Dear Mr. Storer:
InterFlight Services, Inc. (ISI), is pleased to submit the following updated proposal to Eagle
County Regional Airport for providing review, analysis and reports for the following three
potential Eagle County projects:
• Use of runway 7 for departures, with and without the 1,000 ft runway extension
• Review of ATC procedures
• Radar system for EGE
ISI will prepare an analysis and present written findings for each of these projects to Eagle
County Regional Airport. Mr. Fred Isaac and Mr. Temple Johnson, Senior ISI Associate Subject
Matter Experts (SMEs), will accomplish this work effort.
ASSUMPTIONS AND UNDERSTANDINGS:
1. Eagle County Regional Airport is commissioning these studies to assist in the
determination of feasibility of incorporation and or continuation.
2. Eagle County Regional Airport understands that the results of these studies may
yield a recommendation of no action or may require further study if this effort does
not present a 'clear path' for decision makers.
STATEMENT OF WORK:
The project is separated into three phases defined by the tasks listed below, which identify the
effort required to accomplish the desired study /project.
Phase 1 Use Of Runway 7 For Departures, With And Without The 1,000 Ft Runway
Extension
• Do a thorough analysis of runway usage in both VFR and IFR conditions. Determine
what, if any, benefits can be realized by increased use of runway 7. Determine if such
increased usage would affect inbound aircraft, particularly IFR inbound aircraft, to the
point where the overall airport capacity would be negatively impacted.

• Estimate of departure delays resulting from use of runway 7.
• Typical operating scenario with arrivals on 25 and departures on 7.
• Pros and cons of a 7 departure /25 arrival scenario.
• Assess if the additional use of runway 7 would be a workload issue for the local control
tower, ARTCC, or the Aspen ATCT.
• Determine if increased use of runway 7 could be accomplished within the existing Letter
of Agreement with the Denver ARTCC.
• Prepare a report summarizing findings, conclusions, and recommendations.
• One (1) day on site Eagle; one (1) day on site Denver ARTCC required.
Phase 2 Feasibility of 1,000' Added Runway Length
Determine the cost effectiveness of adding 1,000' to both ends of the runway, using
information developed in this study, recent Master Plan data and all other information.
Phase 3 Review of ATC Procedures
• Conduct a current evaluation of services provided by the contract tower, particularly as it
relates to working with the Denver ARTCC.
• Make an onsite visit to the Denver ARTCC for the purpose of evaluating the use of the
timed approach and assess the working relationship between the Center and the
contract tower, particularly as it relates to coordination and common understanding.
• Review and assess the reservation system as to effectiveness and consistency of
application.
• Evaluate the airspace issues between Aspen and Eagle to determine equity of IFR
inbound usage and efficiency.
• Prepare a report summarizing findings, conclusions, and recommendations.
• Two (2) days on site Eagle; one (1) day on site Denver ARTCC required.
Phase 4 Radar System for EGE
Review case history for recent attempt by Congressional delegation to obtain radar
system for EGE
Review the FAA study undertaken after Congressional delegation promoted the radar
system
Prepare or update the 'case' and justification for a radar system at Eagle, including
factors such as:
➢ High field elevation
➢ Existing radar coverage floor of 14,500 ft. MSL for approaches to runway 25 and
10,000 ft. MSL on departures from runway 25
➢ Rapidly changing weather conditions
➢ High terrain surrounding the airport
➢ Numbers of sophisticated corporate -type and airline operations during marginal,
night, and /or bad weather conditions
➢ Concentration of high performance traffic during the winter months
➢ Community economic needs — destination ski resort, isolation
➢ Emergency airlift service needs
➢ Military operations
➢ Current and forecast enplanements

➢ Other airports with radar services that have fewer enplanements and lower
numbers of high value, sophisticated aircraft operations
SCHEDULE:
The Project will commence upon receipt of a Purchase Order or upon issue of a letter of
authorization followed by a confirming Purchase Order. The specific date for commencement of
work will be as mutually agreed upon. It is anticipated that this project will require two (2)
calendar months to complete once authorization is received.
CONTRACTTERMS:
Rates ISI will provide the work described on a Time & Material basis. The rates will be per the
table below for work accomplished. There will be an eight -hour minimum charge per day for
work performed while on travel status. For domestic travel, ISI Associates will receive one -half
day's pay for travel to the destination and one -half day's pay for return travel, for a total of one
day's pay per domestic trip.
Project Rates:
SME Consultation, Documentation $150.00 per hour
Analysis & Report Preparation
Administration $75.00 per hour

Two Senior Associates: 1 day on site, 4 days $12,000
analysis and report preparation for a total of 10
man days

Expenses
Customary and reasonable expenses, which typically include airfare, lodging, meals, local
travel, laundry/dry cleaning, telephone and fax charges, and administrative supplies, if needed,
are billed as actual, plus a 15% administrative handling fee. Original receipts for expenses over
$25.00 are retained for audit purposes.
It is planned that Mr. Isaac and Mr. Johnson will make one trip to Eagle County Regional Airport
and Denver ARTCC and will be on site for a period of three (3) days to accomplish Phases 1
and 3. Estimated expenses for this trip are as follows:
Two RT Airfare @ $1,000 each: $2,000
Four nights lodging and meals for two SMEs @ $200 $1,600
per day
Four days Car Rental @ $100 /day 400
Sub -Total Estimated Expenses $4,000
Estimated Expense Total w/ @ 15% Admin Fee $4,600
Note: Expenses will be billed at actual cost plus 15% Administrative Fee.
