EAGLE COUNTY JAIL
HEALTH CARE SERVICES AGREEMENT
I. PURPOSE
This agreement between the Eagle County Board of
Commissioners (hereinafter "the Commissioners") and the Eagle
County Sheriff (hereinafter "the Sheriff"), is set forth:
A. To collaborate in planning services intended to
the health care services for the inmates in the
Eagle County Jail;
B. To implement the identified health care
services within available resources;
C. To reduce the incidence of litigation in the
provision of health care services; and
D. To reduce the costs of jail services to the
taxpayers by reducing the potential for
litigation.
II. RESPONSIBILITIES OF THE COMMISSIONERS
The Commissioners, also by State Statute known as
the Board of Health, designates the Eagle County Nursing
Service to develop and implement the following
responsibilities:
A. Define the services to be provided by the
community health nurse in providing sick call
services for inmates, and the consultation to
be provided the Sheriff and the jail staff.
B. Obtain written authorization for medical
supervision and medical treatment from the
County Health Physician or his designee cur-
rently licensed to practice medicine in
Colorado.
1. In collaboration with the physician,
develop the medical protocols for manage-
ment of common problems.
2. Assist physician and Sheriff in developing
policies and procedures for emergency
care, acute and convalescent care, and
chronic disease conditions.
C. Identify the limitations of services to be;
provided during emergencies, vacations, sick``
leave, and staff changes.
D. Identify the projected and actual costs of the
servcie including reimbursement made to all
health care providers as a measurement of cost
reduction.
1. Project the cost of this service through
the customary time and cost procedures.
All pre- and post -time for planning,
conferencing, documentation, and travel is
to be included, in addition to the planned
sick call activities and the consultation
to the Sheriff and jail staff.
2. Identify the F.T.E. personnel needed to
provide this service.
3. Share the projected costs and actual
expenditures with the Sheriff so that
costs are identified and known within the
County budget.
E. Share the projected and actual costs of commun-
ity health nursing services with the public so
that cost reductions or increases are known.
F. If this is an added service, additional
resources need to be identified. If no
additional resources are to be made available,
the decision as to which community health
program budget is to be reduced needs to be
public; i.e., immunization services, well -baby
clinics, well -oldster programs, and/or home
health services. The community needs to be
aware of the substitution for jail inmate care.
G. Provide the agreed-upon services at planned
prearranged schedule with qualified community
health nurses. Qualifications include:
1. Current license to practice professional
nursing in Colorado;
2. Completion of a formal program in physical
assessment;

3. Demonstrated current skills in performing
physical assessment of adults.
H. Maintain written documentation of sery cesr-
provided each inmate.

I. Meet periodically with physician and Sheriff to
review program status, problem solve, and make
needed revisions in written policy and proce-
dures. Meetings are held at least quarterly.
J. Keep the Board of Health/Commissioners informed
through periodic reporting. The report, with
input from physician and Sheriff, identifies
the statistics of services provided; costs of
the services by the kind of service provided by
which health discipline; by activities per-
formed, and by accomplishments within a
specific time period.
III. RESPONSIBILITIES OF THE SHERIFF and the
EAGLE COUNTY JAIL STAFF
The Sheriff and his staff agree to:
A. Collaborate with the Commissioners and the
County Nursing Service in the development of
specific services to be provided and the
limitations to be set.
B. Collaborate with the physician as designated in
§II.B herein, and the County Nursing Service,
in the development of specific policies for
emergency care, acute care, chronic disease
conditions, and for other health problems.
C. Develop policies and procedures with physicians
and mental health resources for chemical
dependency and mental health problems.
D. Arrange scheduled time and place for sick call
activities. Arrange for inmates to be seen by
the nurse.
E. Provide security for the nurse at all times
within the facility.
F. Collaborate with the nursing agency in identi-
fying projected and actual costs.

I. Insure that all jail staff have first aid and
CPR training. Collaborate with the physician,
the community health nurses, and other
community resources to see that training is
made available.
J. Insure that the jail staff has training in:
1. Receiving screening.
2. Recognizing signs and symptoms of
illnesses most common to inmates.
3. Recognizing signs and symptoms of chemical
dependency.
4. Recognizing signs and symptoms of mental
illness and retardation.
5. What the policies, procedures, and re-
sources are for emergency medical and
dental care.
6. Administration of medications to inmates
as outlined by the pharmacy consultant.
Collaborate with all available health care
resources to see that training is made
available.
,K. Develop written policy in collaboration with
the pharmacy consultant for all medication
activities.
L. Meet periodically with physician and community
health nursing agency for program review,
problem solving, and making policy and proce-
dure revisions.
M. Participate with physician and nurse in devel-
oping periodic reports of services provided,
including costs.
