WORK AUTHORIZATION
Engineering and Hydrology Services for

I hereby authorize Water Resource Consultants, LLC, and Paul C. Currier, P.E., to
proceed on a time and materials basis in accordance with the enclosed fee schedule,
with a not too exceed of $15,000 without prior written authorization, with the scope of
work as described in the accompanying letter dated April 13, 2001.

Attached is a Scope of Work and a Work Authorization for the Eagle River Hydrology study. The
scope of work is as outlined by the Colorado Water Conservation Board. Should this meet with
the Commissioners approval, please have the appropriate Commissioner sign the Work
Authorization Form, and then return it to me via FAX or mail.
