HomeMy WebLinkAboutC01-319 Certification - HHSCERTIFICATION Acknowledgement of Responsibility for a Personnel System For Employees in the County Department of Social Services Eagle County certifies the following: ♦ that it will comply with provisions of the Merit Principles in the Federal Code of Regulations, Title V, Section 900.601 et seq. (see attached page); ♦ that it will adhere to any minimum requirements established by the Department of Human Services for certain positions; ♦ that it will provide any personnel data requested by the Department of Human Services for purposes of federal, state or other required reporting purposes; ♦ that affected employees will be allowed to retain any accrued annual or sick leave benefits; and ♦ that affected employees will retain the same or higher rate of salary. The County acknowledges that it, and not the State or any of its agencies, is solely responsible for administering the personnel system, and that the State and its agencies have no responsibility to indemnify or defend the County regarding personnel actions under any theory of law or in any forum whatsoever. Forinash Signati re Director MERIT PRINCIPLES (a) Recruiting, selecting, and advancing employees on the basis of their relative ability, knowledge, and skills, including open consideration of qualified applicants for initial appointment. (b) Providing equitable and adequate compensation. (c) Training employees, as needed, to assure high quality performance. (d) Retaining employees on the basis of the adequacy of their performance, correcting inadequate performance, and separating employees whose inadequate performance cannot be corrected. (e) Assuring fair treatment of applicants and employees in all aspects of personnel administration without regard to political affiliation, race, color, national origin, sex, religious creed, age or handicap and with proper regard for their privacy and constitutional rights as citizens. This "fair treatment" principle includes compliance with the Federal equal employment opportunity and nondiscrimination laws. Assuring that employees are protected against coercion for partisan political purposes and are prohibited from using their official authority for the purpose of interfering with or affecting the result of an election or a nomination for office.
