and
specifications, a design report will be prepared. The report will include the summary of the
project, pavement and electrical design, schedule for the completion of the design, bidding and
construction of the work, and a detailed description of the work. The report will also contain any
alternative design concepts that were investigated and evaluated. A construction operation plan
will be included as well as an engineer's cost estimate.
2.12 Coordinate Phases for Construction. This task involves dividing the construction work
into phases to assure minimum disruption of the airport and aircraft operations. Phasing on this
project will include apron closures to rehabilitate the apron. This item will also identify any
nighttime work, continuous working times, or other unusual conditions that could affect the
contractor's normal progress of the work.
2.13 On-Site Plans Review at 95% Complete. Following the completion of the plans and
specifications, the Engineer will submit a set of drawings and specifications to the Sponsor for
their review. A meeting will be scheduled to make a final inspection of the project. The project
will be reviewed with the FAA to obtain their concurrence with the design.
2.14 Prepare Certification of Engineering and Modification of Standards. An Engineering
Letter of Certification will be prepared which discusses the modifications to the FAA standards
necessary for the project. The Certification will be submitted to the Sponsor for acceptance.
Signed copies will be forwarded to the FAA along with final plans, contract documents,
specifications and Engineer's Report.
2.15 Prepare and Submit Final Plans and Specifications. A final set of plans, specifications
and contract documents will be prepared which incorporates all revisions, modifications and
corrections determined during the sponsor review and the plans-in-hand site visit.
2.16 Prepare Advertisement for Bids. Required advertisement dates, and bidding dates will
be established. Engineer will submit notification, on behalf of the Sponsor, to the local
and selected publications of the pending project.

3.0 Biddin2 Phase
3.1. Advertise for Bids. Approximately 20 copies of the final plans and specifications will
be printed for distribution to prospective contractors. Invitations for bids will be mailed to
selected firms to assure local contractors, DBE firms, and material suppliers are aware of the
pending project. The applicable requirements under the current Natrona County Airport DBE
Program shall be adhered to in the solicitation.
3.2 Prepare/Conduct Pre-Bid Meeting. The Project Manager and Project Engineer will attend
and conduct the Pre-Bid Meeting with potential contractors and the Sponsor to review the project
and answer questions. The meeting will be conducted at the airport and will include a site
inspection.
3.3 Prepare Addenda. Any necessary addenda will be issued to clarify and modify the project as
required by the Sponsor or the FAA. Addenda will be made available to the planho1ders either
through mail, hand delivering or via facsimile transmission.
3.4 Consult with Prospective Bidders. During the bidding process, the Engineer will be
available to clarify bidding issues with contractors and suppliers, and for consultation with the
various entities associated with the project. This item also includes contacting bidders to
generate interest in the project.
3.5 Conduct Bid Opening. The Engineer will attend and assist with a bid opening at the
Sponsor's location.
3.6 Review Bid Proposals. The Engineer will review all the bid proposals submitted. An
analysis of the bid prices, DBE participation, and contractor's qualification for the work will be
completed.
3.7 Prepare Recommendation of Award. The Engineer will prepare a recommendation of
award for the Sponsor to accept or reject the bids as submitted. If rejection is recommended, the
Engineer will supply an explanation for their recommendation and possible alternative actions
the Sponsor can pursue to complete the project.
