Program Summary:
The Early Childhood Coaching and Consultation Program works with licensed
childcare centers and the families served by those centers to provide assessment,
coaching and consultation in the areas of:
> learning environments > parenting skills
> social-emotional development > child health needs
> access to child and family services via a variety of other funding
Children: Individual learning needs of children are determined through assessment of
strengths and areas for development. Children struggling with home issues, such as new
siblings, or the development of friendships or self-control at school receive help within
the classroom. Children in need of early intervention are identified and their families
assisted to access services in the community.
Parents: Home and school life is coordinated. Parents develop an understanding of
usual child development and have the opportunity to acquire skills to support their child's
mastery of learning. Parents are involved in the child's experiences in childcare and gain
an appreciation of the benefits of transition activities between home and school. Parent
workshops explore issues identified by families.
Child Care Programs: Early childhood, mental health, public health and other early
childhood specialists work in partnership with staff and parents to assess learning needs
and opportunities. Coaching occurs in the classroom and in parent meetings.

PART II. APPLICATION FOR PROGRAM FUNDING
As a designated United Way of Eagle River Valley Agency, you are eligible to apply for
funding from Campaign 2004. The United Way funds specific programs rather than
general agency operations, with priority given to programs that address community issues
including alcohol and substance abuse, suicide and depression, and parenting. Please use
the space below to tell us about the program and clients for which you are seeking
funding. Be as specific as possible.
After all applications are received, teams of community members serving as the
Allocations Committee will meet with United Way member agencies to review funding
requests and learn more about your proposed program.
1. Program Description:
A recent Colorado study indicated that one in six children under the age of five
demonstrates behavior that is disruptive in the preschool classroom. The Coaching and
Consultation program is directed towards improving social-emotional learning
environments and relationships for children under the age of five as a preventative
effort. It provides early identification of more significant child and family issues and
facilitates access to individual services. The program is in response to identified early
childhood program development needs and issues. By taking coaching and consultation
to the classroom, staff has easy access to information, observation of role models, and
opportunities for individualized attention. The program invests in both parents and staff
to support children in their social and emotional development.
Eagle County HHS administers the program and contracts with Colorado West Mental
Health Center for professional services. Agreements with participating early childhood
programs are designed around the needs and strengths of each early childhood program.
2. Service Population
In the 2003-04 school year, the program will serve 545 children enrolled in nine early
childhood programs in Eagle County. Parenting workshops provide parents an
opportunity to gain understanding of their child's needs and develop skills in parenting -
150 families have participated in these workshops during the first half of the year.

4. Program Staffing
The Coaching and Consultation team includes six mental health and early childhood
professionals, with special training for this project. HHS health consultation, service
coordination, administration is provided without cost to the program.
5. Program Budget
The budget for the 2003-04 School Year is $ 62,533. The program budget for the 2004-
05 school year is not finalized at this point. Two additional child care centers have
expressed interest in participating in this program.
The United Way request of $ 2000 is 3°l0 of the $62,533 budget. Dollars are not allocated
to individual childcare programs, but the estimated hours to complete work at each
program are noted in the budget
6. Program Effectiveness
Effectiveness is measured through use of classroom learning environment scales and
parent -teacher social-emotional development instruments. The numbers of children
identified for special services is also tracked. Participating programs evaluate the
program and recommend changes to make it more effective.
7. Funding Partners
The Coaching and Consultation Program Funding for the 2003-4 includes:
United Way $ 1,500; Darnels Fund $ 29,790; Eagle County School District $ 4,240;
Eagle Valley Family Center $3,800; RRR Child Care Pilot $ 250; Eagle County HHS
$27,068. Community funding for Coaching and Consultation demonstrates the need and
support for the program to other major fenders and allows the program to be responsive
to changing community and family needs
PART III. OVERVIEW of LAST YEAR'S PROGRAM
Over 500 children under the age of five enrolled in nine early childhood programs were
strengthened in their socio-emotional skills. One hundred and fifty families acquired
information on child development and developed skills in fostering positive learning
environments at home. An estimated 90 early childhood providers gained an
understanding of the importance of relationships to learning and school readiness. The
community system of early childhood services was strengthened by a shared approach to
quality services and collaborative efforts to maximize quality improvement strategies.
Program Goals were met.
United Way funding would be part of a comprehensive base of funding for the Early
Childhood Coaching and Consultation Program.
