Eagle County Annotation & Emergency Management Services Map Atlas/Run Book Bid
5coae of Services Requested
Currently Eagle County maintains GIS data in ESRI format. Eagle County needs to create run books and dispatch maps that
provide detailed information on pazcels, street names, addresses, fire hydrants, parks and water. In the case ofsingle-family
residences, the addresses for the pazcel aze adequate. Where a parcel contains multiple addresses in a single building, multiple
addresses in multiple buildings, or a building footprint to which access is complicated, Eagle County wants the building
footprint shown with address information. Producing the annotation for these maps in-house is not economically feasible. Thus
Eagle County wishes to contract to have the annotation placement coverages completed by a contractor.
Annotation Placement
The following items will be annotated using the attributes in the listed coverages. This list will also serve as a catalog of
what layers will appear in the atlas for the entire county ordered by The Emergency Management Office.
^ Pazcel Coverage addresses for single residence pazcels
^ Parcel Coverage addresses for single business parcels
^ Multiple building footprints within the Pazcel Coverage with unit or building numbers
^ Pazcel Coverage Unit numbers or letters for multiple buildings on a single pazcel
^ Roads
^ Pazks
^ Trails
^ Rivers and Lakes
^ All County District boundaries
The following cultural data is not available from the county and will have to be created by GIS Anno Co for inclusion in the
countywide Emergency management atlas
^ Schools, Libraries, City Parks, Government Buildings, Golf Courses etc.
^ Neighborhood Names, proper subdivision Name.
^ Create county wide street guide
The following data is not available from the county and will have to be created by GIS Anno Co for inclusion in the four
separate Fire dept run books. Each fire district will collect the hydrant and cistern data. GIS Annno has included pricing to
capture the other 3 items listed from paper maps available from the fire depts.

Assamptlons and conditions on which this bid is based
^ The scale for each page of the run book will be 1:800
o The scale for each quarter page in the run book will be 1:200
^ The vendor will deliver one copy of each beck and wall map as proofs any additional copies for proofing will be the
responsibility of that particular district.
o Eagle County is responsible for printing the run books. GLSAC (GIS Arno Company) has provided an optional estimate
for printing.
Data the Vendor will collect from local Government seencies with Clients Hela
^ ArcInfo coverage files for all layers required for annotation (data may be maintained by county/city governments)
^ Hydrant coverage (may be from run books, water districts, public work departments, etc.)
^ All specifications for electronic and/or hard copy product
^ Tabular information for Gates, Knox Boxes, ch~ches, schools, libraries, government facilities, building and subdivision
Names.
Taslis/Regnirements
^ Define new feature class names for all coverages, that do not currently have a standard feature class code.
o Add permanent ID numbers for all coverages, that do not contain one.
^ Define text sizes and font styles for addresses and unit numbers
^ Convert the fire hydrant locations from the current run book or from that data provided by water departments/public
works departments into GIS point coverage.
^ Process the road coverage to be cleaned up where the lines do not split correctly to label or attribute. Add a feature class
code for all highways, which do not have one so they can be properly labeled. IE interstate, state, us highway etc.
^ Convert all district polygon line coverages to arc coverage so we can give them separate line symbels.
^ Process the parcel coverage provided by Eagle County and remove leading zeroes from property street address. This
process will help maintain accwacy and efficiency in labeling maps. Process neighborhood names and create new
coverage. Process all the address discrepancies and edit the file as needed.
^ Define Maplex rule base annotation tables for the following items: address, unit number, park names, landmarks names,
natural area names, water names, roads names with symbols, and bridges, symbels (circle, square, oval, hexagon); and
highway badges with appropriate numbers inside them. The abeve items can be annotated using the attributes in the
listed coverages in Section Two and maintained by Eagle Coanty.
^ Process all annotation noted under conversion list Section One. For specifications regarding font size, font type layer
names and accuracy issues, please see Annotation Specifications Section. The database files containing this information
will be provided to Eagle County at final delivery.
^ Hand edit and move multiple addresses on parcels where the text is on the left versus the right side of the line or the
building and unit numbers were not placed.
^ Process PDF files for one countywide book and five fire dept books run books and wall maps.
^ Process automated annotation procedures to create ArcInfo annotation coverages and associated Arc coverages for any
symbols on maps.
^ Process annotation coverages and split into different annotation classes. These classes will be named using standard
layer names set forth by GIS Arno Company (GISAC) and approved by Eagle County Emergency Management.
^ Process final annotation to be delivered in one main scale and two other scales.

Annotation Specifications
GISAC will process annotation as specified on the samples provided by the Eagle County Emergency Management. New
annotation will conform to the same point size, relative lotion and font type. All image azeas, legends, symbols, grids and
map pages in the existing run books will be maintained in their current form. GISAC will use true type fonts and associated
features. All annotation listed above will be delivered back to Eagle County as feature linked annotation. Map annotation
specifications will be finalized as part of Phase I.
Proiect Goals
It is the intention of the GIS Anno and Eagle County to proceed with a Phase 1 pilot project to be completed in February
2003. The contracting pazties, prior to initiation of the contract, will agree upon the azea required for
the pilot project.
Phase I shall include:
1. Design set up.
2. Process County GLS data.
3. Review of 5 ran books design and data.
Phase II shall include:
1. Complete annotation for ran book.
2. Delivery of product in hard copy and electronic format.
3. Delivery of wall-map.
4. Training on ArcEzpMrer.

Compatibility with Future Technologies
The data GISAC will provide under this Agreement is compah'ble with current wireless technologies (GPS, hand held PDA,
laptop computers, etc.). Attachment A provides Eagle County with options in these areas.
Accuracy
The accuracy in placing the automated text will be, at a minimum, 93-95%. The pricing for the proposal provides a 100%
text placement. To obtain this higher accuracy rate some hand editing will have to be performed after the initial automated
text placement routines are rim. Any errors presently in the attributes of the GIS data provided by Eagle County will be
carried through to the new GIS digital project. GIS Anno is not responsible for updating or correcting the data delivered by
the county for this project. Any additional editing to roads or other coverages will be in addition to the cost of this contract.
However the contract does include pricing for updating the physical address of each parcel so it matches number shown on
the house. We expect anywhere from 10-12% of the files will need this type of corrections.
Vendor Maintenance Costs
Maintaining or reprocessing annotation layers having the same specificsttions and delivery of data under this current
contract. Will be charged at 20% of the original contract price on a per request basis. An anneal maintenance contrail for
four updates can be purchased, in advance, for 40% of the original contract price. This contract is renewable on an annual
basis on the anniversary of the original annual maintenance contract. The maintenance price will remain the same even if the
spatial location of data has been altered. When modifications aze made to deliverables or specifications, we will hold the
original maintenance price for processing the old contrail. However, new pricing will need to be given to Eagle County for
additional coverages or scales which may need to have annotation layers produced.
Ownership
Eagle County owns everything delivered to it under this contract. GISAC does not require that our name be placed on the
data. There are no royalty fees incurred by this contract and no restriilion on the finther sale or distribution of the data by
Eagle County. This is a variable price contrail. Since parameters for three fire departments have not
been discussed in length the scope of the projeil may change once the needs have been determined for each fire department.

Costs
Preliminary costs were discussed at several meetings held in Eagle County. After reviewing the requirements ojthe contract
the following costs to complete a countywide Emergency response atlas and run books with options to provide training
are listed below

to roads or other coverages maybe in addition to the cost of this contract.

I have included prices above for doing a separate book for the entire county. Then pricing for the five fire districts. The cost
for doing the entire county versus all the fire districts is not the same. Since outside the fire districts we do have very sparse if
any population but will now need to number al the forest roads. This will make the run books have more pages but with only
forest roads to show they will be very sparsely populated with any annotation and sometimes may have none.

~° All prices quoted are ESRI list prices. Products and training are purchased directly from ESRI. GISAC receives no
compensation from ESRI for sale of these products. The Eagle County should have at least one copy of either ArcView 3.2
or ArcView 8.2 (Often referred to as ArcMap). To purchase these items, use Eagle Counties bulk
purchase agreement. The printing costs for the books will be billed directly from the commercial printer to the fire
department.
Changes Addenda and Supplements to scone of work
A supplement to this contracted scope of work will be provided to the Eagle County Emergency Management ifi 1) it is
necessary to revise any part of the scope of work or 2) any additional information is necessary to interpret the provisions of
