Program Summary:
The Early Childhood Coaching and Consultation Program works with licensed
childcare centers and the families served by those centers to provide assessment,
coaching and consultation in the areas of:
> learning environments > parenting skills
> social-emotional development > child health needs
> access to child and family services via a variety of other funding
Children: Individual learning needs of children are determined through assessment of
strengths and areas for development. Children struggling with home issues, such as new
siblings, or the development of friendships orself-control at school receive help within
the classroom. Children in need of early intervention are identified and their families
assisted to access services in the community.
Parents: Home and school life is coordinated. Parents develop an understanding of
usual child development and have the opportunity to acquire skills to support their child's
mastery of learning. Parents are involved in the child's experiences in childcare and gain
an appreciation of the benefits of transition activities between home and school. Parent
workshops explore issues identified by families.
Child Care Programs: Early childhood, mental health, public health and other early
childhood specialists work in partnership with staff and parents to assess learning needs
and opportunities. Coaching occurs in the classroom and in parent meetings.
Effectiveness is measured through use of classroom learning environment scales and
parent -teacher social-emotional development instruments. The numbers of children
identified for special services is also tracked. Participating programs evaluate the
program and recommend changes to make it more effective.

PART II. APPLICATION FOR PROGRAM FUNDING
1. Describe the program to be funded.
A recent Colorado study indicated that one in six children under the age of five
demonstrates behavior that is disruptive in the preschool classroom. This program is
directed towards improving social-emotional learning environments and relationships
for children under the age of five as a preventative effort. It provides early
identification of more significant child and family issues and facilitates access to
individual services. The program is in response to identified early childhood program
development needs and issues. By taking coaching and consultation to the classroom,
staff has easy access to information, observation of role models, and opportunities for
individualized attention. The program invests in both parents and staff to support children
in their social and emotional development.
Eagle County HHS administers the program and contracts with Colorado West Mental
Health Center for professional services. Agreements with participating early childhood
programs are designed around the needs and strengths of each early childhood program.
2. How many Eagle County residents will you serve in this program? What are the
demographics of these clients? Provide historical data if available, and projections for
the future. Please use an unduplicated headcount -- that is, count each individual or
family only once for each year.
During the 2002 pilot year, five centers, serving 350 children, participated in the
program. In 2003, the program anticipates working with nine early childhood programs
and serving 500 children and their families. (See attached information on 2002)

4. Staffing:
The Coaching and Consultation team includes six mental health and early childhood
professionals, with special training for this project. HHS health consultation, service
coordination, administration is provided without cost to the program.

5. Budget: Attached
The budget for the program from March-December is $72,288. The January-February
2003 program cost (under the first year contract) was $ 7866. The United Way request of
$ 3000 is 4% of the $72,288 budget. United Way dollars will be matched dollar for
dollar with a Daniels Fund grant. Dollars are not allocated to individual childcare
programs, but the estimated hours to complete work at each program is noted in the
budget.
6. Program success:
The Coaching Consultation Program will document success by participation of child care
programs and parents; child retention; child care provider satisfaction as a result of the
program; increased evidence of teamwork in early childhood settings; parent satisfaction
and requests for additional services; improvement in ECERS and DECA scores.
7. Funding Partners:
The Coaching and Consultation Program Funding for 2003 includes: Daniels Fund
$ 30,000 ($10,000 is a challenge grant); Eagle County $ 32,288; Community Grants
$ 10,000. Community Funding, through the $10,000 matching grant from Daniels
represents 28% of the program budget. Without community funding, 140 children and
families would not be served.

Anticipated Outcomes:
Approximately 500 children under the age of five enrolled in nine early childhood
programs will be strengthened in their socio-emotional skills. "A solid base of emotional
security and social competence enables children to participate fully in learning
experiences and form good relationships with teachers and peers...The PreschooUMental
Health partnership presents the opportunity to provide intervention that responds to the
needs of all the children in the center, not just those with identifiable symptoms of
emotional disturbance or those deemed most at risk." 1
Approximately 68% of parents will acquire information on child development and
develop skills in fostering positive learning environments at home. "The preschool is a
logical place for clinicians to reach out and involve parents in their children's
development, and to support them in developing their own coping stratgies."1
An estimated 90 early childhood providers will develop an understanding of the
importance of relationships to learning and school readiness. "Early language
development grows out of a close, emotionally supportive relationship in which children
want to convey their thoughts, ideas, observations and feelings to important others." 1
Participating childcare programs will have objective measures of progress toward quality
of care through Environmental Rating and DECA profiling activities. The community
system of early childhood services is strengthened by a shared approach to quality
services and collaborative efforts to maximize quality improvement strategies.

Michael Gallagher was renamed chairman of the Board of Cc
Commissioners for 2003 on January 14. Elected to a four-ye.
November 2000, he was initially appointed to fill an unexpire
February 1999. He served as Vice Chairman of the Board of
Commissioners In 2001.
In 2003, he also will represent the county on the Eagle Coun
Transportation Authority (ECO), the Roaring Fork Transports
Roaring Fork Transit Agency, Colorado Intermountain Fixed c
Authority and the Partnership for Education.
Prior to his election to the Board of County Commissioners, I
mayor of Minturn for two terms and served as the Minturn cl
for 12 years and Minturn fire chief for nine years. He is a vet
United States Army. His service from 1964-73 Included a toy
Viet Nam.
Commissioner Gallagher is a member of the National Associa
Counties Justice and Public Safety Steering Committee and t
Counties, Inc. (CCI) General Government and Transportatlor
Telecommunications Steering Committees. A Colorado native

Tom Stone was re-elected to the Eagle County Board of Com
November 5, 2002. His terms of office run from the second ~
January, 1999 to the second Tuesday of January, 2007. He v

Commissioner Stone represents Eagle County on the Northw
Council of Governments, Rural Resort Region, Colorado Rivei
Conservation District, Ruedi Reservoir Water and Power AutF
Partnership for Education. He Is also an alternate to the Vail
Chamber and Tourism Bureau board.
