FIRST AMENDMENT TO AGREEMENT FOR WILDFIRE Aa~ARn ASSESSMENT
AND MAPPING SERVICES BETWEEN COUNTY OF EAGLE. STATE OF
COLORADO AND DYNAMAC CORP,~O~RAITON
THIS First Amendment is made and entered into this~'Z~ day of 2003
between the Board of County Commissioners, County of Eagle, State of olorado, (hereinafter
referred to as "County") and Dynamac Corporation (hereinafter referred to as "Dynamac").
County and Dynamac entered into an Agreement dated May 20, 2003 ("Original Agreement")
for the completion of a wildfire hazard assessment and wildfire map of the unincorporated
private land and adjacent public land of Eagle County.
County and Dynamac now desire to extend the wildfire and hazard mapping service to include
the incorporated towns of Eagle County.
In consideration of the terms and conditions of the Original Agreement, the sufficiency of which
is hereby acknowledged, and the additional payment as set forth herein, County and Dynamac
agree that the sections of the Original Agreement identified hereunder shall be amended by the
addition of the following language:
1. Scope of Work.
In addition to the work identified in Article 1(A) of the Original Agreement, Dynamac shall
perform wildfire hazard assessment and mapping of the incorporated lands within Eagle
County which shall include the communities of Gypsum, Eagle, Avon, Vail, Minturn, Red
Cliff, and Basalt. Such additional Scope of Work is more fully set forth in Exhibit "A,"
attached to this Amendment and fully incorporated herein by this reference.
3. Compensation and Payment
In addition to the compensation identified in Article 3(A) of the Original Agreement,
County agrees to pay Dynamac for the wildfire hazard assessment and mapping of the
incorporated lands within Eagle County in accordance with the price quotes set forth in
Exhibit `B," attached to this Amendment and fully incorporated herein by this reference.
Specifically, County shall pay to Dynamac an additional sum not to exceed Forty-Three
Thousand Three Hundred and Thirty-Nine Dollars ($43,339.00) for the wildfire hazard
assessment and mapping of the incorporated lands within Eagle County. The additional
funds set forth in this First Amendment have been budgeted and appropriated by Eagle
County in accordance with the provisions of the Colorado Revised Statutes.
County and Dynamac agree that, except as expressly altered, modified and changed in this First
Amendment, all terms and provisions of the Original Agreement shall remain in full force and
effect, and are hereby ratified and confirmed in all respects as of the date hereof.

If any conflict exists between the provisions of this First Amendment and the Original
Agreement, the provisions of this First Amendment shall control.
This First Amendment shall be binding on the parties hereto, their heirs, executors, successors,
and assigns.

Attachment A
Scope of Work
Wildfire Hazard Assessment and Mapping
For Incorporated Lands of Eagle County, CO
1.) Hazard Assessment and Mapping will be performed on incorporated lands within
Eagle County (the seven communities of Gypsum, Eagle, Avon, Vail, Minturn, Red Cliff,
and Basalt).
2.) The assessment will analyze the border of land 200 meters wide, measuring from the
incorporated boundaries into the interior of each incorporated polygon. In most cases,
the incorporated polygon will have some interior lands that remain unmapped using this
strategy. These unmapped interior incorporated lands will be assumed to have a
structure-to-structure fire model (i.e., a classic wildland-urban interface), and thus are not
appropriate for consideration under this scope of work. Where appropriate, the Dynamac
assessment team will identify the interior incorporated lands that are occluded wildland-
urban interface (i.e., significant stands of vegetation within the incorporated boundary
that may sustain fire inside the community), and will map this important aspect for the
County.
3.) Dynamac will utilize the same assessment and mapping tools and procedures that are
described under Contract Number 03-132-51 for unincorporated lands in the County.
This will involve use of Geographical Information Systems (GIS) to conduct
interpretation of digital orthophoto quarter quadrangles, digitization of fuel polygons,
application of fire behavior fuel models (Anderson Fuel Models 1-13) for each polygon,
and selection of a reasonable set of assessment points for field verification of wildfire
hazard.
4.) Dynamac will not seek to use the volunteer services of Fire Protection District
personnel in Eagle County because they are akeady being used for volunteer assessment
on unincorporated lands (500 hours) under Contract Number 03-132-51. Therefore, this
new task will involve only Dynamac personnel for the assessment and mapping work.
5.) This work can be initiated immediately following the completion of the assessment
and mapping of unincorporated lands in Eagle County, with delivery of the final product
by the end of the year (December 2003). The deliverable product will consist of wildfire
hazard maps for each community and a brief text summary.
6.) The cost estimate for this additional work assignment is included as Attachment B.
