HomeMy WebLinkAboutC93-010 IGA with Pitkin County for Food Stamp Participation193 -10 -80 INTERGOVERNMENTAL AGREEMENT BETWEEN THE EAGLE COUNTY BOARD OF SOCIAL SERVICES AND THE PITKIN COUNTY BOARD OF SOCIAL SERVICES FOOD STAMP PARTICIPATION AGREEMENT THIS AGREEMENT is made and entered into by and between the Eagle County Department of Social Services by and through its Board of Social Services, and the Pitkin County Department of Social Services by and through its Board of Social Services. WITNESSETH: WHEREAS, the parties desire to provide for the administration of the federal food stamp program in the County of Pitkin a district office and to set forth the responsibilities of each party in administering the program. NOW THEREFORE, the parties agree as follows: I. ADMINISTRATIVE RESPONSIBILITIES A. The Pitkin County Department of Social Services, shall have the following responsibilities regarding administration of the federal food stamp program: 1. Accept applications for food stamps from public assistance and immediate -need applicants. 2. Schedule public assistance and immediate -need applicants for appropriate certification interviews and complete the necessary action to approve or deny food stamp benefits for these applicants. 3. Complete the necessary action to recertify public assistant applicants. 4. Process any necessary changes or supplemental allotments for public assistance applicants. 5. Handle any necessary home certification interviews of public assistance and immediate -need applicants. 6. Accept, date and refer for Eagle County Department of Social Services action, applications from non - public assistance applicants as appropriate. 7. Pay to Eagle County Department of Social Services their projected Direct Costs relating to the food stamp program as such costs are identified as costs to Pitkin County in Attachment "A ", incorporated herein. 6. Pursuing any administrative or criminal fraud matters arising out of the food stamp program. 7. Set up and maintain an accounting system which will provide a quarterly statement of the total certification and administrative costs incurred in the operation of the food stamp program for the Basalt area and Pitkin County. 8. The Eagle County Department personnel shall once per week conduct interviews and certify Pitkin County food stamp recipients and applicants in the room provided by Pitkin County, except as provided in Paragraph II.D. II. MISCELLANEOUS A. This Agreement shall become effective January 1, 1993 and shall continue in effect for one year and is renewable upon mutual agreement for additional twelve month periods. B. The projected Direct and Indirect Costs identified by Attachment "A" are calculated to reflect costs relating to services provided by the Eagle County Department of Social Services during 1993 only. The parties agree that in contemplation of renewing this Agreement for successive twelve month periods the Eagle County Department of Social Services shall submit to Pitkin County a new Attachment "A" reflecting the revised projected Direct and Indirect Costs for each successive period no later than December 15 or each year this Agreement remains in effect. Upon agreement by the parties to the revised Direct and Indirect Costs the new attachment "A" shall supersede the previous attachment "A" and be incorporated herein. C. This contract may be terminated for any reason by either party upon the giving of sixty (60) days prior written notice of such termination to the other party. Notices shall be deemed to have been given upon the mailing of said notice by United States mail, certified, first - class, postage prepaid, and addressed to the respective party at the respective address as shall appear herein or upon a change of address pursuant to this notice provision. D. In the event the eligibility technician now employed in the Basalt office, or his /her successor, leaves his /her employment with the Eagle County Department of Social Services it is understood and agreed that services to Pitkin County will be reduced to once every two weeks during the period said post is vacant. It is further understood that Eagle County shall make a prompt diligent effort to fill said vacancy without undue delay. � r3 IN WITNESS W EREOF, the parties have executed this Agreement this day of 1993.
