Memorandum of Understanding
Western Slope Learning Group Evaluation Project
May 2001
Memorandum Purpose
This Memorandum of Understanding describes: (a) how two -year funding from The Colorado
Trust to the Western Slope Learning Group will be used for program evaluation, (b) the
responsibilities of the Family Visitor Program as fiscal agent, responsibilities of the Learning
Group members, (c) scope of work by the evaluator and (c) budget allocations.
Term of Agreement
This Memorandum of Understanding is in effect from the period of January 1, 2001 to
December 31, 2001. A new MOU will be drawn up based on actual remaining $$ in the grant
for the period January 1, 2002 to December 31, 2002.
The Colorado Trust Funding
The Trust funded the Learning Group for January 2001— December 2002 so that it can conduct
program evaluation activities. Subsequent to funding, The Trust recommended that the Learning
Group focus its evaluation efforts on methods that could be easily replicated in a comparison
county, with the expectation that additional funding for a comparison intervention might come
available. The Learning Group adopted this recommendation by concentrating work on a
strengths -based assessment of family benefits of home visitation, while at the same time,
maintaining some flexibility with limited resources to address evaluation issues of interest to
particular members.
Fiscal Agent
The Family Visitor Program is the fiscal agent for this grant.
Learning Group Member Responsibilities
Members_ chose their own roles in this evaluation project. Their role determines their time
commitment to the evaluation process and the amount of grant funds that will reimburse this
effort. Healthy Babies and Family Visitor Programs chose participation at Level I (conducting
pre and post service assessment of families), West End Family Link Center at Level II
(conducting pre- assessments only) and Great Start at Level III (participating in discussions of
strengths -based assessment and Learning Group meetings only).
The Evaluator
Jerome R. Evans, Ph.D., the project evaluator, will assist the members with development of a
strengths -based assessment of parent capabilities and — as a second priority — he will consult to

This memorandum sets forth the responsibilities of members of the We S1ape
Learning Group Evaluation project to one another and to the Colorado Trust regarding: a
two year grant to complete an outcome based evaluation model for home visitation.
Eagle County will receive a total of $12,335, plus mileage expenses, over 2001 and 2002
to offset costs of staff time to participate in project development and data entry. Additional
staff are not required to participate in this project.
STAFF RECOMMENDATION To enter into the memorandum of understanding.
BASIS FOR RECOMMENDATION The Western Slope Learning Group was formed by the
Colorado Trust over six years ago. Four Western Slope Home Visitation programs that
had been initially funded through the CSU prevention of child abuse program have been
meeting over the years for staff development and community planning activities. The
development of a outcome based model that could be computerized for data collection and
evaluation is nearing completion. This model will be especially helpful in identifying
successful family and child development strategies and health outcomes. We anticipate
application of this model to other family based programs in Health & Human Services.
