MacKown Surveying $10,080.00 2. Johnson & Kunkel $10,500.00 3. Contra Surveyors $12,000.00 - 4. Eagle Valley Engineering - Declined BUDGET: Appropriated right-of-way budget for Brush Creek Road Project STAFF RECOMMENDATION: SUGGESTED MOTION: Since all of the proposals were very well outlined and written, with similar completion times, and were from familiar Eagle County firms, it is felt that the fair and prudent method of selection is to accept Mackown's Proposal, which is the lowest of the three received. In reference to the Board's consideration of the April 29, 1987 proposal by Mackown Surveying and Engineering, Inc., I move that the Board of County Commissioners accept this proposal in the specified not to exceed amount of ($10,080.00) ten thousand eighty dollars, and direct the Chairman to sign the Authorization To Proceed. f' MET=MacKown Surveying & Engineering, Inc. Patrick Eagle County 551 Broadway Eagle, CO 81631 Re: Request For Proposal, Brush Creek Road Dear William, MacKOwn Surveying and Engineering is pleased to provide you with our proposal for providing surveying services for right-of-way acquisition along Brush Creek Road. The following is the scope of the work to be provided: 1. Coordination with Eagle County engineering and legal staff to set priorities and legal requirements as to existing or prescriptive ,right -of -ti -rays. 2. Obtain engineering data, owners and encumbrance reports, legal descriptions and base data from Eagle County staff; obtain recorded mapping from Eagle County Clerk and Recorders office. 3. Verify existing field control, government monumentation, and private monumentation. 4. Verify technical closure of proposed right-of-way boundary and it's relationship to control monumentation. 5. Confirm the relationship of field and office data, then calculate the position of private ownership relative to the proposed right-of-way. 6. Write 35 legal descriptions, calculate areas, and provide one sketch of each parcel needed to complete the right-of-way acquisition in accordance with the Request For Proposal dated April 15, 1987. It is anticipated that the project will require about six weeks to complete. Legal descriptions will be provided to Eagle County as completed with the final legal to be completed prior to June 30, 1987 as discussed with William Patrick. The cost for providing these services shall be $288.00 per legal description. If any legals are deleted, this unit price may be used for up to a 10% reduction in the total of 35 legals requested. All work shall be in accordance with your April 15, 1987 Request For Proposal. The total cost for the project shall not exceed a cost of $10,080.00 based on our original proposal of $288.00 per legal description. If you have any further questions, please contact me. The colored areas of the listed properties are approximately the areas that need to be described. The firm that is selected will receive a more detailed set of bluelines that describe the proposed centerline and the proposed right-of-way lines and their calculated relationship to nearby tract corners in several areas. The existing right-of-way/property lines are shown in their approximate location. (Mylars supplied to Eagle County). The individual description and sketch would appear together on the same 8 1/2 inch by 14 inch mylar, or if impracticable, by separate 8 1/2 inch by 14 inch mylar, labeled sheet 1 of 2, etc. The scale can be adjusted accordingly. - The legal descriptions shall be suitable for a precise conveyance, describing readily retractable points of beginning, etc., and a thorough description of the lines followed April 15, 1987 Request For Proposal Page 3 The sketch will show bearings, etc., P.O.B., scale, north - arrow, registration seal, signature of the P.L.S., date of preparation, name/address of firm and an "EXHIBIT A" at the top of each mylar. The needed right-of-way parcel will be shaded. (These descriptions/sketches will probably be recorded as an exhibit to a quit claim deed under the County's.right-of-way acquisition program.) The interior (in relation to private property) line placement (of the proposed right-of-way line) will follow the supplied line data. The exterior lines, of course, will follow, describe, and denote the EXISTING boundary, property, or right-of-way line. Additional items to be placed on each individual mylar, as follows; 1. BASIS BEARING: 2. Include with description. BEARING ROTATION: (00-01-45 left, etc.) from the bearing base that appears on deed (if same, so denote.) 3. Computation of acreage for all individual parcels. 4. The parcels will be described as right-of-way for a Public Road, not an Eagle County Road. 5. An adjacent portion of Brush Creek Road right-of-way will be shown on sketch and labeled as existing public road right-of-way. FIELD WORK Some field work will be necessary in order to accurately describe these right-of-way parcels and shall be included as a part of your proposal. The surveyor shall assume all risks for the evidence and (or) verification of existing field monuments. April 15, 1987 Request For Proposal Page 4 ADDITIONAL All control (coordinates of control points and existing evidence, copy of worksheet(s), etc.) Data ESTABLISHED by the selected firm for the purpose of their agreement (with Eagle County) shall be supplied to Eagle County. Property corner or right-of-way MONUMENTATION WOULD NOT be included; if needed, monumentation would come under a separate proposal. Eagle County would not be responsible for additional research or field information. Modifications (to the scope of work outlined in this proposal request) may need to be made from time to time as agreed upon by the selected firm and Eagle County. Include in your proposal, the following• 1. Scope of work, describe 2. Properties to be included 3. Your completion deadline (in the event that the completion deadline is not met, the value of uncompleted services shall be assessed as liquidated damages and deducted from payment) 4. A A FIRM COST OF WORK NOT TO EXCEED, (but perhaps less than). The County cannot pay hourly or unanticipated rates. 5. A firm cost adjustment for an individual parcel in the event of a deletion. 6.
