C'. c~ ~ ~ Eagle County Comprehensive Tobacco Use Prevention Program Intent to Apply for Competitive RFA FY 2004-2005 Overview and Plan Tobacco use is the leading preventable cause of death in the United States and Colorado. Approximately 4,600 Colorado adults die each year from tobacco related diseases. Less than twenty percent of Colorado adults smoke, with the highest rates among young adults aged 18 to 24 years. Although still too large of a number, it has decreased since community-based tobacco use: prevention programs were implemented in Colorado. Preventing tobacco use among youth still remains a major focus of tobacco control efforts because tobacco use and subsequent addiction take root in adolescence. Among adults in the United States who have ever smoked daily, 82 percent tried their first cigarette before 18 yeazs age. Each yeaz in Colorado, 10,800 youth under 18 years of age become daily smokers. At thi, rate, 96,000 Colorado youth alive today will die an early, preventable death because of a decisi~ made as a child. Unfortunately, neazly one in four Colorado high school students has used tobacco or is smoking during their senior year(s) in high school. Secondhand smoke at work and at home also continues to be a substantial problem. One study found that neazly 88 percent of children and adult non-smokers had detectable levels of nicotine in their systems, simply because they lived or worked with smokers. Secondhand smoke cause: more than 60,000 deaths each year in our nation, making it the second leading preventable cause of death. Costs attributable to secondhand smoke are estimated to be in excess of $180 million for direct medical expenditures. In addition to the toll of human suffering on smokers and non-smokers, the cost of treating tobacco-related illness is staggering. ~ Colorado spends about $2 billion each year on smoking- attributable duect medical expenditures and productivity costs. Each pack of cigazettes sold in Colorado - 322 million packs each yeaz -costs the state an estimated $7.18 in medical caze and lost productivity. The good news is that tobacco sales, across the country, have decreased since community-based tobacco use prevention programs were implemented. From 2000 to 2003, per capita sales of cigarettes in Colorado decreased by more than 10 percent, translating into more than 18 million packs of cigarettes not smoked and countless tobacco-related illnesses and related health caze costs averted. Highlights of Eagle County's Community Program accomplishments include: • The first large-scale community education event was held last June: Tobacco-Free Eat County Day, sponsored by Eagle County's Health and Human Services Department, encouraged businesses to become smoke-free for a day. The June event also promoted those businesses that were already smoke-free. Educational mailers were also sent to Eagle County residents also promoting the benefits of a smoke-free environment at hon and at work. Local communities continue to express interest in studying the evidence then possibly implementing stronger clean indoor air ordinances to eliminate or reduce SHS exposure. • Public awareness activities to quit smoking and eliminate exposure to secondhand smol have been implemented and thousands of packets of information have been distributed. Calls to the Colorado Quitline and Quitnet increased in 2003. 7-Z7~ C~ • With the assistance of the Eagle River Youth Coalition, compliance with the state tobacco-free schools law continues to improve in several communities across the county. • Several school counselors and other community members were trained in the recommended youth cessation program -Not on Tobacco. One local nonprofit adopted NOT as part of its outdoor education curriculum. • Existing school-based policies were rewritten and strengthened across the county. • Increased tobacco prevention capacity is being developed in youth and adult residents, healthcare providers, media, schools, and other interested citizens with tra~nungs offered in the following topics: assessing for tobacco use, referring to cessation for youth and adults, school policy development, smoke-free businesses. We still have much work to do. Yes 001-2210-0604-0000-1540. PROJECT/CONTRACT DESCRIPTION: Eagle County's Tobacco Use Prevention program has focused on youth tobacco use and promotion of smoke-free environments. Eagle County contracts with Valley Partnership for Drug Prevention for implementation of community activities. Eagle River Youth Coalition is the contractorforyouth cessation and prevention activities in association with the schools and youth serving organizations. The proposal for 2004-05 seeks continuation of these activities. Funds received thru tobacco grants do not require county cash or in-kind match. The application forthe coming state fiscal yearwill be for $30,000. Tobacco use prevention programs are funded through the tobacco industry master settlement. Recommendation: To submit an application for tobacco use prevention activities to the Colorado Department of Public Health & Environment. Motion: To authorize Eagle County Health & Human Services to submit an application for tobacco use prevention activities to the Colorado Department of Public Health & Environment.
