APPL(_,riION FOR TRANSPORTATION AND UTILIT�'STEMS AND FACILITIES ON FEDERAL LANDS GENERAL INFORMATION ALASKA NATIONAL INTEREST LANDS This application will be used when applying for a right-of-way, permit, license, lease, or certificate for the use of Federal lands which lie within conservation system units and National Recreation or Conservation Areas as defined in the Alaska National Interest Lands Conservation Act. Conservation system units include the National Park System, National Wildlife Refuge System, National Wild and Scenic Rivers System, National Trails System, National Wilderness Preservation System, and National Forest Monuments. Transportation and utility systems and facility uses for which the application may be used are: 1. Canals, ditches, flumes, laterals, pipes, pipelines, tunnels, and other systems for the transportation of water. 2. Pipelines and other systems for the transportation of liquids other than water, including oil, natural gas, synthetic liquid and gaseous fuels, and any refined product produced therefrom. 3. Pipelines, slurry and emulsion systems, and conveyor belts for transportation of solid materials. 4. Systems for the transmission and distribution of electric engrgy. S. The responsible agency will provide instructions whenever speci- fic plans are required. 8 Generally, the map must show the section(s), township(s), and range(s) within which the project is to be located. Show the proposed location of the project on the map as accurately as possible. Some agencies require detailed survey maps. EXISTING ROADWAY AND EXISTING DRAINAGE - EAGLE COUNTY ROAD 301 FROM DOTSERO (Mile Marker 0.0) TO ROUTT COUNTY LINE (Mile Marker 35.0) AND EAGLE COUNTY ROAD 11 FROM STATE BRIDGE (Mile Marker 0.0) TO GRAND COUNTY LINE (Mile Marker 9.0) 1. Existing Roadway The existing roadway is considered from the left road shoulder to the right road shoulder as previously constructed, including existing drainage disturbance outside the roadway where previously constructed. The existing roadway for Eagle County Road 301 runs from Dotsero (mile marker 0.0) to Routt County line (mile marker 35.0). The existing roadway for Eagle County Road 11 runs from State Bridge (mile marker 0.0) to Grand County line (mile marker 9.0). The road surface is partially paved from Dotsero to Red Dirt Creek (mile marker 15.4), with the exception of segments where the pavement has been removed because of deterioration or deteriorated to nonexistence. The road between Red Dirt Creek and Routt County line (mile marker 35.0) has a gravel running surface. Authorization would include rights to use and maintain the existing road bed, including: surfacing; routine blading of the running surface; cleaning and reestablishment of borrow ditches; maintenance, placement and replacement of culverts and cattleguards; maintenance, placement and replacement of traffic control signs; and maintenance, placement and replacements of right-of-way fencing where deemed necessary. C" y 2. Existing Drainage Authorization would also include the rights to maintain and rehabilitate areas outside the roadbed, ONLY WHERE PREVIOUSLY DISTURBED, for purposes of providing proper drainage or improving sight distances. Any proposed new disturbance for these purposes outside of the existing roadbed or existing disturbed areas will require field inspection by the Bureau and, at the discretion of the authorized officer (A.O.), the filing for amending the right-of-way. B. EXISTING ROADWAY AND PLANNED DRAINAGE IMPROVEMENTS 1. Eagle County Road 301 Between Sweetwater Creek (Mile Marker 7.2) and Alamo Creek (Mile Marker 13.0) a. Existing Roadway Authorization would include those rights and restrictions as described above in A.1. b. Proposed Drainage Construction Drainage construction would authorize: reduction of the existing cut slope and fill slope to a 2:1 ratio where feasible, terracing where necessary, clearing of the slopes only as necessary, construction of borrow ditches, placement of culverts, and rehabilitation. The purpose of such work is to reduce erosive sluff on existing steep cut bank and fill slopes causing accumulation of debris on the roadway and to improve sight distance to facilitate safe travel. Depending on site-specific conditions, drainage work could involve disturbance outside the roadway of 50 feet to 500 feet. Such activity would be conducted following general county road improvement standards and would include soil and vegetative stabilization and rehabilitation, control of waste materials to avoid the river, rip -rap of culvert outlets to prevent undercutting, and maintenance of revegetated disturbed areas. Engineering and design work is generally done in the field for these projects as work is ongoing. The road supervisor, or his representative, stakes the cut and fill calls in front of working equipment operators. The proposed authorization would include stipulations in the right-of-way grant for drainage as follows: (1) Archaeological - inventory and clearance or mitigation must be accomplished and approved prior to any surface disturbance. (2) All reasonable precautions will be taken to protect vegetation along live water drainages and along the Colorado River. This will include strict control of waste materials to prevent spilling waste onto riverbanks or streambanks. To the extent possible, heavy equipment will avoid working fill slopes on the riverbank to maintain present vegetation. 2. Eagle County Road 11 Between Rancho Del Rio Hill Crest (Mile Marker 4.6) and Grand County Line (Mile Marker 9.0) a. Existing Roadway Authorization would include new roadway alignment and drainage improvements as depicted in the engineering drawings. The engineering drawings are to be provided to and approved by the Rremmling Resource Area Manager prior to construction. b. Proposed Drainage Construction The proposed authorization would include stipulations in the right-of-way grant for drainage as follows: (1) Archaeological - approval required prior to road or ditch construction. (2) All reasonable precautions will be taken to protect vegetation along live water drainages and along the Colorado River. This will include strict control of waste materials to prevent spilling waste onto riverbanks or streambanks. To the extent possible, heavy equipment will avoid working fill slopes on the riverbank to maintain present vegetation. C. RELOCATION/RECONSTRUCTION PROJECTS Authorization would require the applicant to file for amendments for specific relocation/reconstruction projects planned at the following locations: 1. Deep Creek (mile marker 1.8) to Lyons Gulch (mile marker 4.0) Scheduled: Engineering and Design - Summer/Fall 1987 Construction - Fall/Winter 1987 2. Lyons Gulch (mile marker 4.0) to Jumping Rock (mile marker 6.0) Scheduled: Engineering and Design - Spring 1988 Construction - Fall 1988 3. Jumping Rock (mile marker 6.0) to Sweetwater Creek (mile marker 7.2) Scheduled: Engineering and Design - Spring 1989 Construction - Summer 1989 4. Highline Area - State Bridge (mile marker 0.0) to Railroad House (mile marker 2.0) Scheduled: Engineering and Design - Summer 1987 Construction - Winter 1987-1988 5. Railroad House (mile marker 2.0) to Yarmony Bridge (mile marker 3.2) Scheduled: Engineering and Design - Summer/Fall 1987 Construction - Summer 1988 6. Yarmony Bridge (mile marker 3.2) to Ranch Del Rio Hill Crest (mile marker 4.6) Scheduled: Engineering and Design - Summer 1988 Construction - Summer 1989 Each of these project amendments, along with any other amendments, would be evaluated on its own merits. The proposed authorization would require the following by stipulation: 1. NO work or surface disturbance is authorized at the above three locations (mile markers 1.8 - 6.0) or at any other location which would fall outside the existing roadway or drainage disturbance, existing or authorized herewithin, without prior approval by the A.O. 2. Applications for amendment for relocation and reconstruction shall include, at a minimum: a. evidence of archaeological inventory completion. b. a completed and approved set of engineering and design plans. c. evidence of consultation and coordination with the Corps of Engineers to obtain necessary permits. d. the design plans shall indicate alternatives considered and mitigation measures being taken to reduce impacts to riparian vegetation and water quality deterioration during construction.
