Please summarize your proposed program, including who are the clients to be served,
issues to be addressed and how the effectiveness will be measured.
The population served through the Eagle County Volunteer Center, are all local non-
profit organizations and persons who would like to serve those non - profits in a volunteer
capacity. Eagle County Volunteer Center serves by recruiting and connecting volunteers
and resources for effective community service. This grant will be used to support an
additional 34 volunteers throughout the valley's existing non profits. Volunteers are
provided with excess liability insurance, including a death benefit while on an assignment
and are also partially reimbursed for gas mileage driving to and from an assignment and
are recognized for their contribution to the community. The program has grown
dramatically beginning with the RSVP component in 2000. We are currently supporting
424 volunteers in 76 agencies. Eagle County Volunteer Center can now offer service to
volunteers of all ages. Success will be measured by the addition and placement of 34 new
volunteers. Volunteers are currently serving agencies who are addressing issues such as;
aid to the needy, emergency or disaster relief, animal and wildlife care, nursing home
visitation, community improvement, arts and culture, the environment, literacy,
mentoring, assisting elderly and disabled populations, food banks, hospice care, literacy,
libraries, senior programs and critical transportation. Significant documentation is
required by Eagle County Government and is available to the public, in the form of bi-
annual and annual reports. Outcomes are measured by the number of volunteer sites
offered to the volunteers and by the number of volunteers and the number of hours they
are able to give to help local non - profit agencies. The goal of Eagle County Volunteer
Center is to continually recruit and match volunteers with meaningful opportunities.

PART H. APPLICATION FOR PROGRAM FUNDING
As a designated United Way of Eagle River Valley Agency, you are eligible to apply for
funding from Campaign 2003. The United Way funds specific programs rather than
general agency operations, with priority given to programs that address community issues
including alcohol and substance abuse, suicide and depression, and parenting. Please use
the space below to tell us about the program and clients for which you are seeking
funding. Be as specific as possible.
After all applications are received, teams of community members serving as the
Allocations Committee will meet with United Way member agencies to review funding
requests and learn more about your proposed program.
1. Describe the program to be funded. If this is a collaborative, interagency project,
please describe each agency's role in the program. Please describe how the need
for the program was determined.
Eagle County Volunteer Center is the first program in Eagle County to provide a
volunteer management structure for multiple non - profits in this county. This is
accomplished by forming partnerships with all local non - profits to promote voluntary
service, especially inter - generational service which strengthens the fabric of our
community. The need was determined through research identified in the currently
operating RSVP (retired and senior volunteer program) grant and by a community
network of non -profit agencies. In a 2001 Eagle County Non -Profit Organizations
need/opportunities Assessment. Volunteer Recruitment and Placement was listed as
the number two priority.
2. How many Eagle County residents will you serve in this program? What are the
demographics of these clients? Provide historical data if available, and projections
for the future. Please use an unduplicated headcount -- that is, count each
individual or family only once for each year.
From January 1, 2003 through March 31, 2003 the program has registered 424
volunteers, who have provided 7456 hours of service, valued at $123,318.00 to 76 local
non - profits.

4. How will this program be staffed?
This program is staffed by a volunteer cooridinator and support staff from the Health and
Human Services Department of Eagle County Government
5. What is the budget for this program? What proportion of the budget do you
propose to fund with United Way contributions? If this is a collaborative project,
what is the dollar allocation to each participating agency?
Eagle County Volunteer Program is seeking funding for Volunteer Support. The total
amount budgeted to support 450 volunteers is $30,555.00. The total local amount we will
raise is $8,590.00. We are requesting 12% of this locally funded portion from United
Way. One Hundred percent of the funds received from United Way will be used to
support the volunteers.
6. How will the success of this program/project be quantified, measured and
reported?
The accomplishments of this program are measured in its overall success and growth.
This program is funded by a grant from the Corporation for National Service and
sponsored by Eagle County Government, both of these entities require significant

documentation to assure the accountability of this program. This documentation is
available to the public, in the form of bi -annual and annual reports
7. What are your alternatives for funding and/or program management if the
program cannot be funded to the requested amount?
Eagle County Volunteer Programs will contact other local funding sources, in the
event we are unsuccessful we will maintain our current volunteer level.

Meet Your Commissioners
Michael Gallagher was renamed chairman of the Board of Cc
Commissioners for 2003 on January 14. Elected to a four -ye.
November 2000, he was initially appointed to fill an unexpire
February 1999. He served as Vice Chairman of the Board of
Commissioners in 2001.
In 2003, he also will represent the county on the Eagle Coun
Transportation Authority (ECO), the Roaring Fork Transporta
Roaring Fork Transit Agency, Colorado Intermountain Fixed i
Authority and the Partnership for Education.
Prior to his election to the Board of County Commissioners, t
mayor of Minturn for two terms and served as the Minturn cl
for 12 years and Minturn fire chief for nine years. He is a vet
United States Army. His service from 1964 -73 included a toy
Viet Nam.
Commissioner Gallagher is a member of the National Associa
Counties Justice and Public Safety Steering Committee and t
Counties, Inc. (CCI) General Government and Transportatior
