SERIES 1987
AN ORDINANCE ADDING TO THE GYPSUM MUNICIPAL CODE BOOK
TITLE 8, CHAPTER 8.06, DESIGNATING THE GYPSUM FIRE PROTECTION
DISTRICT AS THE EMERGENCY RESPONSIVE AUTHORITY FOR HAZARDOUS
SUBSTANCE INCIDENTS AND APPROVING THE EAGLE COUNTY HAZARDOUS
SUBSTANCE MUTUAL AID AGREEMENT.
WHEREAS, 29-22-101, C.R.S., as amended, provides that the gover-
ning body of every town, city, and city and county shall designate
by ordinance or resolution an Emergency Response Authority for haz=
ardous substance incidents occurring within the corporate limits of
such town, city,, and city and county; and
WHEREAS, 29-22-103, C.R.S., as amended, encourages Mutual Aid
Agreements between Emergency Response Authorities, the Department
of Health and counties for the purpose of utilizing equipment and
expertise in'order to safely handle hazardous substance incidents.
NOW, THEREFORE, BE IT ORDAINED by the Town Council of the Town of
Gypsum, Colorado, as follows:
1. In accordance with Section 29-22-102(3) (a), the Emergency
Response Authority for hazardous substance incidents occurring with-
in the corporate limits of the Town of Gypsum shall be the Gypsum Fire
Protection District.
2. The Mutual Aid Agreement between the municipalities located
within the Councy of Eagle, the Sheriff of Eagle County, the Colorado -
State Highway Patrol and the Eagle County Environmental Health
Department attached as Exhibit A is hereby approved and the Mayor is
hereby authorized and directed to sign the Mutual Aid Agreement for
the Town of Gypsum.
3. A.public hearing on the Ordinance shall be held on the
day of U , 1987 at Z,,3o p.m. at the Gypsum Town Hall,
Gypsum, Colorado.

SERIES OF 1987
AN ORDINANCE AMENDING SECTION 8.20.020 OF THE
MUNICIPAL CODE OF THE TOWN OF AVON AS IT RELATES
TO EMERGENCY RESPONSE AUTHORITY DESIGNATION
WHEREAS, Section 29-22-101 et seq., C.R.S. 1973,
has been amended in a manner which requires the within
amendment to the Municipal Code of the Town of Avon,
NOW, THEREFORE, BE IT ORDAINED BY THE TOWN COUNCIL
OF THE TOWN OF AVON, COLORADO AS FOLLOWS:
Section 1. 8.20.020 Emergency Response Authority
Designated.
Pursuant to Section 29-22-102(3), C.R.S. 1973, as amended,
the Avon Police Department is designated as the Emergency
Response Authority for hazardous substance incidents occurring
within the corporate limits of the Town.
Section 2. The Town Council hereby finds, determines
and declares that this ordinance is necessary for the general
health, safety and welfare of the community.
Section. This ordinance shall be published and
become effective as provided by law.
INTRODUCED, PASSED ON FIRST READING, APPROVED, AND
ORDERED POSTED, this 10th day of March, 1987, and a public
hearing on the ordinance shall be held at the regular meeting
of the Town Council of the Town of Avon, Colorado, on the
24th day of March, 1987, at 7:30 p.m. in the Municipal Building
of the Town of Avon.

WHEREAS, The Board of Councilmen of the Town of Minturn has carefully
considered a Hazardous Substance Response Mutual Aid Agreenent and found
it would be of benefit to the Town.

approved and the Fire Chief is hereby authorized and directed to sign the Mutual Aid

SERIES OF 1986
A RESOLUTION APPOINTING THE CHIEF OF POLICE OF THE TOWN OF
BASALT AS A DESIGNATED EMERGENCY RESPONSE AUTHORITY PURSUANT
TO C.R.S. 29-22-102(3).
WHEREAS, C.R.S. 29-22-102(3) requires that the Town appoint
a designated emergency response authority in the event of a
hazardous material emergency within the Town border so that said
individual can be in charge in case of such an emergency; and
WHEREAS, the Town Board has concluded that it is in the best
interest of the Town to name the Police Chief and the Town Police
Department as the Town's designated emergency response authority.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF
THE TOWN OF BASALT, COLORADO that the Basalt Police Chief and
the Basalt Police Department are hereby appointed the designated
emergency response authority for the Town of Basalt pursuant to
C.R.S. 29-22-102(3).
Adopted by a vote of 7 to 0 this 26th day of February, 1986.

A RESOLUTION APPOINTING MICHAEL G. SALAZAR MAYOR OF THE TOWN
OF RED CLIFF AS A DESIMATED EMERGENCY RESPONSE AUTHORITY,

the fire protection districts within Eagle County, Colorado Statel
Highway Patrol, and the Eagle County Environmental Health Depart -
meet, attached hereto as Exhibit "A" and incorporated herein by1
this reference, is hereby approved and the Mayor is hereby;
authorized and directed to execute the Mutual Aid Agreement on
behalf of the Town of Eagle, Colorado.
